Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications you have which are particularly appropriate to the position for which you are applying.

I seek to serve on the City of Newport Beach Civil Service Commission out of a commitment to public service, good governance, and the fair and effective administration of municipal systems. As both a resident of Newport Beach and a legal professional whose work regularly intersects with complex organizational structures, I value the role that transparent, merit-based processes play in building public trust and institutional excellence.

Professionally, I am the Founder and Managing Attorney of California Sports Lawyer®, where I advise companies, executives, and creators on transactional, governance, and compliance matters across multiple industries. My practice emphasizes negotiation, policy interpretation, and principled decision-making-skills directly relevant to the oversight responsibilities of the Civil Service Commission.

In addition, I have significant leadership and governance experience. I previously served as President of the California Lawyers Association, representing a large and diverse membership, and as President of the California Lawyers Foundation. These roles required balancing competing interests, overseeing institutional policy, and ensuring fairness and accountability in decision-making processes.

Earlier in my career, I worked within the judicial system as a law clerk to the Superior Court of California, advising judges on civil and criminal matters, and I have experience in legislative and public policy environments. This background provides a strong foundation in due process, administrative procedure, and impartial evaluation—core elements of civil service oversight.

Academically, 1 hold a J.D., LL.M., and M.B.A., with a focus on law, business, and governance, which further informs my analytical and strategic approach to complex personnel and policy issues. I also hold a BA from UCLA.

Beyond my professional work, 1am actively engaged in the broader community through advisory roles, teaching, and thought leadership, including writing and speaking on governance, emerging technologies, and regulatory frameworks.

I would bring to the Commission a balanced, thoughtful, and solutions-oriented perspective grounded in legal expertise, leadership experience, and a strong commitment to fairness, integrity, and public service. I am particularly motivated to help ensure that the City's civil service system continues to operate with transparency, merit, and accountability in service to both employees and the public.

Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications you have which are particularly appropriate to the position for which you are applying.

I wish to serve the City of Newport Beach because this community-and especially the harbor-has played a central role in my life. Newport Harbor is one of the city's most important assets, supporting recreation, local businesses, environmental stewardship, and community identity.

I'm motivated to contribute to its long-term health, accessibility, and responsible management.

I bring a combination of professional operational experience and direct on-the-water knowledge that aligns well with the Harbor Department's work. My connection to the harbor deepened during a major turning point in my life: after losing my job during COVID, I noticed the OCC School of Sailing & Seamanship while driving down PCH and decided to enroll in their Professional Maritime Program. That decision introduced me to a world I immediately fell in love with and set me on a new path rooted in maritime work, community, and stewardship.

Since then, I've gained hands-on maritime experience within Newport Harbor. Working as a deckhand gave me a grounded understanding of harbor operations, vessel traffic, safety considerations, and the day-to-day realities of those who work on the water. I also remain actively involved in the local sailing community, participating in regattas and supporting junior sailing initiatives. This involvement gives me insight into how residents, youth programs, and recreational boaters interact with the harbor and what they need to thrive.

These experiences-both personal and professional —allow me to approach decisions with operational awareness, community sensitivity, and genuine passion for the harbor's future. I care deeply about ensuring Newport Harbor remains safe, clean, vibrant, and well enjoyed by all who use it. Serving on the Harbor Commission would allow me to give back to the city and harbor that have shaped me, and it would be an absolute honor. Ever since my first days at OCC, I've hoped to play a role in preserving and supporting Newport Harbor for generations to come.

Dear Members of the Harbor Commission,
I am writing to express my interest in serving on the Newport Beach Harbor Commission. Newport Harbor has played a defining role in my life, and I am deeply committed to supporting its long-term health, accessibility, and responsible stewardship. The harbor is one of the city's most valuable assets— supporting recreation, local businesses, environmental protection, and community identity—and I am eager to contribute to its continued vitality.

I currently serve as the Event Planner for all California offices of Whittier Trust, where I manage large-scale events, multi-site logistics, and cross-department coordination. This role requires strong operational judgment, clear communication, and the ability to balance the needs of diverse stakeholders—skills that translate directly to the thoughtful oversight and community engagement expected of the Harbor Commission.

My connection to the harbor deepened during a pivotal moment in my life. After losing my job during COVID, I finally had the time to pursue something I had long been curious about. I had always known about the OCC School of Sailing & Seamanship from passing it on PCH, so I reached out to ask whether they offered any certification courses that could help me learn more about safety on the water. Enrolling in their Professional Maritime Program opened the door to a world I immediately fell in love with and set me on a new path rooted in maritime work, community, and stewardship.

Since completing the program, I have gained hands-on experience working as a deckhand in Newport Harbor, which provided me with a grounded understanding of harbor operations, vessel traffic, safety considerations, and the day-to-day realities of those who work on the water. I also remain actively involved in the local sailing community through my service on the Junior Flag Board at Balboa Yacht Club, where I help chair events and support efforts to grow and preserve our on-the-water community. Bringing greater situational awareness and safety consciousness to boaters—especially younger and newer sailors—is a passion of mine, and it has shaped the way I think about harbor stewardship and public education.

Together, my operational background and maritime experience allow me to approach decisions with both practical awareness and authentic community perspective. I care deeply about ensuring Newport Harbor remains safe, clean, vibrant, and well enjoyed by all who use it. Serving on the Harbor Commission would allow me to give back to the city and harbor that have shaped me, and it would be an absolute honor. Ever since my first days at OCC, I have hoped to play a role in preserving and supporting Newport Harbor for generations to come.

Sincerely,
Sabrina Kerr

I'm seeking to serve on the Newport Beach Harbor Commission because the harbor has been a central part of my life for decades. As a lifelong waterman who has prone paddled, fished and boated these waters since childhood, I bring both a deep personal connection and a practical understanding of how the harbor is used every day.

As a boat owner and paddler, I have firsthand experience navigating the harbor safely and responsibly. My membership in the Balboa Yacht Club, Ben Carlson Foundation, Surfrider Foundation and the Catalina Island Conservancy has further connected me with the local boating community and given me insight into the needs and perspectives of a wide range of harbor users.

I'm committed to preserving the harbor's safety, accessibility, and character for future generations, while ensuring it continues to serve residents, boaters, and visitors alike

I am currently serving as Harbor Commissioner and respectfully submit my application for a second term (2026-2330). I remain committed to maintain a harbor that is clean, safe, and accessible for all. During my tenure, I have contributed to several ad hoc committees, including Lower Castaways and have actively supported efforts to enhance public access to our waterfront. I have proposed the development of new public docks and am currently working to open access on approximately 8 public docks to improve connectivity to local restaurants and marine related facilities. In addition, I serve as Chair of the Interagency Coordination and Policy Alignment Ad Hoc Committee, where I continue to foster collaboration across agencies. I would be honored to continue serving the community in this role.

Re: Application for Parks, Beaches and Recreation Commission Dear Mayor and Members of the City Council,
I am writing to express my interest in serving on the Parks, Beaches and Recreation Commission for the City of Newport Beach. Newport Beach is not just where I live, it is my home, my community, and a place I care deeply about preserving and strengthening for future generations.

I am fully committed to this city. I take pride in being actively engaged, whether through my work with the Newport Beach Foundation, helping lead community initiatives like 3rd Thursdays in Corona del Mar, or collaborating with local leaders and organizations to create meaningful, inclusive experiences for residents and visitors alike. These efforts reflect how strongly I believe that a vibrant, connected community does not happen by accident, it requires intention, energy, and leadership.

Professionally, I am a corporate attorney and partner at Rutan & Tucker, where I advise businesses and leadership teams on complex matters requiring thoughtful judgment, collaboration, and accountability. I bring that same mindset to my community involvement. I show up prepared, I follow through, and I take responsibility for outcomes.

What motivates me most is simple. I love Newport Beach. I am proud of this city and everything it represents, from its natural beauty to its strong sense of community. I want to contribute in a meaningful way to ensure our parks, beaches, and recreational programs continue to reflect the very best of what Newport Beach has to offer. I am all in on this community and would be honored to serve.

Thank you for your consideration. I would welcome the opportunity to contribute my time, energy, and perspective to the Commission.

Thank you for your consideration.

Sincerely,
K. Janigan

Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications you have which are particularly appropriate to the position for which you are applying.

I firmly believe in community service and civic leadership. I've always tried to be a central part in volunteerism through community organizations and civic roles. I believe it is critical to find opportunities to volunteer and be a part of important policy making sectors in our community. I feel that is it is important to not be a spectator but to be a part of important components of a communities fabric. It is important to not be a spectator, but an active participant in your community.

I was born and raised in Newport Beach and after starting my professional career in Texas, moved to Costa Mesa. At that time starting our family I volunteered as a coach, referee, and adminstrator with AYSO Region 97. I served as Vice President for three years then elected as President where I served for four years. I also served as President of the Newport Harbor Lacrosse program.

During and after this time I was fortunate enough to have been appointed to two commitees for the City of Costa Mesa, and later being appointed to the Costa Mesa Parks and Recreation Commission where I served as Chair and Vice Chair. Most recently I was elected to the Costa Mesa Sanitary District where I served as Director for four years.

My wife and 1 moved to Newport Beach a year ago and are looking for ways to continue in servant leadership for our community. My leadership roles with the Costa Mesa Parks and Recreation Commision and the Costa Mesa Sanitary District provides me directly related experience to bring that knowledge and experience to the Newport Beach Parks, Beaches, and Recreation Commision.

I thank you for your consideration for me serving in this leadership opportunity.

Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications you have which are particularly appropriate to the position for which you are applying After growing up in Newport, my wife and I have chosen to purchase our home and raise our two children in this wonderful community. As a more than 30 year resident I have been fortunate to witness the City's evolution and I believe that a city's success is a direct reflection of the engagement of its citizenry. This is why I am applying to be on the Planning Commission. In my professional work, I am involved in many aspects of real estate investment/development projects starting from the financing/planning/entitlement stages all the way through construction management and completion. I have presented to Planning Commissions/City Councils/Town Boards on numerous occasions and I feel have a unique understanding of how these processes work. Further, I have a tremendous amount of respect not only for the operations of government, but also for the citizens who dedicate their time and expertise to their city. Our City is absolutely reliant on people willing to sacrifice and serve, and I would like to do my part. Thank you for considering my application.
