Major Kleiman and Members of the City Council:

We are a group of residents, business owners and other stakeholders in the City’s coastal community that have been adversely impacted by the civil disorder and disturbance leading up to and including July 4, 2025 and July 4, 2026.

We appreciated the efforts of Police,Fire and other responders in reaction to the trauma and destruction associated with the most recent July 4, 2026.

The City made spot effort to be prepared to respond to a threat associated with July 26, 2026—thank you.

Mayor Kleiman has placed on the City Council’s July 28th Session Agenda,Section II, 6 items regarding future Ordinances for consideration, as relate to potential solutions enabling the City to avert the violence and disturbance, destruction of July 4th in the future.

The community appreciates these placemarks for future attention, to be included with the Council ‘s determination that it is acceptable to DEFER PLANNING AND COMMUNICATION UNTIL MID- SEPTEMBER.

The Community has made it clear that a key Underlying issue which the City continually sidesteps is the need for REGULAR, PROACTIVE, VISIBLE POLICE PATROL, IMPLEMENTED WITH A PROGRAM OF PD BOOTS ON THE GROUND.

We are at a loss to understand the clear resistance on the part of the Council, and/or the Police Department, to immediate implementation of a continuous program of Patrol, and enforcement along the beach and coastal area, particularly in the nighttime hours.

Without this in place, active and ongoing, Newport Beach will continue to be branded as a patsy City that is does not take the safety and security of residents, businesses and visitors seriously. We collectively cannot afford to take this risk any longer.

Commitment to regular, sustained patrol and enforcement requires simple political will and clear direction to our Police and enforcement. The City has the resources to do this. ( We understand that the City behind closed doors has been reorganizing so that non- PD

staff can be deputized and deployed to supplement the NBPD----Transparency to the public on specifics of the new organizational structure and process would be appreciated).

We ask that the Council on July 28th provide specific direction to the City’s P.D. to implement regular night and weekend patrol, to provide proactive protection that our Community needs and deserves.

Thank you for your service and attention.
