DATE 05/28/2026
TO Honorable Mayor and City Council Members
FROM Miki Tsubota, City Engineer
SUBJECT    Receive information and provide feedback regarding the Lakeshore Park New Interim Restroom, and Lakeshore Park New Pathway Lighting projects to be included in the 2026-2031 Capital Improvement Plan with funding recommendations
SUMMARY AND RECOMMENDATION
On April 23, 2026, staff presented proposed projects at Lakeshore Park for inclusion in the 2026 - 2031 Capital Improvement Plan. Comments received at the presentation have been incorporated, and staff now recommends the City Council receive this report, accept public input, and provide feedback regarding the Lakeshore Park New Interim Restroom, and Lakeshore Park New Pathway Lighting projects into the 2026-2031 Capital Improvement Plan with funding recommendations.

BACKGROUND
A Capital Improvement Plan is a comprehensive strategic plan that identifies, prioritizes, schedules, and determines funding for necessary project execution. The City of Newark's Capital Improvement Plan (CIP) is a Five-Year plan that will be updated on a rolling basis as part of the Biennial Budget process. Guidance on preparing the CIP comes from the City's General Plan, Specific Plans, Master Planning documents, the City's Strategic Priority Areas, direction from City Council, and community input.

A CIP Project is generally defined as necessary work or study associated with the improvement (construction, reconstruction, erection, alteration, renovation, demolition, installation, or significant repair work) involving any publicly owned, leased, or operated facility that involves a major City asset that has a useful life exceeding one year, and that can reasonably be started or substantially completed within the CIP timeframe given time, funding, and resource constraints. This definition combines the goals and policies of the City, the concept of asset capitalization used in the field of finance, and the definition of public projects used in the field of public works.

The Newark Citywide Parks Master Plan Update identified and prioritized needed park improvements throughout the citywide parks system.  In response to community feedback, upgrading or installing new park restrooms ranked as one of the highest priorities, underscoring the high demand for modernized, accessible, and sanitary facilities.  In addition, providing needed pathway lighting improvements was also prioritized to improve safety, security, and ease of navigation. Lakeshore Park was identified as a higher priority park to add a restroom facility and install new lighting throughout the park, especially along the pathways.

Staff developed project descriptions, provided cost estimates of $80,000 for the Lakeshore Park New Interim Restroom and $200,000 for the Lakeshore Park New Pathway Lighting projects, and identified Park Impact Fees as the most appropriate funding source for these projects.

DISCUSSION/ANALYSIS
On April 23, 2026, City Council received a presentation of the Lakeshore Park New Interim Restroom, and Lakeshore Park New Pathway Lighting projects for consideration to be included in the Draft 2026 - 2031 CIP (see attached staff report).

There were no public comments, and Council comments included moving the planned interim restroom project to an earlier year in the plan. As presented in April, the interim restroom project would occur in Fiscal Years 2030 and 2031. In the current draft of the 2026 - 2031 CIP and attached project description, the interim project is now shown in Fiscal Years 2027 and 2028. Data will be reviewed from these years before staff recommend that the interim restroom remains, construction of a permanent restroom in its place, or other options should be considered.

No changes were recommended to the pathway lighting project.

Staff will incorporate any direction from Council and will return in June for a public hearing as required by State Law for final adoption of the 2026-2031 Capital Improvement Plan including the Lakeshore Park New Interim Restroom and Lakeshore Park New Pathway Lighting projects.

Staff will conduct additional community engagement with Lakeshore Park area residents as a next step before planning or design of these projects commences.

FISCAL IMPACT
Approved projects and funding allocations will be incorporated into the final 2026-2031 Capital Improvement Plan for City Council consideration in June.
