Appointments to Scheduled and Unscheduled Board and Commission Vacancies ABSTRACT:
The annual vacancies on City of Newport Beach Boards and Commissions will occur on June 30, 2025. Additionally, there is currently one unscheduled vacancy on the City Arts Commission. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions and Committees). As part of this process, a City Council Ad Hoc Committee interviewed applicants and made nomination recommendations as listed below. All vacancies were noticed according to the Maddy Act and City Council Policy A-2.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Make appointments to the Boards and Commissions from the nominees listed below:

DISCUSSION:
The nominees listed in the above recommendations were confirmed by the City Council at its June 10, 2025 meeting and selected from applications received and on file in the City Clerk’s Office. Copies of the nominees’ applications are attached to this staff report.
All new terms will be effective July 1, 2025, and will have an expiration date of June 30, 2029, with the exception of the appointment to fill the remaining term of the unscheduled vacancy on the City Arts Commission, which expires June 30, 2026, but will be eligible to reapply for their respective seat in 2026 to serve for a full four-year term.
Copies of the applications are attached hereto as Attachment A. *As of June 19, 2025, Ms. Strong has requested to be withdrawn from consideration pertaining to the Board of Library Trustees.
FISCAL IMPACT:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
