Agenda Item 6.B. – Ordinance 1093/Zone Code Amendment 2022-05 Zone Code Amendment (ZCA) 2022-05 (City of Norco): A City initiated amendment to Section 18.30.46 – “Accessory Dwelling Units and Junior Accessory Dwelling Units” of the Norco Municipal Code (NMC) to address development standards for compliance with new State law standards.
Will codify the contents of Urgency Ordinance No. 1091 that was approved and adopted by the City Council on December 7, 2022, to reflect new Accessory Dwelling Units (ADU) State laws.
Recommendation:
ZCA 2022-05 was drafted to reflect the contents of the Urgency Ordinance, and presented to the Planning Commission at their meeting on December 14, 2022. The Planning Commission recommended approval of ZCA 2022-05, with the recommendation that:
the definition for "Public Transit/Transit Stop" be amended to specifically state that private rideshares or scooter (i.e. E-Scooters) pick-ups and drop-offs are not included in the definition.
Staff is recommending that the City Council adopt Ordinance 1093 approving ZCA 2022-05, which includes the recommendation of the Planning Commission.
