Fiscal Year

Introduction
Prepared By:

City of Newman Finance Department
January 1, 2023
This Capital Facilities Fees Annual Report for Fiscal Year 2021-2022 has been prepared as an annual requirement by the State of California in accordance with Section 66006 of the Government Code. The City of Newman collects Capital Facilities Fees (CFF) on new development to fund infrastructure improvements that are necessary to accommodate new growth.

State law requires that the City make the following information available to the public for each separate fund on an annual basis, and that the City Council review that information at a public meeting. The law requires the report to include the following information for each individual fund for the fiscal year:
• The beginning and ending balance of the fund; and
• The amount of the fees collected and interest earned; and • The amount of refunds made; and
• A description of each interfund transfer or loan made by the fund; and • Identification of each public improvement on which fees were expended and the amount expended on each improvement; and
• Current Fees
If the agency no longer needs the funds for the purposes collected, or if the agency fails to make required findings, or perform certain administrative tasks prescribed by AB 1600, the agency may be required to refund~ on a prorated basis to owners of the properties upon which the fees for the improvement were imposed, the monies collected for that project and any interest earned on those funds.

Beginning and Ending Balance of Funds, Amount of Fees Collected and Interest Earned
Table 1 "Combining Statement of Revenues, Expenditures, and Changes in Fund Balances" outlines the beginning and ending balance of each fund for Fiscal Year 2021- 2022. Detailed expenditures are shown under each fund description. Furthermore, since this is a pay-as-you-go program, the City must accrue enough revenue to construct a project. This results in an "accumulation" of fund balances. The accumulation occurs until enough revenue is generated to construct a project.

There were a total of zero CFF refunds this fiscal year. Table 2 details the refunds as they occurred throughout the year. Refunds are not uncommon and can occur for a variety of reasons such as a property owner deciding not to build a project, but the fees were paid or at times an overpayment was paid.

Revenues
Table 3 "Five Year Revenue History of CFF Funds" illustrates the revenue over a fiveyear period. These funds are based on new development. In FY 2021/22, we saw our lowest revenue totals in the last five years. The revenue has declined by 41 % from the previous year. This can be attributed to a lack of new home lots. The highest revenue year, during the last 5 years, for all funds was fiscal year, 2018/19.

Honorable Mayor and Members
of the Newman City Council
Agenda Item: 1 O.a.

City Council Meeting
of January I 0, 2023

AUTHORIZE CITY MANAGER TO ENTER INTO A CONTRACT WITH RHAA LANDSCAPE

ARCHITECTS TO DEVELOP A PARKS AND RECREATION MASTER PLAN RECOMMENDATION:

Staff recommends the Council authorize the City Manager to enter into a contract with RHAA Landscape Architects to develop a Parks and Recreation Master Plan.

BACKGROUND:

The City of Newman (City) is in the process of evaluating and updating our Capital Facility Fee program. The program is intended to mitigate new development's impact on the need for new backbone infrastructure and public facilities and provide a mechanism by which new development contributes its "fair-share" to construction of new facilities needed to accommodate growth.

One component of the fee program is the parks impact fee to develop new parks and recreation facilities. To ensure we will be collecting the appropriate amount of funding, staff is proposing the City develop a Parks and Recreation Master Plan that will reflect the desires of the community with respect to future recreation opportunities.

ANALYSIS:

The proposed Parks and Recreation Master Plan would guide future park development and recreational opportunities as the City continues to develop. The proposal includes two (2) virtual workshops and meetings with local stakeholders to allow the community to share their requests and desires for future recreational opportunities.

Following the community outreach and a needs assessment (review of existing facilities), the team will develop a Master Plan tailored to the needs and desires of the community. This Plan will then be incorporated into the Impact Fee program to ensure the City is collecting the proper Park Fee to develop top quality parks with recreational amenities the community desires.

FISCAL IMPACT:

The cost of the study is $107,530 and will be recouped as impact fees are collected from future development.

CONCLUSION:

As new development occurs in the City, new parks and recreational opportunities will be constructed. It is important for the City to have a plan for what type of parks and recreational opportunities will be constructed and where this will be placed. The Parks and Recreational Master Plan proposal will lead the City through the process of collecting information from the community and developing a strategy to ensure future parks meet these expectations. Staff recommends the Council authorize the City Manager to enter into a contract with RHAA Landscape Architects to develop a Parks and Recreation Master Plan.

RE: Parks and Recreation Master Plan
Dear Lewis,
RHAA Landscape Architects is pleased to submit our proposal for professional services to assist the City of Newman with managing, facilitating, and preparing their Parks and Recreation Master Plan.

We know that parks are important to the health and wellbeing of a community and enhance the quality of life. The Master Plan will provide the City of Newman with a thorough assessment of your parks and recreation resources, articulate the community's needs, and guide future development of parks and recreation facilities, services, and capital planning.

RHAA's contribution to parks planning and design for California cities is significant. Most recently we have developed parks and recreation master plans for the cities of El Cerrito, Newark, and Santa Cruz.

We are currently working with the City of San Rafael in preparing a Parks and Recreation Master Plan. Our experience goes well beyond preparation of parks and recreation master plans. We have designed and seen implemented well over 500 parks throughout our professional experience. We bring a depth of understanding in the design of parks as well as planning.

Our approach is threefold:

Engage the community in a constructive outreach process Develop a flexible and balanced plan
Create a realistic and sustainable implementation strategy Our team's goal is to develop a Parks and Recreation Master Plan that is comprehensive and provides a balanced strategy to serve the City of Newman well into the future. To achieve this, we propose a master planning process that will: establish the plan vision, goals, and objectives; engage the community and create enthusiasm for the plan; evaluate existing parks and recreation facilities; determine needs based on the gap in current services; develop recommendations and costs; prioritize recommendations into action items; and establish an implementation strategy.

Work Plan
Detailed Work Plan
Task 1 Project Initiation
With receipt of the Notice to Proceed from the City, RHAA will meet with City staff for a kick-off meeting.

At this meeting, we will confirm the goals and objectives for the Master Plan as well as refine specific tasks of the work plan if required.

We will establish the communication plan and discuss the schedule to set milestone dates for meetings and submittal of deliverables. We will present our approach for the community engagement strategy and collaborate with staff on refinements that best suit the City of Newman. We will discuss a tentative schedule for meetings and set a date for a visit to all the city parks with City staff. Information that we will need from the City includes all planning documents, policies and reports including the General Plan.

Deliverables Task 1:
• Project schedule
• Agendas and meeting notes
Task 2 Document Review and Inventory/ Assessment of Existing Conditions RHAA will review and summarize all planning documents and relevant information to be used in the preparation of the Master Plan. On a site visit to each park with staff, we will review current conditions and identify any deficiencies. Each site will be photographed and documented for size, location, recreation provided, classification and condition. Opportunities and constraints will be noted, as well as an analysis of repair or replacement and code violations including a general analysis of ADA compliance. Staff will be interviewed to identify existing site challenges, desired improvements, and future vision. Upon completion of the assessment, we will review findings with City staff.

Deliverables Task 2:
• Inventory and Assessment Report
• Meeting agendas and notes
Task 3 Community Outreach
The public engagement strategy will have been discussed with City staff during the project initiation kickoff meeting and further developed simultaneously with the Existing Conditions Assessment. The two public workshops will be scheduled. The public workshops will be virtual using the Zoom platform.

A web-based survey will be developed and can be used in combination with paper mail surveys if needed.

In addition, paper surveys can be available at public libraries and other civic facilities. The survey will be designed to engage all age groups and will provide a forum for residents to share their views on parks, recreation facilities, services, deficiencies, and recreational values. The survey will be available for approximately 3 months and prepared in both English and Spanish. Additionally, we recommend the development of a dedicated web page, using the City's website, to provide information and education to the community, and to host the web-based survey.

Public workshops - 2
rhaa I NEWMAN PARKS AND RECREATION MASTER PLAN PAGE 6
Work Plan
At the first community workshop online forum, we will introduce the planning process and the survey. We will facilitate an open discussion for the community's comments on existing parks and desired recreation facilities. Agendas and summaries of the session will be provided.

The second workshop online forum will be a presentation of the results of the survey and needs assessment information. We will identify the gaps in service based on the inventory analysis and community input. We will present the analysis outcome as well as solicit comments and suggestions for park and facilities improvements.

Stakeholder meetings
Stakeholders, as identified by City staff, will be contacted and a series of online meetings will be scheduled early in the planning process to discuss specific needs. Stakeholder interviews include Seniors at the 50+ Club, School District representatives, and City staff.

Commission and Council meetings
We will meet with the Planning Commission throughout the planning process, at important milestones, to keep them informed and to solicit input and comment. We will prepare presentations and participate in online meetings, as necessary. We will present the Draft Master Plan to City Council and incorporate all comments before finalizing the Master Plan.

Deliverables Task 3:
• Online and paper survey
• Presentations for on line group meetings
• Public workshop - 2 virtual
• Meeting agendas and notes
• Summary of public engagement
Task 4 Needs Assessment
Based on the inventory assessment, the existing square footage of parks and facilities will be evaluated for meeting the future population growth needs for recreation. A demographic and trends analysis will help add insight into community needs and interest for recreational activities and programs.

From the analysis and community input, the gap in current services and park facilities to meet desired needs will be identified. We will identify the need for active and passive recreation and facilities. To meet the gap between the community's needs and existing inventory, we will analyze future development potential and expansion opportunities for the l 0 identified Master Plan areas, as well as identify any underserved areas needing parks. We will prepare a Gaps Analysis Report for review with City staff and the Planning Commission.

Deliverables Task 4:
• Gap Analysis Report
• Meeting agendas and notes
rhaa I NEWM~N PARKS AND RECREATION MASTER PLAN PAGE 7
Work Plan
Task 5 Recommendations and Prioritization
Collaborating with City staff and based on community input and analysis, we will develop the vision, goals, and objectives for the Master Plan incorporating themes of sustainability, inclusion, and environmental stewardship.

We will develop recommendations for potential approaches to fill defined gaps in service and facilities.

Recommendations will include future renovation and expansion opportunities for existing parks. We will recommend new opportunities for potential new sites. General costs will be developed for repairs and renovations for all parks. We will meet with City staff for review.

With input from City staff, we will prepare a methodology and framework to guide the prioritization of projects. We will develop an action plan for development or improvements based on community input, needs assessment, and capacity to meet community needs. A matrix with criteria will be developed for prioritizing projects - short, medium and long term development and/or improvements. We will develop an action plan that will address upgrading existing parks and facilities, as well as potential sites and sizes for future recreation needs. Findings will be reviewed with City staff Deliverables Task 5:
• Vision, Goals and Objectives
• Recommendations
• Priority matrix
• Action Plan
Task 6 Implementation /Parks and Recreation Master Plan The Parks and Recreation Master Plan will summarize all the findings and data from the current planning effort and synthesize that information into a comprehensive report. For the Master Plan we will develop goals, objectives and policies. Recommendations will be made for the current and future needs related to parks and cost of improvements to serve short, medium, and long range needs of the community.
