To the City Clerk,
This is a request to update the Title of the proposed Ordinance Amending Section 3.36.030 of the Newport Beach Municipal Code and Repealing Exhibit A of Section 3.36.030 2. to include a more complete description of the Subject area, namely Cost-Recovery Percentages & Municipal Fees.
The topic is only briefing stated in Agenda Title and residents and business readers are more likely to read the Staff Report if the description is clearer and says that the item is about the "inclusion of certain fees to the Fiscal Year 2026-27 Schedule of Rents, Fines and Fees” and "places references to the level of subsidy for fees directly into the City of Newport Beach’s fee resolution..."

From Staff Report
FISCAL IMPACT:
The City Council's commitment to periodic cost-of-service fee reviews and sound cost recovery practices ensures that fee-based services are funded by their users, freeing general tax revenues to support and strengthen non-fee programs and services. The amendments reflected in this ordinance update are primarily administrative in nature, streamlining existing processes and improving operational clarity without substantive policy changes.
A thorough, useful fiscal analysis would consider line items including:
- fee $s to be collected
- rate schedules
- changes in expected financial collections due to the new policy prior policy
-Fees collected as % of total City budget
-Administrative process for collecting fees, and accounts where fees are held. -Process for auditing fee collection process.
Please direct the City Manager to expand the fiscal analysis so residents and businesses can easily understand the Council’s & Staff’s approach & analysis on the Fee Collection topic.
Thank you Laura Curran
