• Please promise the public that the optional Banning Ranch site will be removed from the Housing Element Update. The Banning Ranch is not required for HCD approval. • Please promise the public that the entire Housing Element General Plan Update and required Municipal Code Amendment (the Whole of the Project) will be addressed by a CEQA Environmental Impact Report.
• Please promise the public that the Whole of the Project will be subject to a vote of the public per City Charter Section 423.
