Study Session - Preliminary development options/concepts presented by Inland Valley Village LLC, on approximately 430-acres located on the east side of Hillside Avenue, South of Third Street, and within the Preservation and Development (PAD) Zone (APNs:
123-250-005, 006, 007, 123-260-003, 004, 006, 123-080-028, 123-320-001, 123-330- 001, 011 and 123-330-036).
RECOMMENDATION:
Provide feedback on preliminary development options/concepts being considered for the subject property.
SUMMARY:
The purpose of this workshop is for the City Council to provide feedback on development options/concepts to guide the applicant as they prepare to submit their formal application for a Specific Plan (SP). Development options/concepts will be presented by the applicant at the scheduled meeting.
BACKGROUND:
The subject property is the former site of the Wyle Laboratory. As clean-up of the site has progressed, re-use of the property has been under consideration for several years. Below is a brief background leading up to this workshop:
• The subject property was associated with Wyle Laboratory that existed when the City incorporated. The zoning that existed when the City incorporated was conducive to the testing that occurred at the facility and allowed primarily heavy industrial uses. This same zoning was carried over from Riverside County after the City incorporated as an M-2 (General Manufacturing) Zone. • In 2009, the City approved the creation of the Preservation and Development (PAD) Land Use and Zoning designation along with Chapter 18.52 "Specific Plan" of the Norco Municipal Code (NMC), and placed the designation on those areas of
the City where development has been limited due to facilities that existed when the City incorporated for which operations continued after incorporation. These areas (of which the subject property was part of) were identified as having significant and identifiable resources whether historical, natural, open space or other type of resource important to the City's history and lifestyle, and worth preserving. Since the number, type, and level of significance of these resources is still largely unknown, the City was unable to establish any detailed zoning regulations. As such, the PAD Zone was created and placed on the subject property, to require the preparation of a Specific Plan prior to any development. It would be through a specific plan that resources could be identified and protected. • The PAD Land Use designation and zoning allows development only after a Specific Plan (SP) has been prepared. This zoning would only permit development within the confines of a planned commercial/office park development, a planned recreational development, or a planned resort development. No permanent residential development is allowed in this zone.
Per Chapter 18.52 of the NMC, the intent and purpose of a SP is to “provide a method for and to encourage the orderly implementation of the General Plan and any applicable regulations by the comprehensive planning and development of large areas of land under unified ownership or developmental control so that the entire area will be developed in accord with an adopted master plan to provide an environment". • Chapter 18.52 of the NMC requires a property owner to request City Council approval to initiate a SP application; on August 4, 2021, the City Council approved the applicant's request to initiate a Specific Plan.
The workshop will consist of a presentation by the applicant and its team, followed by a discussion. This will provide the City Council the opportunity to give feedback on preliminary development options/concepts to guide the applicant as a formal application is prepared to be submitted for a Specific Plan.
The study session format is being used to facilitate collaboration and communication as an early step in the development of the Specific Plan. It is anticipated that as the Specific Plan takes shape, the applicant will seek further input from the Council and the community.
