The Bristol Street North, Spyglass Hill Road, and Von Karman Avenue Pavement Rehabilitation project included reconstructing deteriorated concrete curbs, gutters, sidewalks, driveways and access ramps; cold milling and overlaying the existing asphalt pavement with rubberized asphalt concrete; modifying and installing street signs and pavement striping; adjusting utilities to grade; and performing other appurtenant and incidental items of work as required. Improvements also included constructing a new landscaped median and installing a subdrain system on Spyglass Hill Road.
The contracted work has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows:
Original Bid Amount:
$
4,579,033.59
Actual Cost of Bid Items Constructed:
$
4,426,044.82
Total Change Orders:
$
584,656.00
Final Contract Cost:
$
5,010,700.82
The final total contract amount was $5,010,700.82, which was approximately 9.4% higher than the original bid amount. This cost increase was primarily due to an increase in the project scope to include additional isolated sections of deteriorated pavement and several major arterials throughout the city were repaved. MacArthur Boulevard, Jamboree Road, and San Joaquin Hills Road, and additional sidewalk was also constructed along the west side of Spyglass Hill Road between El Capitan Drive and Mission Bay Drive so as to provide a new continuous pedestrian path of travel. Other minor increases in cost were due to unforeseen additional concrete and pavement needs found during construction.
A summary of the project schedule milestones is as follows:
Estimated Start of Construction per Annual Baseline Schedule September 15, 2025
Actual Start of Construction Per Notice to Proceed
September 29, 2025
Estimated Completion per Annual Baseline Schedule
May 22, 2026
Substantial Completion Date Inclusive of Extra Work
May 1, 2026
The project was substantially completed ahead of schedule. Staff was able to accomplish this by adjusting the construction sequencing and allowing the contractor to perform several tasks simultaneously at all three project locations. Additional time was also granted to complete the extra work.

Gas Tax revenue is received through State-imposed taxes on fuel and motor vehicle registration dedicated to transportation purposes. The Orange County Transportation Authority provides Measure M funding, generated through a ½ cent sales tax, to the City (City) of Newport Beach for transportation improvements projects. IRWD and OCSD contributions were used to reimburse the City for improvements to their facilities. Water and Wastewater Enterprise Funds generate revenue primarily through water and sewer rates collected from service users.
