City Council Meeting
of February 13, 2024
AUTHORIZE THE AUTOMATIC ANNUAL INFLATION ADJUSTMENT FOR CAPITAL FACILITY AND IMP ACT FEES FOR THE PERIOD OF MARCH 1, 2024 THROUGH FEBRUARY 28, 2025 RECOMMENDATION:
1. Conduct a Public Hearing
2. Adopt Resolution No. 2024- authorizing the Automatic Annual Inflation Adjustment for Capital Facility and Impact Fees for the Period of March 1, 2024 through February 28, 2025.
BACKGROUND:
In April 2002, the City Council adopted Resolution No. 2002-22 approving the comprehensive update of Capital Facility and Impact Fees. The resolution provides for the automatic adjustment of the fees based on current construction indexes for the area. The following information is presented to the Council for review and approval.
ANALYSIS:
The City of Newman is considered a part of the Engineering News-Record's (ENR) San Francisco region. The 2023 ENR CCI inflation index for this region from Dec 2022 to Dec 2023 is a positive 3.6%; last year the CCI increased 5.3%. This increase has been applied to the Capital Facility and Impact Fees to originate new rates for the period of March 1, 2024 through February 28, 2025.
FISCAL IMPACT:
The adjusted rates will increase development fees due at time of development. For example, a vested single-family (Low Density) residential unit will go from $15,413 .21 to $15,968. l 0 in impact fees. The adjusted fees apply to all development types; business park, commercial, industrial and residential.
CONCLUSION:
Staff recommends approval of Resolution No. 2024-, authorizing the Automatic Annual Inflation Adjustment for Capital Facility and Impact Fees for the period of March 1, 2024 through February 28, 2025. Upon approval, adjusted Fees will be initiated on March 1, 2024 and notices will be forwarded to the BIA.

City Cost Index - San Francisco - As of January 2024
The building and construction cost indexes for ENR's individual cities use the same components and weighting as those for the 20-city national .......... indexes. The city indexes use local prices for portland cement and 2 X 4 lumber and the national average price for structural steel. The city's BCI uses local union wages, plus fringes, for carpenters, bricklayers and iron workers. The city's CCI uses the same union wages for laborers.
To find more recent cost index data, go to this webpage (link below) and click on the link for the year you need, and then navigate to the week you need. Keep in mind that the city cost index figures are always published in the second weekly issue of the month. httP-://www.enr.com/economics/current costs
