City Council Meeting
of July 26, 2022

UPDATE ON WATER SUPPLY AND CONSERVATION EFFORT

BACKGROUND
The City's sole source of water supply is obtained from the Delta-Mendota Subbasin. The City is committed to promoting water conservation measures to maintain the reliability of the groundwater basin that we depend on for our water supply.

On May 26, 2015, the Newman City Council adopted Ordinance No. 2015-2, amending Title 11 Public Ways and Property, adding Chapter 11.05 Water Conservation and Education. The Ordinance was adopted to comply with the State's Emergency water conservation regulations. The purpose of the Ordinance is to specify what actions the City may take in response to different stages of water shortage emergencies. A copy of the full Ordinance No. 15-2 is available on the City's website at www.cityofnewman.com. At the time of adoption, the city entered into Stage 2 of the Water Conservation & Education Ordinance which remains in effect at the time of this staff report.

ANALYSIS:

As part of the management of the City's water system, ground water levels are monitored and recorded. Staff has been closely reviewing static water levels and have determined the water levels of our existing wells are declining:

Well 5 has declined from 63 feet in January to 64 feet in July Well 6R has declined from 65 feet in January to 117 feet in July Well 8 has declined from 79 feet in January to 101 feet in July Well 10 has declined from 80.6 feet to 242.7 feet in July.

Considering the decline in the levels of our water wells, we believe it is appropriate to ask the community to voluntarily conserve water. If staff sees enough of a reduction and a recovery of well levels we will not have to activate Stage 3 of the Water Conservation and Education Ordinance.

This report is the first step in a campaign to educate our water customers about the need to reduce water use and the importance of water conservation. Staff will monitor levels for the next 90 days and report the results of the community's efforts.

FISCAL IMPACT:

There is no direct fiscal impact to the General Fund. There could be a reduction in revenue to the Water Fund depending on the conservation efforts of customers.

CONCLUSION:

In response to declining water levels staff recommends the reduction of water use by all customers.

Respectfully submitted,
Kathryn

City Council Meeting
of July 26, 2022

INITIATE PROCEEDING TO VACATE AND ABANDON A PORTION OF STANISLAUS STREET

RIGHT-OF-WAY
RECOMMENDATION:

Adopt Resolution No. 2022 - , initiating the proceedings to vacate and abandon a portion of Stanislaus Street and setting a date for a public hearing.

BACKGROUND:

In 2015, the City Council approved the closure, abandonment and vacation of Stanislaus Street from M Street to the railroad. This action occurred as the railroad crossing at this location had become unsafe and impassable.

ANALYSIS:

The City recently approved a purchase and sale agreement for that portion of Stanislaus Street between M and L Streets. Unfortunately, since that road was created prior to Newman becoming incorporated, the street was dedicated as an easement as opposed to fee title ownership the City now requires. Therefore, City staff is proposing the abandonment of Stanislaus Street.

In reviewing the 2030 General Plan, staff finds that Stanislaus Street is not classified as either a Collector or Arterial roadway nor does it provide a critical linkage between Collector and/or Arterial roadway(s). This specific section of Stanislaus Street is unnecessary for movement in the area, underdeveloped (not paved), and the City lacks funding to installed the necessary improvements.

Staff proposes the Council set the Public Hearing for the regular meeting of the City Council on August 9, 2022.

ENVIRONMENTAL:

The proposed vacation proceedings are exempt from California Environmental Quality Act (CEQA).

FISCAL IMPACT:

None.

CONCLUSION:

Staff recommends that the City Council adopt Resolution No. 2022 - , initiating the proceedings to vacate and abandon a portion of Stanislaus Street and setting a date for a public hearing ATTACHMENTS:
· 1. Resolution 2022- , initiating the proceedings to vacate and abandon a portion of Stanislaus Street and setting a date for a public hearing

2. Legal Description and Map showing the location of the proposed vacation.

Respectfully submitted,
