Honorable Mayor and Members
of the Newman City Council
Agenda Item: 8.d.
City Council Meeting
of July 14, 2026
APPROVE A JOINT POWERS AGREEMENT FOR STANISLAUS SPECIAL INVESTIGATIONS UNIT PARTICIPATION AND AUTHORIZE THE CITY MANAGER OR ms DESIGNEE TO EXECUTE THE
AGREEMENT ON BEHALF OF THE CITY OF NEWMAN
RECOMMENDATION:
Staff recommends the City Council Adopt Resolution No. 2026- , approving a joint powers agreement for Stanislaus Special Investigations Unit participation and authorizing the City Manager or his designee to execute the agreement on behalf of the City of Newman.
BACKGROUND:
The Police Department has participated in a joint powers agreement (JP A) for Stanislaus Special Investigations Unit (SIU), formerly known as the Stanislaus Drug Enforcement Agency (SDEA), for many years. SIU is a countywide, multi-agency, specially trained task force charged with enforcing drug control laws, violent crimes, gang-related crimes, street terrorism, human trafficking, and investigations deemed highly sensitive, as directed by the governing board. The governing board is a committee consisting of the Sheriff and District Attorney of Stanislaus County, the Commander of the Modesto Area California Highway Patrol, and the Chief of Police of each participating city. The City of Newman will remain an active governing board member and will continue to be represented by the Police Chief. Officers assigned to this Unit are regularly employed by one of the participating parties to this agreement.
Parties include the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, Turlock, Waterford, and unincorporated Stanislaus County. The Sheriffs Department maintains sole operational control of SIU.
ANALYSIS:
The approval of this JP A does not change the City of Newman's financial contribution or membership association.
Other than minor text changes that did not change the existing agreement or practice, the new agreement is due to the addition of the City of Turlock and the renewal of the JP A. The nine other City Councils and Board of Supervisors are in the process of approving the same SIU JP A. At this time, we believe all of the recommended modifications have occurred, and each jurisdiction is satisfied with the final JP A.
FISCAL IMPACT:
There is no change to the City's financial contribution to SIU. Our contribution for Fiscal Year 2026/2027 will be seven thousand five hundred dollars ($7,500.00). This amount will be billed at the beginning of the fiscal year. The monetary contribution is determined by a long-standing, population-based formula that exists in the former JP A as well as the new JP A. The JP A agreement shall commence on July 1, 2026 and conclude on June 30, 2029. In the event of a population increase during the three-year JP A, the City's financial responsibility will not change. Staff is satisfied with the formula and does not recommend any change.
CONCLUSION:
This staff report is submitted for City Council consideration and action. Staff recommends adoption of Resolution No. 2026- , a resolution approving a Joint Powers Agreement for Stanislaus Special Investigations Unit participation and authorizing the City Manager or his designee to execute the agreement on behalf of the City of Newman.

Agenda Item: 10. a.
City Council Meeting
of July 14, 2026
APPROVE AN EMPLOYMENT AGREEMENT WITH RAYMOND FRAMSTAD
FOR THE POSITION OF POLICE CHIEF
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an employment agreement with Raymond Framstad for the position of Police Chief.
BACKGROUND:
The City of Newman ("City") requires the services of a person with proven law enforcement, executive, and administrative qualifications to fill the position of Police Chief, who serves as the administrative head of the Police Department under the direction of the City Manager. Following consideration of Raymond Framstad's knowledge, experience, and qualifications, the City Manager has selected Mr. Framstad to serve as Police Chief and desires to establish the terms of his compensation, benefits, and conditions of employment through a formal employment agreement.
ANALYSIS:
The position of Police Chief is a Department Head position appointed by the City Manager. The proposed employment agreement has been reviewed and approved as to form by the City Attorney. Under the proposed agreement, Employee's term commences on July 27, 2026, and expires on December 31, 2035, unless earlier terminated or extended by mutual written agreement of the parties. Employee's employment is at-will and subject to the sole discretion of the City Manager, and Employee may terminate the agreement upon thirty (30) days written notice.
The agreement places Employee at Step D with an initial base salary of$14,488 per month, with eligibility to advance to Step E after twelve (12) months of service upon a satisfactory performance review. Beginning Fiscal Year 2027 /28, Employee's salary shall increase by three percent (3%), consistent with the adjustment applied to other Department Heads, and shall thereafter be adjusted annually by the same cost-of-living adjustment provided to other Department Head employees. Employee shall receive the same benefits provided to other Department Heads, including sick leave accrual, Administrative Leave, longevity incentive pay under Resolution No. 2023-39, and a three percent (3%) incentive upon receipt of a POST Executive Certificate. In recognition of Employee's 20+ years of law enforcement experience, the City is starting his vacation accrual rate at four ( 4) weeks per year, rather than the standard entrylevel rate.
If the City terminates Employee without good cause, Employee shall receive severance equal to salary and benefits for four months or the remaining term of the agreement, whichever is less, along with a cash-out of accrued vacation; no severance is owed if Employee is terminated for good cause, as defined in the agreement. The agreement also provides Employee with indemnification consistent with the California Tort Claims Act and a name-clearing hearing under specified circumstances.
FISCAL IMPACT:
The cost of the Police Chiefs salary and benefits is annually included in the City's budget. This action is consistent with the salary budgeted for the Police Chief position.
CONCLUSION:
City staff recommends that the City Council authorize the City Manager to execute an employment agreement with Raymond Framstad for the position of Police Chief.
