Agenda Item No. 8
TO:

HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:

David A. Webb, Public Works Director - 949-644-3311, [email protected] PREPARED BY:

Kevin Riley, Transportation Manager/City Traffic Engineer - 949-644-3329, [email protected] TITLE:

Fiscal Year 2026-27 Traffic Signal Rehabilitation Project – Award of Contract No. 10209-1(27T01) ABSTRACT:

The City of Newport Beach (City) received construction bids for the Fiscal Year 2026-27 Traffic Signal Rehabilitation Project and requests City Council approval to award the construction contract to International Line Builders, Inc. (ILB) of Corona. This project will update two existing signalized intersections on San Miguel Drive, and install a pedestrian hybrid beacon and two dynamic message signs in Corona del Mar. With the approval of the increased contingency request, the project will also be expanded to include necessary field exploration work and the purchase of the long lead-time signal poles and equipment for a new four-way signal on Via Lido between the Lido Marina and Lido Plaza.

RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve the project plans and specifications;
c) Award Contract No. 10209-1 to International Line Builders, Inc. for the total bid price of $847,324 for the Fiscal Year 2026-27 Traffic Signal Rehabilitation Project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $212,000 (approximately 25% of total bid) to cover the cost of including necessary field exploration work and the purchase of the long lead-time equipment for a new four-way signal on Via Lido between the Lido Marina and Lido Plaza, as well as any unforeseen work in the original contract.

DISCUSSION:

The Public Works Department operates 123 City-owned traffic signals. Annually, a plan is developed to replace and rehabilitate older traffic signals that are nearing or at the end of their service life. The work consists of replacing aging poles, controller cabinets, equipment, and wiring to maintain the existing traffic signal operation and increase the reliability of the traffic signal system.

For this budget year, the project consists of improving two intersections:

San Miguel Drive at Port Sutton Drive
San Miguel Drive at Spyglass Hill Road
In addition, due to the similar nature of work, the following components are included in the project:

Installation of a pedestrian hybrid beacon signal on East Coast Highway at Orchid Avenue Installation of two new dynamic message signs on East Coast Highway: one in the median at Goldenrod Avenue, and one at East Coast Highway and Poppy Avenue Installation of electrical conduit on Ocean Boulevard for the existing parking occupancy sign for Corona del Mar State Beach At 10 a.m. on August 27, 2026, the City Clerk opened and read the following bids for this project:

The City received 12 bids for this project. The low bidder, ILB, possesses a California State Contractor’s License Classification “C-10” as required by the project specifications. The contractor has successfully completed similar projects within Newport Beach and a check of the contractor’s references indicates satisfactory completion of similar projects for other public agencies.

The Fiscal Year 2026-27 Traffic Signal Rehabilitation project low bid amount is 5% above the engineer’s estimate of $805,000. Pursuant to the contract documents, ILB will have 100 consecutive working days to complete the project.

Since receiving bids for this project, staff was tasked with installing a new signal at the intersection of Via Lido and Via Oporto before the summer of 2027. Staff recommends adding the potholing effort and the purchase of the long lead-time equipment for a new four-way signal to the contingency of this contract. This signal is proposed to relieve the intersection inefficiencies due to the significant number of pedestrians crossing Via Lido between the Lido Marina and Lido Plaza. Staff requests increasing the contingency by 15% to provide the funding necessary to complete the potholing, allowing the designers to find the best locations for the new poles, and for the a purchase of the long lead-time equipment for this signal. The installation of the signal will be included with a separate City improvement project to rehabilitate Via Lido pavement and improve the Via Lido and Via Oporto intersection. Support for the proposed new signal by the adjacent property owner is attached (Attachment B).

The project plans and specifications are available for review at the following link: Awarding Contracts. This link will expire 10 days after the City Council meeting date.

Staff recommends establishing $212,000 (approximately 25% of the total bid, which includes the additional 15% for the Via Lido signal) for contingency purposes for unforeseen conditions associated with construction and work not included in the original contract.

ENVIRONMENTAL REVIEW:

Staff recommends the City Council find this action exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
