Agenda Item: 8.d.

City Council Meeting
of October 24, 2023
AUTHORIZE THE CITY MANAGER OR FffiE CHIEF TO EXECUTE ANY FUTURE AGREEMENT

WITH THE DEPARTMENT OF FORESTRY AND FIRE PROTECTION FOR VOLUNTEER FffiE ASSISTANCE (VFA) GRANT FUNDING
RECOMMENDATION:

Adopt Resolution No. 2023- , Authorizing the City Manager or Fire Chief to execute any future agreement with the Department of Forestry and Fire Protection for Volunteer Fire Assistance (VFA) grant funding.

BACKGROUND:

The Volunteer Fire Assistance (VF A) Program is a federally-funded grant program that allows California to provide local and rural fire departments with funding for minor firefighting, training, communications, and safety equipment. The VF A Program is not intended for major equipment or capital repairs. The VF A Program has a 50150 match requirement, which means that the City of Newman Fire Department (NFD) must be able to meet the intended grant award, dollar for dollar. The VF A agreement package must be completed and emailed by no later than December 1, 2023. NFD, having been a previous award recipient, this year we will be looking to fund the replacement of expired structural firefighting gear.

ANALYSIS:

The City of Newman Fire Department is an all-risk fire department that requires specialized fire protective equipment. This specialized fire protective equipment is regularly used for life safety. Therefore, the manufacturers and national association standards place expiration dates or a life span on fire protective equipment. As technology continues to change fire departments across the nation are expected to keep up. This funding opportunity, if awarded, will allow NFD to upgrade its structural firefighting ensembles. The funding request will include firefighting helmets, gloves, boots, coats, and pants.

FISCAL IMPACT:

Participation in the VF A would be a positive deflection for the budgeted items in FY 2023-2024. The City would be reimbursed from the grant for fifty percent ( 5 0%) of all purchases through the VF A. The funding award through VFA cannot exceed a total project cost of $29,100.

The required funds have already been requested for the 2023-2024 fiscal year. NFD also participates in a resource share agreement with the West Stanislaus County Fire Protection District, which would further assist in reducing required costs through reimbursement.

CONCLUSION:

The Newman Fire Department has a need to replace obsolete fire protective equipment and has been presented with an opportunity to have grant funds to reduce product costs. NFD was previously awarded the VF A. The VF A funding led the Fire Department to become NFP A 1977 compliant, which now qualifies the Fire Department to apply for additional project funding.

Therefore, staff recommends that the City Council adopt Resolution 2023- , Authorizing the City Manager or Fire Chief to execute any future agreements with the Department of Fores try and Fire Protection for Volunteer Assistance (VFA) Grant Funding.

ATTACHMENTS:

1. Resolution 2023-, Authorizing the City Manager or Fire Chief to execute any future agreement with the Department of Forestry and Fire Protection for Volunteer Assistance (VF A) grant funding

Subject: Agenda Item 10.a. - 6th Cycle Housing Element update Agenda Item: 1 O.a.

State law requires each city and county to adopt a general plan containing at least seven elements; including housing. Housing elements have been mandatory portions of general plans since 1969. In April 2007, the City of Newman adopted its updated General Plan and in October 2009 and April 2016, the City adopted updated Housing Elements. Unlike the other mandatory general plan elements, the Housing Element is required to be updated every eight years.

In April 2023, the Council approved a contract with EMC Planning Group (EMC) to prepare the City's 6th Cycle Housing Element and associated CEQA document. In August, EMC presented the public draft version of the Housing Element to the Council. The draft was available for public review and comment from August 22nct through September 24th. Based upon public comment and the requirements outlined in the State's housing laws, a final version has been drafted. This version will be submitted to CA Housing and Community Development (HCD) for the review. Attached is a summary of the programs that have been developed since the release of the Public Draft and will be included in the version submitted to HCD.
