Agenda Item No. 14
TO:

HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:

David A. Webb, Public Works Director - 949-644-3311, [email protected] PREPARED BY:

Tom Sandefur, Assistant City Engineer - 949-644-3321, [email protected] TITLE:

Fiscal Year 2024-25 Streetlight Improvement Project - Award of Contract No. 9754-1 (27V02) ABSTRACT:

The City of Newport Beach (City) received construction bids for the Fiscal Year 2024-25 Streetlight Improvement Project and requests City Council approval to award the construction contract to California Professional Engineering, Inc. (CPE) of La Puente. This project will remove and replace 22 streetlight electric service cabinets and includes installing new wiring, pull boxes, concrete pads, restoring pavement and sidewalk, and coordinating with Southern California Edison (SCE).

RECOMMENDATIONS:

Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing utility facilities involving negligible expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications;
c) Award Contract No. 9754-1 to California Professional Engineering, Inc. for the total bid price of $545,430 for the Fiscal Year 2024-25 Streetlight Improvement Project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $55,000 (approximately 10% of the total bid) to cover the cost of unforeseen work not included in the original contract.

DISCUSSION:

The City owns and maintains over 6,000 streetlights. The Utilities Department inspects each lighting circuit for operational and visual defects. The 22 electric service cabinet locations selected for this project are a result of those inspections determining the cabinets have exceeded their service life and need to be replaced. As part of the project staff worked with SCE to address antiquated billing processes for some circuits by adding meters at each new cabinet location. The 22 streetlight cabinets are at various locations throughout the city including arterial streets such as Jamboree Road, MacArthur Boulevard, San Joaquin Hills Road, Coast Highway, Newport Boulevard, Monrovia Avenue, San Miguel Road, Dahlia Avenue, and the Fashion Island and Airport areas. The project incorporates a phasing plan aimed at reducing construction impacts and decreasing the chances for traffic congestion and streetlight power interruption.

At 10 a.m. on July 15, 2026, the City Clerk opened and read the following bids for this project:

The City received seven bids for this project. The low bidder, CPE, possesses a California State Contractor’s License Classification “A”, as required by the project specifications. A review of references for CPE shows satisfactory completion of similar projects for other local agencies.

CPE’s bid was approximately 22% below the engineer’s estimate of $700,000. Pursuant to the contract specifications, the contractor will have 90 consecutive working days to complete the project. The work necessary for the completion of this contract consists of providing traffic control; removing and replacing streetlight service cabinets; installing pull boxes, conduit and conductors; coordinating with SCE; and restoring work areas to original condition.

The project plans and specifications are available for review at the following link: Awarding Contracts. This link will expire 10 days after the City Council meeting date.
