Agenda Item: 8.d.

City Council Meeting
of February 10, 2026

APPOINTMENTS TO FILL VACANCIES ON THE ARCHITECTURAL REVIEW COMMITTEE RECOMMENDATION:

Appoint three (3) Architectural Review Committee members.

BACKGROUND:

The City will soon have four (4) vacancies on the Architectural Review Committee. Two of the vacancies on the Architectural Review Committee are a result of upcoming terms expiring at the end of April 2026. The other two vacancies were created when Paul Wallace and Brain Thompson resigned in January and September of 2025 (respectively).

As per City Code Section 4.13 .060, the Architectural Review Committee shall consist of the following five members: one Planning Commissioner, one Newman Historical Society member, one City resident at-large, one member of the business community and/or Chamber of Commerce, and one professional in one or more of the following disciplines: Architecture; Architectural History; Historical Remodeling or Reconstruction, Historic Archaeology, Historical Conservation or related discipline to the extent such professionals are available in the community of Newman. The City Council has made every effort to comply with City Code Section 4.13.060 while also acknowledging the difficulty in filling all of the Architectural Review Committee vacancies and understanding that such professionals are not always available.

The four (4) aforementioned vacancies on the Architectural Review Committee consist of the City resident at-large, the Business/Chamber of Commerce, Newman Historical Society, and Building Professional seats. Notices for all four vacancies were published in the West Side Index and posted on the City's website.

ANALYSIS:

The City has received three (3) applications for the Architectural Review Committee openings. Renae ChanceDominguez, (Virginia) Diane Glendenning, and Donald Harmon submitted applications for service; which are attached for your review.

Donald Harmon has applied to continue to serve on the Architectural Review Committee; Mr. Harmon was originally appointed to the Business/Chamber of Commerce seat on the Architectural Review Committee in 201 7 and has continued to serve on the Committee since that time.

Renae Chance-Dominguez, is a member of the Newman Historical Society and now wishes to serve as the Newman Historical Society member on the Architectural Review Committee. Appointing Ms. Chance-Dominguez would comply with City Code Section 4.13.060.B. and fill the vacant Newman Historical Society member seat on the Committee with a member of the Newman Historical Society. (Virginia) Diane Glendenning could be appointed to the vacant Building Professional seat on the Committee and thereby fill all the current vacancies on the Architectural Review Committee.

At this time, Mia Ball has chosen not to apply for reappointment, and her term as the City resident at-large on the Architectural Review Committee is set to expire at the end of April 2026.

The three appointments to the Architectural Review Committee would be effective immediately. The Business/Chamber of Commerce appointment to the Architectural Review Committee would be a full two-year term that would commence in April of 2026 and expire at the end of April 2028. Since appointments to the Newman Historical Society Building Professional seats would be filling unexpired terms, they would expire in April 2027. The City will continue to recruit for the City resident at-large representative on the Architectural Review Committee, but this seat will not be vacant until the end of April.

FISCAL IMPACT:

NIA
Agenda Item: 8.d.

CONCLUSION:

Staff recommends that the City Council appoint all three applicants to the Architectural Review Committee thereby filling all the current vacancies on said Committee.

ATTACHMENTS:

1. Copies of each candidate's Application for Citizen Service.

2. Copies of the letters sent to each candidate apprising them of the appointment process.

Respectfully submitted,
~~14-

I enjoy living in the city of Newman. The small city life appeals to me, and I believe others feel the same. However, I also recognize the value of growth. I know careful and insightful growth is valuable to any city. Change is inevitable however it can be done with careful consideration and a nod to its personality and history while also retaining its ambiance. hope to be a part of that journey with the City of Newman.

I have served in this capacity in the past, and I found it very rewarding. My committees and appointments included, City Councilor and Council President, City of Talent, OR Commissioner Talent Planning Commission, Commissioner Talent Parks and Recreation Committee, Vice Chairman and board member Talent Historical Society, and Budget Committee Member. As a city councilor I assisted with other areas as needed.

Volunteering is one way I can give back to my community. I believe I can contribute in a thoughtful, positive and meaningful way.
