TITLE:
Bonita Creek Park Athletic Field Turf Replacement – Award of Contract No. 9890-2 (26P11) ABSTRACT:
The City of Newport Beach (City) received construction bids for the Bonita Creek Park Athletic Field Turf Replacement project and requests City Council approval to award the construction contract to Los Angeles Engineering, Inc., of Covina. This project consists of replacing approximately 3.9 acres of synthetic turf including expanding the synthetic turf into the existing softball infield of Field #2, upgrading the sports lighting to light-emitting diodes (LED) throughout the park, and replacing the fence fabric at the backstops at both softball fields.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (rehabilitation of deteriorated facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project results in no expansion of an existing use and has no potential to have a significant effect on the environment; b) Approve the project plans and specifications;
c) Find the bid submitted by Moalej Builders, Inc. to be non-responsive; d) Award Contract No. 9890-2 to Los Angeles Engineering Inc. for the total bid price of $2,445,000 for the Bonita Creek Park Athletic Field Turf Replacement project, and authorize the Mayor and City Clerk to execute the contract; e) Approve a Purchase Agreement with FieldTurf USA, Inc. for Bonita Creek Park Athletic Field Turf Replacement Materials for a total not-to-exceed amount of $1,177,255.72 for the synthetic turf materials and authorize the Mayor and City Clerk to execute the agreement; and f) Establish a contingency of $244,500 (10% of the total bid) to cover the cost of unforeseen work not included in the original contract.
DISCUSSION:
The proposed project is located at Bonita Creek Park. The project includes replacing approximately 3.9 acres of synthetic turf including expanding the synthetic turf into the existing dirt softball infield of Field #2, upgrading the existing sports field lighting to LED lighting throughout the park, and replacing the fence fabric at the backstops at both softball fields. Field #1 will remain a natural grass field.
In 2015, the City installed its first athletic synthetic turf field at Bonita Creek Park in the football/soccer field and the outfield of the softball field at Field #2. Over the last 11 years, the synthetic turf performed well and has successfully met the original goals of increasing usable field time and year-round use for youth sports organizations, minimizing field closures after rain events, and minimizing on-going irrigation and maintenance expenses. However, with the high intensity and frequent use, the synthetic turf rug has reached its expected 10-year life cycle. The expansion of the synthetic turf into the softball infield of Field #2 will also provide better drainage, minimize field closures, and lower maintenance and field lining expenses.
At 2 p.m. on August 27, 2026, the City Clerk opened and read the following bids for this project:

*Non-responsive bid
The City received nine bids for this project. The first low-bidder, Moalej Builders, Inc. (Moalej), submitted an incomplete technical ability and experience references bid form. Moalej also did not submit the proposal bid form. It is recommended that this bid defect result in the bid being deemed “non-responsive.” Staff recommends awarding to the lowest responsive bidder, Los Angeles Engineering Inc. (Los Angeles Engineering), which is registered with the Department of Industrial Relations and possesses a valid and current California State Contractor’s License Classification “A”, as required by the project specifications. A check of Los Angeles Engineering’s recent projects and references shows it has successfully completed athletic field synthetic turf projects for many local jurisdictions of the scope and scale of Bonita Creek Park. These jurisdictions include the County of San Bernardino, El Monte Union High School District, Rio School District and Centinela Valley Union High School District.
Los Angeles Engineering’s bid was approximately 8% below the engineer’s estimate of $2,645,000. Pursuant to the contract specifications, the contractor will have 100 consecutive working days to complete the project. Work is scheduled to begin in the fall of 2026.
In lieu of the traditional design-bid-build project delivery method, staff determined that the best economical method of procuring the 3.9 acres of synthetic turf system materials would be to purchase the turf material separately in advance and provide it to the contractor for installation. Administrative Procedure AP-001 (Purchasing Policy) allows for goods to be purchased through a cooperative bidding environment.
Staff utilized Sourcewell, a competitive and cooperative bid/purchasing platform available to participating public agencies located throughout the United States, to bid and obtain the lowest price for the new turf material. The City received 22 bids to provide the turf. FieldTurf’s proposal was the overall lowest for a total not-to-exceed amount of $1,177,255.72.
Necessary geotechnical inspections will be provided through the existing City on-call contract with GMU, Inc. (GMU). GMU is familiar with the project and provided geotechnical inspections for previous City synthetic turf projects including the 2015 synthetic turf project at Bonita Creek Park.
The project plans and specifications are available for review at the following link: Awarding Contracts. This link will expire 10 days after the City Council meeting date.

The Neighborhood Enhancement Fund is comprised of surplus general funds as allocated by City Council policy and is typically used for projects that enhance neighborhood aesthetics and functionality.
The FFP is a long-term financial plan to fund the construction and renovation of significant community serving facilities.
Staff recommends establishing $244,500 (10% of the total bid) for contingency purposes and unforeseen conditions associated with construction.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (rehabilitation of existing facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment.
