`q44:09 City Council Staff Report
May 23, 2023
Agenda Item No. 8
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: Jeff Boyles, Fire Chief - 949-644-3101, [email protected] PREPARED BY: Raymund Reyes, Administrative Manager, [email protected] PHONE: 949-644-3352
TITLE: Purchase of Six AutoPulse© Automatic Chest Compression Devices ABSTRACT:

Newport Beach Fire Department personnel are trained and prepared to respond to medical calls and use a variety of specialized equipment to assist in Emergency Medical Services (EMS) operations. Mechanical cardiopulmonary resuscitation (mCPR) devices provide automated chest compressions to sudden cardiac arrest victims and are an effective alternative to manual chest compressions. The Fire Department purchased its first AutoPulse mCPR devices in 2008 from Zoll Medical Corporation and the devices have been instrumental in providing sustained high -quality CPR over the years. Some of the current devices have reached the end of their warranty/service periods and are now in need of replacement. Staff is requesting the purchase of six replacement units.

RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve Budget Amendment No. 23-072 appropriating $67,491.56 in increased expenditures in Account No. 75604-911024 (Fire Equipment) from the Fire Department's unappropriated Internal Service Fund (ISF) equipment fund balance; and
c) Approve the sole source selection and purchase of six (6) Zoll Medical Corporation manufactured AutoPulse© mCPR devices and associated components and warranties for a total cost of $142,957.85, and authorize the City's Finance Department to issue the Purchase Order.

DISCUSSION:

In 2008, the Fire Department selected the Zoll Medical Corporation's AutoPulse device and has used it on every cardiac arrest patient continuously since then. The Autopulse provides continuous high -quality cardiac compressions on a patient in cardiac arrest, and are compatible with existing EMS equipment already in use by the department. 8-1

AutoPulse devices are equipped on every engine and truck as they are typically the first apparatus on scene. When deployed, they allow better utilization of on -scene personnel resources and provide continuous compressions. They are especially useful when extricating and transporting the patient as compressions can continue uninterrupted, which increases their odds of survival. More importantly, Orange County EMS guidelines mandate that some form of mCPR device be available for use by every Orange County fire department on every cardiac arrest patient. Six of the 10 devices currently in use have reached the end of their warranty/service periods and are now in need of replacement.

Staff requests that the City of Newport Beach purchase six replacement units.

FISCAL IMPACT:

AutoPulse devices are currently part of the Fire Department's equipment ISF replacement program and are typically replaced every seven years. The Fiscal Year 2022-23 Adopted Budget originally included $142,000 in the Equipment ISF expenditure account 75604- 911024 and $20,000 in the EMS Division's operating account 01040404-911024 to fund planned replacement items such as cardiac monitors, AutoPulse devices, Automated External Defibrillators (AEDs) and a gurney.

However, the cost estimates for those items were based on prior year purchases and did not reflect the rising cost of equipment. Additionally, new warranty costs for the AutoPulse devices were not included. Purchases for AEDs and a new cardiac monitor have already been purchased with available funding. An additional appropriation is needed to fund the remaining balance needed for the AutoPulse devices.

The budget amendment appropriates $67,491.56 in increased expenditure appropriations from the Fire Department's Equipment ISF fund balance, which has a reserve balance of approximately $1.2 million available.

ENVIRONMENTAL REVIEW:

Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
