A. ROLL CALL
Mayor Hannon called the meeting to order at 5:36 p.m. Vice Mayor Jorgens, Council Members Grindall, and Catancio were present.
Council Member Little present at 6:29 p.m.
B. PRESENTATIONS
1. Commending Catalina Farias
Mayor Hannon presented a commendation to Ms. Catalina Farias’s first great grandson.
2. Commending Juli Borrego
Mayor Hannon presented a commendation to Library Clerk Juli Borrego from Lincoln School.
3. Proclaiming March 2026 as Celebrating Senior Nutrition Programs and Their Efforts to End the Wait Month
Mayor Hannon presented a proclamation to Program Manager Tammy Duran from SOS Meals on Wheels.
4. Proclaiming Government Finance Professionals Week (March 23–27, 2026) Mayor Hannon presented a proclamation to Finance Director Krysten Lee and her team.
5. Presentation of 2025 CPRS Award of Excellence to the City of Newark
Treasurer Leah Martinez from CPRS presented a 2025 CPRS Award of Excellence to Recreation Coordinator Katie Fuerte.
Mayor called for a recess at 6:12 p.m. The meeting resumed at 6:19 p.m.

6. Work Session for 2026-2028 Biennial Budget
City Manager Benoun, Assistant City Manager Hovorka, and Finance Director Krysten Lee delivered a presentation on the 2026-2028 Biennial Budget, covering the Budget Process, Economic Trends, Financial Update, Strategic Priorities and City Initiatives, as well as upcoming departmental initiatives and future steps. The presentation is on file with the City Clerk.
No one from the audience requested to speak.
Council members asked clarifying questions, engaged in discussion, and provided feedback to staff.
C. ADJOURNMENT
Mayor Hannon adjourned the meeting at 8:10 p.m.
