I am passionate about protecting and preserving Norco's uniqueness, and bring a commonsense approach to doing so. I attend (or watch online) city meetings and stay up-to-date on current events. I bring the perspective of a storefront business owner, and the experience of working with the business community for many years. I believe in applying fairness and compassion to decision-making, and treating others with respect and integrity.
Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have been a resident of Norco for 17 years, have actively volunteered in the community for 10-plus, and have been a part of the business community since 2012. I love Norco, its animal-keeping lifestyle, and its smalltown character. lt is very important to me to preserve and protect that lifestyle and character, and the planning commission is on the front line to do that. There are a number of significant projects that are imminent, and the decisions made have the potential to shape the future character of the City. I would like to be a part of that process, to help ensure they benefit the uniqueness of Horsetown USA.
In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? The Planning Commission must strike a balance between the wants and needs of the residents, the need for economic development and the desire to position the city as a destination, and maintaining Norco's rural atmosphere and animal-keeping lifestyle. lt must focus on responsible development, be consistent in its decision-making, and support the City's Strategic Plan.
If appointed, how would you help achieve these goals and objectives? By approaching every project with an open mind, taking into consideration how it will impact the city as a whole and the specific business or residential area in which it is located. By working within and upholding city code, and by making recommendations for code changes when needed or asked to do so. By understanding that there are shades of grey, and that code cannot cover every situation, and
applying that to variances, conditional use permits, site plans, and design reviews. By working together with staff, City Council, other commissions, and the community.
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
I do not see any potential for any conflict of interest claims based on my personal interests.

Relevant Experience (Briefly explain how your background, training, education and/or interests specifically qualify you as an applicant for the governmental body you are applying to serve on)
Running a business gives me valuable insight on financial impacts our choices make. Experience running teams and smaller satellite businesses helps to understand the psychology of people, which translates how to understand that people seek value. When you address this, you have a community that can buy into the larger picture and goal. My service in the Libertarian Party demonstrates that I am a person who can work with governmental bodies to help enact change for the betterment of the people. My previous service with EDAC shows my passion for serving this community.
Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I was on EDAC previously. I joined to help make our city the best it could be. I was a bit frustrated at the lack of ability that particular council had in doing anything significant. I see the struggles that the city council has in pushing back against an ever encroaching state, which has taken away much of local control. I believe that the planning commission can be an opportunity to share in that fight, while also working to ensure that Norco remains the unique city that it is, while still recognizing the need for proper development. I also see many opportunities to grow our community in such a way that preserves our unique agricultural lifestyle. I also believe it is important that we have a long term strategic plan for Sixth Street, as the heart of our city that can be a hub for tourism and also provide value to our residents. I love this city. Those that know me, know that I have grown deep roots here and consider my current residence my "forever home" . I want to serve to help keep our Norco the Norco that I fell in love with, and a place that all residents will continue to take great pride in.
In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? I believe the planning commission is like a gate keeper in regards to development within the city, that can offer valuable advice to the city council. It also has the ability to help implement city plans for long term development, which affects the city's long term sustainability and personality, so to speak.
It can be a commission of work, but also of bringing ideas to fruition.
If appointed, how would you help achieve these goals and objectives?
If I were appointed, I work with my fellow colleagues to establish trust and comradery, including good working relationships with the current city council. Jump right into understanding the current projects that are being evaluated. I would bring new ideas to the table as soon as I would be appropriately able to do so. Building new relationships and continuing to have involvement with those in our community is also important, because those that live within our city may provide valuable insight into what is needed and/or lacking in our community. It helps the city government to stay connected to those whom they serve. I would like to bring those ideas as well as my own to the table.
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
Possibly if my contracting company applied for a bid for a new building in town that the commission approves.

GENERAL QUESTIONS
Community Involvement (List any boards, commissions, committees and/or organizations on which you are currently serving or have served on)
My only experience on a committee was serving as Committee Chair for Troop 999 in Norco from 2010 to 2013.
Employment Background (List titles and duties)
I have been in Construction Management for over 36 years in both the private and public sector. The majority of my experience has been in Public Works, both working on the construction side and for public agencies. I was the Contract Administrator for the City of Riverside for almost 3 years then left and started my own business consulting for many public agencies throughout Southern California.
Educational Background (List degrees, majors, credentials, certificates and/or licenses) I attended al Poly Pomona and majored in mathematics. I also attended Cal Poly's Extended University and received certificates in Construction Management, Construciton Business Management and Advanced Construction Management and now I instruct Legal Aspects of Construction pert-time at Cal Poly's Extended University.
Relevant Experience (Briefly explain how your background, training, education and/or interests specifically qualify you as an applicant for the governmental body you are applying to serve on)
In my 37 years of hands on Construction Management I have been exposed to numerous projects varying from large site improvements, roadways, bridges, buildings, parks, city facilities and city improvements including plan review, constructability reviews, code compliance, building compliance, design conformance and ADA compliance. I feel my ability to read and understand plans and hands on construction experience would assist with the Planning Commission abilities in many ways. I have worked with several Building Divisions in Southern California for many years and understand how to articulate the rules and regulations, and make sure projects are being constructed to the standards required by the City. When necessary, evaluate changes required to make sure the concerns of our Council members and people of Norco are being properly represented. I feel it is very import to be relevant to the past while also evaluating the future.
Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have always lived in the surrounding area of Norco and wanted to have residency in Norco. It ha taken several years to finally obtain that goal. I have always wanted to become more involved in the community. With all of my years serving in the public sector I have been exposed a side many do not see. The good, the bad, the politics and the possibilities. I feel Norco is very unique committee and I am proud to finally be part of the community. I have grown a successful business, have many years of knowledge and feel it's time to share that experience where it could be well served.
In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? As stated above, it is necessary to constantly evaluate the rules and regulations currently in place at the City of Norco, maintain an understanding of those rules and regulations and make sure those standards are current and relevant to the City. It is also important to maintain the integrity of the City standards and listen to City staff, the people and City Council and understand the current rules and regulations as well as evaluating the necessary changes that may be needed to keep the City relevant.
If appointed, how would you help achieve these goals and objectives?
By listening to the people of Norco, City Council and City staff. I believe it is critical to listen and understand the needs. As previously stated, Norco is a very unique community and there are many things that need to be preserved, however, times change. It is critical to make sure the integrity and intent of the City is maintained while evolving with the needs of the future.
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
I do not see any potential for conflict. I believe I have a very strong professional and business ethic that would be uncompromised.
