TITLE: Confirmation of Nominees for Scheduled Board and Commission Vacancies
ABSTRACT:

The annual vacancies on the City of Newport Beach boards and commissions will occur on June 30, 2024. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions and Committees). As part of this process, an ad hoc committee of the City Council interviewed applications and made nomination recommendations as provided below, with the exception of the nominees for the upcoming vacancies on the Civil Service Board which, pursuant to City Charter 710, were nominated by the Police and Fire Associations. All vacancies were noticed according to the Maddy Act and City Council Policy A-2.

RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm the nominations made by the City Council Ad Hoc Appointments Committee:

DISCUSSION:

Pursuant to City Council Policy A-2, Mayor Will O'Neill established a City Council Ad Hoc Appointments Committee (Committee) comprised of himself, Mayor Pro Tern Joe Stapleton, and Councilmember Lauren Kleiman. The Committee was charged with reviewing the applications and making recommendations to the City Council to fill the vacancies on the City's boards and commissions scheduled to occur on June 30, 2024.

At the conclusion of the application period on May 8, 2024, the Committee reviewed the applications and conducted interviews with selected applicants on Tuesday, May 21, 2024. The Committee now requests that the City Council confirm the nominations as listed in the above recommendations.

The City Council will make appointments to fill these vacancies at its Tuesday, June 25, 2024 City Council meeting. All new terms will be effective July 1, 2024, with an expiration date of June 30, 2028.

FISCAL IMPACT:

There is no fiscal impact related to this item.

ENVIRONMENTAL REVIEW:

Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. 19-2

Attachment for Heather Ignatin
It has been a privilege to serve on the Parks, Beaches and Recreation Commission for the past two terms. Highlights include: serving as Chair during the challenging Covid year of 2020-21, recommending multiple revisions to the city's tree policies, and driving change and consensus on difficult issues such as the Balboa Island landmark trees. I'm also proud of my contributions on a number of important improvement projects such as Grant Howald Park, Lower Sunset View Park 1 Superior Avenue Bridge, Newport Ridge Pickleball Courts and most recently, the playground at San Miguel Park that focuses on accessibility and inclusivity.

Tbis work represents my strong commitment to community service in Newport Beach, which I hope to continue on the Arts Commission. For me, there is nothing more rewarding than bringing the community together and finding ways to make an impact. I have spent the past decade working with various non-profit organizations that concentrate on families and children, and have led more than a dozen community -building events, including Newport Coast Elementary School's STEAM Expo that brought together over 750 adults and children for hands- on educational activities involving both sciences and the arts, and Sparkle and Hope, a cornnnunity event that raised over $20,000 to bring art programs and campus beautification projects to a school in the Newport -Mesa Unified School District.

My family and I greatly enjoy the arts, as we are members of South Coast Repertory and the Orange County Museum of Art, and season ticket holders at Segerstrom Center for the Arts.

While we've been fortunate to travel extensively and enjoy some of the world's great museums, we are even more fortunate to live in the beautiful city of Newport Beach, where so many programs and amenities are available to all of us.

I view our city's art programs — such as the summer concert series, annual art exhibition, and sculptures in Civic Center Park— as important amenities for our residents, and it would be an honor to serve on the Arts Commission to help maintain these programs and ensure they continue to have a positive impact in our community. I've been obsessed with the arts ever since I was little. I was in the Laguna Beach Playhouse Repertory Group and even won the poetrywriting contest for the city as a child where I gat to read my poem at the opening of the Newport Beach Public Library. l am looking for ways to give back to my community with something that i love and work to make Newport a world -class arts destination. I have boated on our special harbor for at least 29 of my 31 years living in Newport. I've owned boats from 13to 31', including Sabots, Whalers, rowing shell, and a Bertram. Kept a boat at Basin and on a mooring. My kids benefitted immensely from our special harbor -son was a rower at NAC and recruited as student athlete to the Ivy League, my daughter is a current college sailor in the Ivy League recruited from CDM Sailing Team. I've spent too many days as a Race Committee member for local regattas. I've witnessed our harbor tranform in the summer from relatively serenity to obnoxious raft ups akin to Havasu. Electric boat rentals v, dinghy sailors v. 50' rowing shells --there is room for all if managed correctly! I live near the Sack Bay and weekly walls the bluffs. I have a real estate law background and a "special place" in my heart for the California Coastal Commission. I don't have an opinion on eel grass (yet).
