Agenda Item No. 10
TO:

HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:

Justin Schmillen, Recreation and Senior Services Director - 949-644-3151, [email protected] PREPARED BY:

Matt Chong, Budget Analyst - 949-644-3224, [email protected] TITLE:

Professional Services Agreement with T & G Global, LLC dba St. Nick's Christmas Lighting and Decor for Holiday Decorations at Civic Center, Central Library, Marina Park, OASIS Senior Center, Newport Coast Community Center and Community Youth Center ABSTRACT:

The City of Newport Beach (City) has contracted for holiday decorative lighting and installation services since 2016. The most recent agreement has expired, and staff issued Request for Proposals No. 26-53 to solicit a new Professional Services Agreement for rental, installation and removal of holiday decorative items at six City facilities. Following a competitive evaluation of nine proposals, T & G Global, LLC received the highest composite score and is recommended for award of a five-year General Services Agreement in the total not-to-exceed amount of $159,380.

RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Approve a five-year Professional Services Agreement with T & G Global, LLC, for Rental and Installation of Holiday Decorations Citywide for a total not-to-exceed amount of $159,380, and authorize the Mayor and City Clerk to execute the Agreement.

DISCUSSION:

The City provides holiday decorations at its major public facilities each year as part of its commitment to creating a welcoming environment for residents and visitors during the holiday season. The City has contracted with T & G Global, LLC, doing business as St. Nick's Christmas Lighting and Decor, for holiday decorative lighting and installation services since 2016. The most recent agreement covered three facilities — the Civic Center, Central Library and Marina Park Community Center — and has expired.

The proposed agreement retains service at these three sites and expands services to also include OASIS Senior Center, Newport Coast Community Center, and Community Youth Center for a total of six City facilities. These facilities are the primary locations for City-sponsored events and facility rentals during the holiday season. The RFP process also allowed the City to update and refine the scope of services to reflect the current needs of all six facilities.

RFP Process
Using specifications provided by Recreation and Senior Services Department staff, the City's Purchasing Division issued a formal request for proposals (RFP) for holiday decorative lighting rental, installation and removal services. The RFP was posted on the City's public procurement platform and nine proposals were received. All nine proposals were forwarded to an evaluation panel comprised of City staff for review using a weighted scoring framework with the following criteria: qualifications and experience of the firm, project approach, and pricing. Five of these proposals earned a minimum of 70% on the technical score, advancing them in the selection process to have their costs reviewed, as described in the RFP.

Annual costs submitted by the vendors to perform the requested services were used to establish and compare each proposal’s cost score. The proposer with the lowest annual cost earned the maximum cost score points, and every other proposal earned a proportional amount of points. Each proposer’s technical score and cost score were combined to calculate their total score and subsequently their overall ranking. The results of the evaluation are as follows:

Scope of Services
The contractor will furnish all labor, equipment, materials and supervision to rent, install and remove holiday decorative items at six City facilities: the Civic Center, Central Library, Marina Park Community Center, OASIS Senior Center, Community Youth Center, and Newport Coast Community Center. Full details of the decorative items, quantities and placement at each facility are provided in Exhibit A of the agreement. Decorations will be installed the week before Thanksgiving each year and removed the second week of January.

During the display period, the contractor shall provide on-call service, upon City request, to correct operational issues with contractor-furnished décor, including timer adjustments and replacement or repair of failed components. The contractor shall complete the correction of reported issues within 48 hours of the City's request, unless the City agrees in writing to a longer timeframe.

FISCAL IMPACT:

The adopted budget includes sufficient funding for this purchase. It will be expensed to the City Manager Admin - Professional Services account (01020005-811008) for City Hall and Central Library; the Marina Park - Special Department Supplies account (0107023-841015); the OASIS - Professional Services account (0107031-811008); the CYC - Professional Services account (0107021-811008); and the NCCC - Professional Services account (0107020-811008), for a total annual cost of $31,876 and a five-year not-to-exceed amount of $159,380.

ENVIRONMENTAL REVIEW:

Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

NOTICING:
