Background
Priorto 2014, the Federal Transit Administration Section 5310 (ETA 5310) Program was Jointlyadministeredby the Orange County Transportation Authority (OCTA) and the CaliforniaDepartment of Transportation(Caltrans). In 2016, OCTA assumed the roleof designated recipient forthe ETA 5310 Program inOrange County to ensure funds are used effectively, efficiently, and consistentlywith federalrequirements.

Since 2018, the Orange County EMSD Grant Program replacedthe ETA 5310 by providinglocalfunding supportinlieu of federalfunding, which allowsgranteesto streamlineprojectimplementationand reduce the riskof non-compliancewith federalrequirements.Due to the long-standingsuccessof the Section5310 grant program, allbeneficialelements of that program have been retained.

As the regionaltransportationplanningagency forOrange County, OCTA isresponsiblefor conducting a callfor projects and distributingEMSD funds to selectedprojectsconsistentwith the prioritystrategiesidentifiedin the current Orange County Human ServicesTransportation CoordinationPlan^ (Coordinated Plan). In addition,OCTA has taken on the responsibilityof developingand administeringfundingagreements and providing oversightmonitoringof EMSD grantees throughout the usefullifeof the grant-fundedprojects.
