City Council Meeting
of February 27, 2024
ADOPT MIDYEAR BUDGET CHANGES FOR FISCAL YEAR 2023-2024
RECOMMENDATION:
Review the budget adjustments as proposed in the report and adopt Resolution No. 2024- , adopting the midyear budget changes for fiscal year 2023-2024.
BACKGROUND:
It is customary for municipalities, midway through their fiscal year, to review their original budgeted revenue and expense projections. December 31st is the midway point of our fiscal year. Revenues and expenditures were analyzed for the 6-month period ending December 31, 2023.
ANALYSIS:
Exhibits A & B compare the budgeted revenues and expenditures to actual amounts received and spent through December 31, 2023 halfway through our fiscal year. Revenues and expenditures do not arrive in l /12 amounts each month. In Exhibit A, total General Fund Revenues collected are at 28.1 % of budget, and revenues for all funds are at 28.5%. More revenues are typically collected in the second half of the year.
In Exhibit B, General Fund expenditures at December 31, 2023 are at 46.1 % of budget and expenditures for all funds are at 43.4%.
To prepare the proposed adjustments, revenue and expenditure line items were analyzed and discussed with the City Manager, the various department heads, and their staff. Exhibits C & D contain the proposed revenue and expenditure budget adjustments by line item. The last column of Exhibit E shows the projected fund balances at June 30, 2024. It should be noted that the original budget, approved last June, only had estimated beginning fund balances; but, at this point, we have and use, actual/audited beginning fund balances to project our ending fund balances.
FISCAL IMPACT:
Exhibit C shows there are no changes to the General Fund revenue projections. Fund 1 7 - State Grants is adding $4,025, 184 in grants for the Newman Community Conservation Area.
Exhibit D shows the detail of the expenditure budget adjustments totaling $157,000 in General Fund expenditures and $10,298, 184 in other fund expenditures. Most of the other fund expenditures are from two projects; Newman Community Conservation Area and the Influent Trunk Sewer Project Phase 1 Construction.
In our General Fund, at the beginning of the budget year, we projected expenditures to exceed revenues by $740,202. At this mid-year review, prior to any budget adjustments, we project a decrease of $145,614. All of this shortage is due to mid-year purchases such as the acquisition of a vehicle, repainting the City Hall, Teen Center roof repair, security cameras, etc.
CONCLUSION:
Exhibit E is a projection of the ending fund balances of all funds. Funds typically should have a positive balance.
All of our funds are projected to have positive ending balances with the exception of Fund 20 - CDBG and Fund 68 Business License Surcharge. The CDBG fund negative balance is due to a timing of project expenditures and grant receipts and the Business License Surcharge fund will return to positive during the 2024/25 fiscal year.
The midyear budget review projects a General Fund ending balance of $3,908,081; a decrease of$145,614 for the 2023-24 fiscal year. This will put us with a 57.2% General Fund reserve. The City has strong reserves and remains in good financial health.
