TITLE:

Resolution No. 2026-62: Establishing “No Parking” Restrictions on a Portion of Irvine Avenue to Improve Street Sweeping Effectiveness ABSTRACT:

Staff recommends establishing parking restrictions every Thursday from 8:30 a.m. to 12:30 p.m. to help facilitate more effective street sweeping to address a noticeable increase in the accumulation of trash and debris on the west side of Irvine Avenue between the Orange County Flood Control District – Santa Ana Delhi Channel and Mesa Drive.

RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and
b) Adopt Resolution No. 2026-62, A Resolution of the City Council of the City of Newport Beach, California, Establishing “No Parking” Restrictions on Designated Streets on Specific Days and Times to Improve Street Sweeping Effectiveness and Rescinding Resolution No. 2022-71.

DISCUSSION:

Staff recommends implementing parking restrictions on the west side of Irvine Avenue between the Orange County Flood Control District – Santa Ana Delhi Channel and Mesa Drive. The street is currently swept weekly; however, without parking restrictions in place, the sweeping has not been very effective due to ongoing parked vehicles blocking full access to the street and gutters. To address this, staff has prepared the proposed resolution which, if adopted, would place parking restrictions on this road segment every Thursday from 8:30 a.m. to 12:30 p.m., thus clearing the area for improved street sweeping. The proposed schedule takes advantage of existing street sweeping routes to maintain efficiency and minimize impacts to the nearby businesses.

If approved, the parking restrictions would help improve the overall cleanliness of this heavily parked street and possibly reduce/prevent this trash and debris going into the bay.

A citywide master resolution contains all posted street sweeping segments. The preferred method is to rescind the entire current resolution, modify the selected street segment, and adopt a new resolution with all City street segments. Staff recommends rescinding Resolution No. 2022-71 and adopting Resolution No. 2026-62 (Attachment B), which includes changes to street sweeping days for a portion of Irvine Avenue between the Orange County Flood Control District – Santa Ana Delhi Channel and Mesa Drive. Attachment A shows the geographic area of the proposed parking restriction change.

FISCAL IMPACT:

There is minimal fiscal impact related to this item. The current adopted budget includes sufficient funding for sign installation, and the street is already on an existing sweeping route. Sign installation will be expensed to the Traffic Signage, Striping, Marking project in the Public Works Department, 01201927-980000-27T03.

ENVIRONMENTAL REVIEW:

Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

NOTICING:

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
