Michael E. Holland, City Manager~
Subject: Item IO.a. Presentation On The Newman Police Department's Use of Plock Safety Automated License Plate Reader (ALPR) Technology
This agenda item is an informational presentation by Police Chief Raymond Framstad regarding the Newman Police Department's use of the Flock Safety Automated License Plate Reader (ALPR) system. This presentation is brought forward in response to inquiries and concerns raised by residents through social media and email correspondence with the City regarding the Department's use of this technology. It is intended to provide the Council and the public with a clear and factual overview of how the technology is used, the safeguards in place to protect individual privacy, and the Department's compliance with California Senate Bill 54 and Department policy governing ALPR use.
The presentation addresses the accountability measures built into the program, including restricted access limited to sworn peace officers, mandatory justification for every search, full audit logging of system activity, and disciplinary consequences for misuse. It also summarizes the Department's data-sharing practices, confirming that ALPR data is not shared with federal immigration authorities, federal agencies generally, or out-of-state agencies, and is used only for legitimate law enforcement and investigative purposes. Several case examples are included to illustrate how the system has directly supported the recovery of stolen vehicles, location of atrisk missing persons, and investigation of serious criminal offenses within Newman and in cooperation with partner agencies.

City Council Meeting
of August 25, 2026
AUTHORIZE THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH
THE NEWMAN-CROWS LANDING UNIFIED SCHOOL DISTRICT
RECOMMENDATION:
Staff recommends the Council authorize the City Manager to execute a Memorandum of Understanding with the Newman-Crows Landing Unified School District (NCLUSD) for School Resource Officer (SRO) services for the 2026-2027 school year, in the amount of $162,000.
BACKGROUND:
The City of Newman and NCLUSD have partnered for a number of years on an SRO program, through which the Newman Police Department assigns a sworn officer to serve the District's school sites.
On July 23, 2026, NCLUSD Superintendent Justin Pruett provided the City with formal written notice terminating the MOU for the SRO program. Shortly thereafter, the District reached out to City staff and asked for a meeting to discuss reinstating SRO services. Following those discussions, City staff provided the District with a revised MOU to continue the SRO program for the 2026-2027 school year.
ANALYSIS:
Employment and Assignment: The Newman Police Department will employ and assign one SRO to NCLUSD for 2026-2027 school year. The SRO remains an employee of the Police Department, subject to its administration, supervision, hiring, discipline, and discharge authority.
Duty Hours: The SRO will work a schedule of five days per week, 8.5 hours per day (7:30 a.m. -4:00 p.m., including a 30-minute paid lunch), designed to align with the school calendar and class/activity hours.
Compensation: NCLUSD will pay the City $162,000 for services under the MOU, in four equal quarterly installments invoiced by the City. No later than April 30 of each year, the City will provide NCLUSD an estimated cost of service for the following school year; absent written notice of requested modifications at least 30 days before the next term, the agreement automatically renews for successive one-year terms at that estimated cost.
Overtime/Special Events: The City will cover overtime directly related to NCLUSD service for five home football games, two home basketball games, high school graduation, and high school prom. NCLUSD is responsible for overtime costs of any additional officers it requests for these events, and for overtime on any other events requested throughout the year.
FISCAL IMPACT:
The District agrees to reimburse the City $162,000 for the cost of one officer assigned as a School Resource Officer.
CONCLUSION:
The proposed MOU restores and continues the SRO partnership between the City and NCLUSD for the 2026-2027 school year, with the SRO's schedule reduced from 9.5 to 8.5 hours per day to lower cost to the District. Staff recommends the City Council authorize the City Manager to execute the Memorandum of Understanding with the Newman-Crows Landing Unified School District for School Resource Officer services.
