DISCUSSION:
The Municipal Operations Department recommends approval to purchase the following fleet vehicles and equipment:
Two Ford Transit vans with wheelchair lifts to replace Units 7902 and 7912, which have reached the end of their useful life. The purchase will be funded by a $217,800 Orange County Transportation Authority (OCTA) Enhanced Mobility for Seniors and Individuals with Disabilities grant accepted by the City Council on November 18, 2025. The vans will be procured through the CalACT cooperative purchasing agreement.
Three Toyota Tacoma TRD Off-Road 4WD pickup trucks to replace beach-response vehicles Units 2812, 2814 and 2817. The vehicles are subject to accelerated replacement because of the harsh beach environment and intensive emergency-response use. Following Request for Bids No. 27-09, RP Automotive of Downey was identified as the lowest responsive and responsible bidder at $167,307.63 One Ram-Jet Vactor truck to replace Unit 5520, delivered in 2016, which meets the 10-year criteria for replacement per Council Policy F-9. The truck is essential for sewer-line cleaning and helps prevent backups, overflows, flooding and service interruptions. The total purchase price is $658,799.66 One John Deere 410 P-Tier backhoe as an additional fleet asset authorized in the adopted Fiscal Year 2026–27 budget. The additional backhoe is needed to address increased maintenance demands for beaches, streets, sidewalks, drainage systems, and other public infrastructure. The total purchase price is $181,422.45.
The backhoe and Vactor truck will be purchased through Sourcewell cooperative purchasing contracts. The combined total for these two items is $840,222, representing a pre-tax discount of $106,321 from the suggested list prices. Administrative Services Department staff determined that the cooperative purchasing and bidding processes comply with applicable purchasing requirements and City administrative procedures.
