Agenda Item No. 5
TO:
HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:
Zachary Gentry, Municipal Operations Director - 949-644-3055, [email protected] PREPARED BY:
Zachary Gentry, Municipal Operations Director
TITLE:
Resolution No. 2026-85: Amending the Staffing Structure of the City Manager’s Office and the Municipal Operations Department ABSTRACT:
Staff requests City Council approval to eliminate one management fellow position from the City Manager’s Office and to add one assistant management analyst position to the Municipal Operations Department. This mid-year modification would address immediate operational needs by providing the appropriate level of analytical and operational support required to assist with trash and recycling services. There is no increase to the City on Newport Beach’s (City) full-time staffing with this request.
RECOMMENDATIONS:
Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; Approve the following changes to employee positions and assignments: (i) eliminate one full-time Management Fellow position from the City Manager’s Office; and (ii) add one full-time Assistant Management Analyst position to the Municipal Operations Department; and Adopt Resolution No. 2026-85, A Resolution of the City Council of the City of Newport Beach, California, Amending the Staffing Structure of the City Manager’s Office and the Municipal Operations Department.
DISCUSSION:
Charter Section 601 provides that the City Council shall establish the number, titles, qualifications, powers, duties and compensation of all City officers and employees. As part of ongoing efforts to ensure operational efficiency, the city manager periodically evaluates staffing allocations to align personnel resources with departmental demands.
The Municipal Operations Department manages vital community services, including the City’s refuse and recycling program. The City and communities throughout California are now required to implement and ensure compliance with a number of recent, state-mandated recycling and landfill-diversion requirements. To effectively and efficiently monitor these state mandates, while continuing to provide a high level of service to the community, the department has an operational need to increase its staffing.
The city manager reviewed the department’s request and agreed to recommend a mid-year modification to the organization’s departmental staffing levels. The proposed staffing change would eliminate one full-time equivalent management fellow position from the City Manager’s Office and add one full-time equivalent assistant management analyst position to the Municipal Operations Department. The change would be effective upon the City’s hiring of the assistant management analyst.
The assistant management analyst classification reflects the level of duties and responsibilities required to provide the necessary analytical capability, data tracking, and operational support needed for these essential recycling and refuse operations.
FISCAL IMPACT:
The total compensation differential between the management fellow and assistant management analyst salary ranges for Fiscal Year 2026-27 is $18,595.10. The Municipal Operations Department has sufficient existing budget to absorb this cost. Because the department can accommodate this change internally, a budget amendment is not required.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
