Dear Ms. Hannsun, Mayor, and Members of the City Council:

I live in the apartment community across Santa Barbara Drive from the northern edge of Newport Beach Country Club and Housing Opportunity Site 353. I will be traveling outside California through early January and cannot attend upcoming hearings in person. Please place this correspondence in the public record for Fairway Three, PA2025-0019, and confirm receipt.

I understand that the Planning Commission has recommended a Development Agreement that would give Eagle Four Partners up to five years of vested rights to pursue up to 78 residential units. I recognize that the agreement does not yet approve construction. However, that is precisely why the City Council should have basic, measurable information before vesting the unit count and development framework.

The current materials do not clearly identify the legal boundary or gross acreage of Site 353 or of the future Fairway Three project parcel. The location has also been described publicly as both the northeastern and northwestern portion of the country-club property.

My measurement of the apparent non-golf strip between Santa Barbara Drive and the existing golf-course edge is approximately one acre. At the reported 20-to-50 dwellingunit-per-gross-acre range, 78 units would require at least 1.56 gross acres at the stated maximum density.

Before acting on the Development Agreement, please publish and include in the Council record:

1. A scaled, dimensioned exhibit identifying the exact Site 353 and Fairway Three project-parcel boundaries, their gross acreage, and their relationship to Santa Barbara Drive.

2. The City’s written density calculation for 78 units, including the exact gross-acre denominator and whether the 20-to-50 dwelling-units-per-gross-acre range is a binding project-level standard, a subarea average, or another type of planning metric.

3. A statement identifying whether the project will rely on a density bonus, concession, incentive, waiver, transfer of density, or other exception.

4. A clear disclosure of whether any current golf-course land—including fairway, rough, tee, cart path, drainage/irrigation area, landscaped buffer, or other club land—will be included in the development parcel, counted toward density, altered, or removed.

5. The complete CEQA Guidelines section 15183 consistency analysis, including its project-boundary and density assumptions.

6. The DA terms that define what is vested, including the unit count, site boundary, maximum height, setbacks, parking, access, landscape buffering, and any golf-course reconfiguration.

If these materials cannot be made available before the Council hearing, I respectfully request that the Council continue the item or condition approval so that no vested development rights become effective until the boundary, acreage, density method, and any effect on existing golf-course land are publicly defined.

Please also add my email address to the electronic noticing list for every future Fairway Three and Site 353 matter, including the Development Agreement, CEQA documents, Site Development Review, tentative tract map, grading/building permits, public hearings, design changes, amendments, extensions, and related staff reports. Please advise of the City Council hearing date, the written-comment deadline, and whether remote public comment will be available.

Thank you,
N. Kirby Alton
