City Council
STAFF REPORT
Date: May 4, 2022 Agenda Item:
6.A.
To: Honorable Mayor and City Council Members
Prepared By: Alma Robles, Planning Director
Department: Planning
SUBJECT:
General Plan Amendment 2022-01 (City of Norco): A City-Initiated proposal to amend Section 3.3.2 of the Land Use Element of the City of Norco General Plan, to include a description of the existing Commercial Community (CC) Land Use designation for the purpose of clarification and consistency within the General Plan.
RECOMMENDATION:
Adopt Resolution 2022-25, to approve General Plan Amendment 2022-01.
SUMMARY:
The purpose of this General Plan Amendment is to include a description of the existing Commercial Community (CC) Land Use designation adopted in the General Plan, for the purpose of clarification and consistency within the General Plan and with corresponding zoning designations. The Planning Commission recommended approval of General Plan Amendment 2022-01 at their meeting held on April 13, 2022.
BACKGROUND:
The Commercial Community (CC) Land Use is an existing General Plan designation that applies to the majority of commercially designated property outside of a Specific Plan (SP) Area (ref. Exhibit A). The CC Land Use is a general designation that basically identifies where commercial property has been strategically placed in the City. To activate the CC designation, Zoning must be adopted to identify the permitted uses and development standard that carry out the intent of the CC Land Use designation. Zoning that is consistent with the CC land use is the Commercial General (C-G) Zone and the Commercial (C-4) Zone. Furthermore, in 2012 a General Plan Amendment was adopted to include the Housing Development Overlay (HDO) in the Land Use Element (which is reflected on the Land Use Map), and which has been placed on designated properties (i.e. over designated properties in the C-G zone).
The Zoning designations must always be consistent with the General Plan designations.
To facilitate a determination of consistency, a description of the existing CC designation
needs to be included in the General Plan so that the intent of the CC Land Use is conveyed correctly. The Planning Commission recommended that Section 3.3.2 of the Land Use Element of the City of Norco General Plan, include the following description of the existing Commercial Community (CC):
Commercial Community (CC)
"This land use and corresponding zones are intended to accommodate a variety of retail and commercial uses along major thoroughfares and at various selected intersections throughout the City. Commercial uses should serve nearby residential communities and should include shopping, eating and drinking establishments, and entertainment. Residential uses shall be permitted at sites with a Housing Density Overlay (HDO) zoning designation. The allowable density of permitted residential uses shall be identical to the allowable density permitted under the applicable HDO." Environmental Determination: In accordance with the California Environmental Quality Act (“CEQA”), the proposed project has been deemed to be exempt from further environmental review as there is no possibility that the proposed project would have a significant impact on the environment pursuant to State CEQA Guidelines Section 15061(b)(3) (common sense), and the City of Norco Environmental Guidelines.
FISCAL IMPACT:
Not applicable.
RELATIONSHIP TO STRATEGIC PLAN:
This item is consistent with Strategic Direction No. 3 - Economic Development and Financial Stability: Assure financial stability by expanding development efforts, diversifying revenue sources and continuing prudent financial management.
REVIEWED AND APPROVED BY:
Certified as to Availability of Funds: Lisette Free, Finance Director Approved by: Andy Okoro, City Manager
Approved as to Form: John Harper, City Attorney
