ACCEPT BID FROM STEVE P. RADOS, INC FOR THE MCPIKE 1 RECLAMATION IMPROVEMENTS AND INFLUENT TRUNK SEWER PROJECT PHASE 1 AND AUTHORIZE THE

CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY OF NEWMAN RECOMMENDATION:

Adopt Resolution No. 2023- , accepting the low bid from Steve P. Rados, Inc. in the amount of $5,651,000.00 for the McPike Reclamation Improvements and Influent Trunk Sewer Project Phase 1 and authorizing the City Manager to execute the agreement on behalf of the City of Newman ("City").

BACKGROUND:

The City owns and operates a Wastewater Treatment and Reclamation Facility (WWTRF) that treats all of the wastewater from the City of Newman and is located approximately one-mile northeast of the City. City staff operates the plant and identifies projects that are necessary to keep the plant in proper operating condition.

The need for the Trunk line Replacement project stems from sewer leakages that have occurred in multiple location along the sewer line. Addressing the trunk's failing condition through replacement will have multiple benefits for the City and its residents, including preventing the risk of sewer overflows and spills. The project will be constructed within the existing unpaved roadways near the intersection of Swamp Rats Road and Hills Ferry Road to the Wastewater Plant Headworks.

In addition, the City purchased 142 acres of irrigatable land in 2010 for the use in the operation of the wastewater treatment plant known as McPike 1. The City obtained a grant from the State Water Resources Control Board for the planning, design, and construction of the McPike Reclamation Improvements. These improvements consist of the installation of effluent piping to convey irrigation water, valves, and a distribution box to deliver water to McPike 1.

The complete proje~t consists of two components: The Influent Trunk Sewer Project Phasel and the WWTRF McPike 1 Reclamation Improvement Project. The major work includes, but is not limited to the following: new pump station and irrigation pipes, new sewer lines, sewer manholes, and miscellaneous ancillary work on roadways and fences.

The project was advertised on November 23, 30 and December 7, 2022 in the Westside Index Newspaper, and bids . were opened on January 26, 2023.
