I have been dismayed at the lying, scare -mongering tactics of the pro- undergrounding Karen cabal in the Heights. They have sent out flyers filled with lies. They use FUD because it works with low -information voters.
This has been voted on in the past. Are they going to keep trying to ram in through with a big minority of votes until they get there way? This has to stop, it is absolute bullshit.
If the city allows this crap to continue, don' t be surprised if the city finds itself on the losing side of a costly legal battle. It will be cheaper to pay the lawyers than bow down to these HOA wanna be Karens.
Enough.

Report phish using the Phish Alert Button above.
Dear Mayor and Members of the Newport Beach City Council, I am writing as a Newport Beach resident and full- time working parent regarding the City' s Active Kids after - school program.
This year' s registration process highlighted what appears to be a significant gap between community demand and the City' s available capacity. Registration filled within minutes, leaving families immediately placed on waitlists with little to no alternative options.
For manyworking parents, this is not simply an inconvenience. It is a childcare crisis.
When families are unable to secure a spot in Active Kids, they are often forced to seek private after - school care costing approximately $ 2, 000—$ 3, 000 per quarter, compared to roughly $ 400 for the City' s program. For many households, that difference is financially overwhelming and directly impacts parents' ability to maintain full- time employment. recognize that I do not have access to the City' s enrollment data, but the registration experience strongly suggests that demand is exceeding the program' s current capacity.
The City has the data needed to evaluate the scope of this issue, including:
The number of children currently on each Active Kids waitlist.
How many families were unable to enroll.
Whether staffing, facility limitations, or other operational constraints are preventing expansion.
What options exist to increase capacity during the current school year.
I respectfully request that the City Council direct staff to promptly evaluate this issue and present recommendations for immediate solutions. If additional staffing, expanded programming, use of available facilities, partnerships, or a budget adjustment could allow more Newport Beach children to participate this school year, I ask that those options be explored without waiting until the next annual budget cycle.
This issue affects working families today — not next year. Every week that passes without additional capacity leaves parents scrambling for childcare, making difficult financial decisions, or facing disruptions to their employment.
When a City - operated program fills almost immediately year after year, it raises an important question of whether the program' s capacity is keeping pace with the needs of Newport Beach families. I respectfully ask the Council to examine whether current staffing and program capacity appropriately reflect the demand from our community.
Newport Beach has built an outstanding after - school program that families clearly value.
The overwhelming demand demonstrates its success. I hope the City will view this not as an isolated complaint, but as an opportunity to ensure the program keeps pace with the needs of our community.
I respectfully ask the Council to:
1. Review and publicly report the current Active Kids enrollment and waitlist data.
2. Direct staff to evaluate options for expanding capacity during the current school year.
3. Consider any staffing or funding necessary to serve more Newport Beach families as quickly as reasonably possible.
Thankyou for your time and for your continued service to our community. I would appreciate the opportunityto discuss this issue further and intend to speak during public comment at an upcoming City Council meeting.
Sincerely,
Jess Samuels

Dear Council Members, Police Department Advisory Committee, City Manager and Consultants,
Thank you for taking the time to read this communication.
I have only recently become aware of the plans to relocate the Newport Beach Police Department to the Civic Center Park location. I attended the community meeting held on July 21, 2026 regarding the plans for the NBPD headquarters and was unable to make public comments at that time, but I would like to take this opportunity to provide you with my comments now.
I regard the park as being an unsuitable location for the police department for several reasons. But before summarizing my views on this, I would like to emphasize that community safety (a term that was frequently “thrown around” at the meeting) is, of course (!) everyone’s top priority. Therefore, I do not equate objections to the Civic Center Park location as representing a lack of support for our law enforcement officers or lack of concern for public safety. Public safety is an undisputed priority and has nothing to do with whether the police headquarters is located in the park vs. other locations.
The other term I heard used a lot during the meeting was “transparency” . It is certainly noble of you to hold these meetings to hear public comments but I came away feeling that your plans are already a “done deal” and that the public comments have no bearing on your decision making. This became apparent when, despite all of the objections from the community, a motion was made by Mr. Blom at the end of the meeting, to no longer consider the existing police department site (or any other site, it would seem) in future planning. The motion was then, of course, “rubber stamped” by the committee and the meeting was adjourned. This was indeed quite transparent. In fact, I would call it quite transparently dismissive.
As for my concerns regarding utilizing the park site location for the new facility, I would like to share that I have had some personal experience with a building project in an “environmentally sensitive” area and I unfortunately became very familiar with terms like “blue lines”, “wetlands” , “sensitive habitat”, and “land mitigation”. I see council members visibly “roll their eyes” (yes, I might be talking to you, Mr. Blom) when individuals, such as Mr. Keith Curry, offer insights about the anticipated road blocks this project location will inevitably encounter, but I would encourage you to take heed of these comments. Do NOT underestimate the permitting and construction delays inherent in this project.
I also heard arguments at the meeting that the police department is currently operating out of an “out dated” facility and that there is a need to upgrade the facility “as soon as possible” to be able to meet the needs of the community. May I suggest to you that attempting to build on the civic center park site is a guarantee for delays in reaching the ultimate goal of providing the police department staff with the updated facility they so need and deserve. State and County coastal restrictions will undoubtedly result in substantial cost overruns and prolonged construction delays making the park site quite possibly the most protracted of all the options and likely the most expensive option, as well.
Incidentally, may I remind you; the park is not owned by the City Council. It is owned by the tax paying citizens of Newport Beach and therefore cannot be considered a “free parcel of land” to be used at council’s autonomous discretion.
During the meeting, community members also brought up other very real concerns, such as traffic conditions in Newport Beach. The MacArther- San Miguel intersection is one of the busiest intersections in our town and realistically cannot handle additional traffic loads. This fact seems to have been carelessly ignored in the decision process. I am also puzzled by the fact that the Dove St. location, which I understand was purchased specifically for the purpose of a new department headquarters, has now somehow become an unacceptable option for reasons that remain unclear to me. It would seem to be an ideal location. It is already appropriately zoned. It is geographically close to the local courthouse and is ideally situated adjacent to major roadways more capable of handling increased traffic loads. I would appreciate hearing from someone familiar with this project as to why this site is no longer under consideration.
I would also like to address concerns regarding the importance of response times as it relates to the location of the department headquarters. This is a valid concern and perhaps can be even more efficiently addressed by establishing police substations through-out the city, including within the current civic center building, if desired. By the way, the location of the police department headquarters really has no bearing on response time. I recently had the unfortunate experience of having my car “rear-ended” on Jamboree Rd, literally in front of the police department building. It was a moderate pile-up and police were called to the scene as well as paramedics. Paramedics arrived almost immediately, but it took the police unit several minutes to reach the scene. The police officer, when he arrived, was VERY nice and VERY competent but said that it took him a few minutes to get there having been in the Newport Coast area at the time of the call. So, location of the department headquarters (right across the street !) clearly had no impact on response time, at least not in this particular situation (Just say’n).
Finally, I would like to appeal to you to give more consideration to the wishes of the community. This is a very unpopular plan and the only reason you are not hearing more outrage from the community is because most people haven’t heard about it yet, or if they have heard about it, they just assume it is too preposterous to be true. (Honestly, that was my initial reaction). I think most people are imagining (hoping) that “sane-minded” individuals will somehow intervene to prevent this from happening. I can only hope for this to be true.
Thank you for your time,
Bonnie Gainer

Subject: PLEASE RESPOND: Policy Suggestion - Prohibit Pesticide Manufacturer Incentive Programs

Dear Mayor, City Council Members, Mr. Webb, Mr. Pekar, Ms. Shumway, and City Staff, I wanted to share an idea that I believe could further strengthen public trust in Newport Beach' s landscape management practices.
In December 2024, the San Mateo County Board of Supervisors adopted a resolution prohibiting county contractors from participating in manufacturer- or vendor - sponsored cash back, rebate, gift card, or other incentive programs related to the purchase and application of herbicides and pesticides on county property.
I think this is an excellent governance policy, regardless of what products a city ultimately chooses to use. Landscape contractors should select products because they are the safest, most effective, and best value for the public — not because a manufacturer offers financial incentives or rewards. Eliminating these types of programs helps ensure that purchasing decisions are based solely on what is in the best interest of residents, taxpayers, and the environment, while also increasing public confidence in the decision - making process.
Would Newport Beach consider becoming the first city in Orange County to adopt a similar policy? As our community continues discussing Integrated Pest Management and opportunities to reduce unnecessary pesticide use, I believe this would be a meaningful step toward transparency and good governance.
Thank you for considering the idea, and I appreciate all of the work that goes into maintaining our City' s parks and public spaces.
Sincerely,
Michelle Feiner

Dear Mayor Kleiman, Members of the Newport Beach City Council, Mr. Webb, Mr. Pekar, and City Staff,
I am writing as a Newport Beach resident, homeowner, parent, and taxpayer to respectfully ask the City to consider reducing — and ultimately eliminating whenever feasible — the use of chemical herbicides in our parks, playgrounds, and athletic fields.
First, I want to thank the Parks & Trees Division for maintaining some of the most beautiful parks in Southern California. I understand that weed management is a complex responsibility, and I appreciate the work required to keep our public spaces safe, beautiful, and accessible.
This issue is deeply personal to our family. My husband is currently battling two different cancers as well as an autoimmune disease. Our family' s experience has made us much more aware of the importance of reducing unnecessary environmental exposures whenever practical.
We are also raising five children, three of whom attend Andersen Elementary in Newport Beach. Like so many Newport Beach families, our children spend countless hours on City athletic fields, playgrounds, and parks. Young children play directly on the grass, touch the ground with their hands, and often put those hands near their mouths. As parents, we simply want confidence that these public spaces are being maintained using the safest methods reasonably available.
My husband, Hagai Feiner, would like to speak during public comment at the July 28 City Council meeting regarding this issue. If there is anything we need to do in advance to ensure he is included, please let us know. We would also appreciate the opportunity for the City Council to consider discussing this topic at a future meeting.
Specifically, we respectfully ask the City to:
Review its current herbicide policies and identify opportunities to reduce or eliminate chemical herbicide use in parks, playgrounds, athletic fields, and other areas where children frequently play.
Evaluate safer alternatives and best practices being implemented by other California cities, including Irvine and other municipalities that have successfully reduced reliance on chemical herbicides.
Increase transparency by publishing herbicide products, active ingredients, application locations, and scheduled application dates so residents can make informed decisions.
Consider establishing a public process to discuss future pesticide and herbicide policies and gather community input.
We also respectfully request that the City share any upcoming scheduled applications of chemical herbicides at Newport Beach parks, playgrounds, and athletic fields so residents can be informed in advance.
Newport Beach has always been a leader in protecting quality of life. We believe our City has an opportunityto become a leader in protecting children' s health while continuing to maintain the beautiful parks and recreational spaces that make Newport Beach such a special place to live.
Thank you for your time, your service, and your consideration. We appreciate all that you do for our community and look forward to working collaboratively on this important issue.
Sincerely,
Michelle & Hagai Feiner
