CITY OF NORCO

SNIPES PARK RECLAIMED WATER RESERVOIR AND BOOSTER STATION

ENGINEERING SERVICES PROPOSAL
A. PROJECT UNDERSTANDING
We understand the City of Norco (City) is planning to upgrade its Snipes Park Reclaimed Water Booster Station (Station). This proposed upgrade coincides with the design and construction of the Regional Reclaimed Water Booster Station at the Western Riverside County Regional Wastewater Authority (WRCRWA) Treatment Plant. The purpose of the project is to allow the City to use reclaimed water from the WRCRWA Treatment Plant in the City's existing reclaimed water system.

In general, improvements for the Station include repairing and/or replacing equipment and facilities as appropriate and constructing a hydropneumatic tank with appurtenances. The project will also include construction of a solar powered pressure reducing station within the Western Avenue rightof-way to convey reclaimed water to Lake Norconian and installation of air/vacuum valves and blowoff assemblies on the existing reclaimed water pipelines.

Existing and future facilities associated with this project include the following:
• Existing Snipes Park Booster Station facilities that include a packaged booster station with fiberglass sliding enclosure, 16,000 gallon fiberglass tank, tubular steel fencing, electrical panels, and driveway at Snipes Park (to be upgraded)
• Existing electrical service at Snipes Park for Station (to remain) • Future WRCRWA Regional Booster Station will provide 1,100 gallons per minute (gpm) during 9 hours at night (future - by others)
• Existing 12" pipeline from WRCRWA Regional Booster Station to Project Site (to remain) • Existing 12" pipeline from project site to along 5th Street, California Avenue, Buckskin Lane, and 6th Street ending at Ingalls Park (to be upgraded with blowoffs and air valves) • Various existing irrigation facilities (to remain)
• Existing belowgrade pressure reducing station to convey water to Lake Norconian (to be replaced)
Design parameters for this project include the following:

1. Booster Station
• The two (2) existing 350 gpm, 15 horsepower pumps will be refurbished or replaced in kind.
• Discharge pressure will be a hydraulic grade line (HGL) of approximately 880 ft, which is equivalent to approximately 40 psi at Ingalls Park (elev 790 ±). • A hydropneumatic tank with compressed air system and controls will be required.

Tank size will be based on the rated flow for the pump as well as the allowable starts per hour. Hydropneumatic tank, air compressor, and free standing control panel will be located on the existing site within the existing fencing if possible. • Existing fencing is in poor condition and will be replaced as part of this project.

Page 201 of 302 ends

City of Norco

Page 2 of 7 ends

• Controls for the booster station are currently not functioning and will be repaired or replaced as needed to obtain on/off operation based on system pressure. • Controls for the booster station will include coordinating with the WRCRWA Regional Booster Station project and it is assumed the City's SCADA consultant will provide any required programming. Specifically, the Snipes Tank level will be transmitted to WRCRWA to control the WRCRWA booster pumps that convey water to Norco.

2. Flow Control Station
• Project includes incorporating the appropriate Flow Control Station Drawings and Specifications from the previously designed Norco Reclaimed Water Pump Station Project.

3. Pipeline
• Project includes analyzing the existing pipeline to determine if and where air/vacuum valves and blowoff assemblies are required. We will use Google Earth images and standard details to specify air valve and blow off locations and details.

B. SCOPE OF SERVICES
We have organized our Scope of Services as follows:

1. Condition Assessment

2. CEQA

3. Design

4. Bid Phase Support

5. Construction Support
Engineering services for the above tasks are described in the following paragraphs.

1. Condition Assessment
In preparation for this proposal, we have discussed the project with the City and visited the site with City operators to observe operation. During the site visit, the electrical panels were energized but were unable to provide power to the pump motors indicating an issue with the controls. Because the controls were not functioning, it was not possible to determine if the pumps are operational. As a result, a condition assessment will be required to determine the extent of the control issues and to identify if the pumps are functional and electrical panel replacement or repair is necessary. Also, we have not been able to get any records for the station and will request the same from the manufacturer of the packaged

Page 202 of 302 ends

City of Norco

Page 3 of 7 ends

booster station (Gormann-Pupp). Specifically, the condition assessment will include the following:
a. Onsite Evaluation
With the assistance of the City electrician and operators, our electrical specialist will perform an onsite evaluation of the electrical equipment to determine the extent of the controls issues. While onsite, assessment of the pumps and overall condition will be performed and deficiencies will be noted. b. Pumping Unit Evaluation
We will perform a hydraulic evaluation of the existing pumps to determine if they are suitable for the proposed operation. Based on the onsite evaluation, input from Gormann-Rupp, and our hydraulic analysis, we will develop a recommendation for repair or replacement of the existing pumps.
c. Technical Memorandum
We will prepare a Technical Memorandum (TM) to present the results of our evaluations and the proposed replacement and repairs for the Station. d. Follow-Up Meeting
We will attend a meeting with City to discuss the findings, our recommendations, and the project scope. We anticipate the total extent of the project will be determined during this meeting. We will provide the City with meeting minutes following the meeting to memorialize the same.

2. CEQA
This project is a maintenance project that will include less than 2,500 square feet of new or replacement structures or pavement. Based on our understanding of the project, it is exempt from CEQA in accordance with State CEQA Guidelines §15301; therefore, preparation of CEQA documents for public review and City Council approval will not be required. However, it is recommended that the City file a Notice of Exemption (NOE) for the project. Filing a NOE with the County Clerk commences a 35-day statute of limitations period on legal challenges to the City's decision that the project is exempt from CEQA. If a NOE is not filed for the project, then a 180-day statute of limitations will apply. We will prepare said NOE for submittal to the Riverside County Clerk by the City.

Page 203 of 302 ends

City of Norco
Snipes Park Reclaimed Water Reservoir and Booster Station Engineering Services Proposal

Page 4 of 7 ends

3. Design
a. Design Survey
We will use a combination of aerial photogrammetry and conventional ground surveying methods to prepare the base construction drawings. The design survey will consist of locating existing survey monuments to establish horizontal control of the centerline, right-of-way and property line information shown on the base drawings and setting aerial targets to provide horizontal and vertical control for aerial topographic mapping at a one-foot contour interval. We will also locate existing equipment, access driveway, and facilities within the booster station and in the surrounding area. We will provide adequate topographic mapping to include the entire booster station site, access road, and surrounding area and will verify the elevations of the existing facilities. The ground and aerial surveys are tailored for this project but because of the broad coverage of aerial surveys, adequate coverage for design of the future Snipes Park reservoir project will also be included. b. Surge Analysis (Optional)
It is our opinion that a surge analysis should be performed, to establish the potential for high and low pressures that could damage the pipelines and other facilities. We understand that the City may elect to omit this task to save the expense based on the past operation of the facilities. If this optional task is selected, our Subconsultant, Northwest Hydraulic Consultants, Inc., will perform the surge analysis for the Snipes Park Booster Station; establish initial non-transient HGL elevations for power failure and startup of the pump station at its maximum flow rate for both high and low pressure conditions: perform simulations for pump power failure and startup of pump station for both high and low water hammer wave speeds; and recommend surge protection measures to eliminate possible adverse surges created by pump power failure and startup conditions evaluated.

The results of the surge analysis and recommendations for the safe operation of the pump station will be presented in a detailed report and incorporated into the design. c. Utility Verification (Potholing)
When the construction drawings are 75% complete, we will provide a recommendation of utilities to be excavated and exposed. After the City has approved the pothole locations, K&S will request that Underground Service Alert (USA), as well as any utilities that are not members of USA, locate and mark facilities in the vicinity of the proposed work.

We will arrange and conduct a field meeting with all of the affected utilities and we will field review the utilities to be located and marked. We will mark the

Page 204 of 302 ends

Page 5 of 7 ends

location of each pothole excavation location, and arrange with our Subconsultant, Boudreau Utility Locating, to excavate and expose said utilities. Upon completion of the potholing, we will survey the horizontal and vertical location of the reference mark(s) set and upon review of the field measurements and the pothole report, we will add pertinent data to the construction drawings. We have assumed in our fee estimate that four (4) potholes will be required.
d. 75% Contract Documents
Following the condition assessment follow-up meeting, we will proceed with completion of the Contract Documents to 75%, incorporating the City's comments from said meeting. The 75% complete documents will include civil, mechanical, structural, and electrical drawings.
e. 75% Review Meeting
Upon completion of the 75% Contract Documents, we will arrange a meeting with City staff to review and obtain comments and/or approval regarding same. We will forward one electronic (pdf) set of 75% complete Contract Documents to the City via email for review two (2) weeks prior to the meeting. During this meeting, we will also review the CEQA NOE.
f. 95% Contract Documents
After receiving City staff comments on the 75% complete Contract Documents, we will revise the documents as requested and will essentially complete the Drawings. We will also prepare the Specification for the project that will include incorporating the City's front end documents and preparing project-specific Bidding Documents, Technical Specifications, Supplemental Special Provisions, Appendices, and all other items required to provide a complete Specification for the Project.
g. 95% Review Meeting
Upon completion of the 95% Contract Documents, we will arrange a meeting with City staff to review and obtain comments and/or approval regarding same. We will forward one electronic (pdf) set of 95% complete Contract Documents to the City via email for review two weeks prior to the meeting. Up to three (3) bond copies of same will be provided upon request.

h. Final Contract Documents and Engineer's Cost Estimate We will incorporate City's 95% review comments and finalize the Contract Documents. Upon completion, we will submit one (1) set of original mylar construction drawings and electronic copy (Word/PDF) of Specifications (stamped and signed) for execution and approval signatures by the City. The construction drawings will be prepared using the City-approved construction drawing title block and layout. We anticipate that the final set of construction drawings will consist of 13 sheets, including 8 new sheets and 5 sheets from the existing Flow Control Station design.

We will also prepare a project cost estimate that will include a construction cost estimate (AACE International, Class 4 Level), as well as project design cost and estimated construction engineering costs as a percentage of the construction cost.

4. Bid Phase Support
During the bidding period, we will attend the pre-bid conference and provide technical support to the City related to project design. We will also prepare written responses to all bidders' questions in the form of an Addendum (up to three) and will submit same to the City for review and distribution.

5. Construction Support
During construction of the project, we will respond to up to ten (10) Contractor requests for information (RFIs) to provide clarification regarding the Contract Documents.

Project includes specifying installation of air/vacuum valves and blowoff assemblies, as determine by analysis.

C. FEE SCHEDULE
Our estimated fee for providing the engineering services, as described in our Scope of Services is $83,300 for the base (non-optional) services plus $34,400 for the recommended (optional) surge analysis, for a total of $117,700. City Council

STAFF REPORT
Date: December 20, 2023 Agenda Item:

2.G.

To: Honorable Mayor and City Council Members
From: Amanda Hamilton, Facilities and Maintenance
Director
Prepared By: Todd Shank, Superintendent
Department: City Council
SUBJECT:

Acceptance and Award of Contract for the Procurement of a New International MV607 Water Truck for the Ingalls Event Center; Appropriation of Additional Funds from the Vehicle Replacement Fund
RECOMMENDATION:

Accept bids and award contract to Westrux International for procurement of a New 2024 International MV607 Water Truck in the amount of $129,000 for the Ingalls Event Center; and the appropriate additional funds from the Vehicle Replacement Fund in the amount of $29,000.

SUMMARY:

This item would authorize the purchase of a new 2024 International MV607 Water Truck for the Ingalls Event Center. The new water truck will replace the 1990 International water truck that has meet its useful life. The request for a new water truck is approved in the Capital Improvement Program Budget for Fiscal Year 2023-24 in the amount of $100,000. The additional appropriation of $29,000 is needed to cover cost of the new vehicle.

BACKGROUND:

The Ingalls water truck is a 1990 International with 280,000 miles on the odometer. It has the capacity to hold 2,500 gallons of water and operates daily, when it is not broken down and in the shop for repairs. Our events require the arena footings to be groomed for proper usage and safety. In order to groom and achieve the desired footings, water must be applied to the arena to manage the soil moisture.

This past year, the water truck has spent about 2-3 months at the mechanic for repairs to the braking system and the steering system components. As with older equipment, parts are becoming more difficult to find and the mechanical problems have caused

Page 225 of 302 ends

disruptions in our daily maintenance operations. The water truck is vital for moisture management for both arena footings. It is also our only tool to provide dust control for the entire facility during windy conditions.

On October 19, 2023, the Notice of Inviting Bids was released for the Equipment Purchase of a Water Truck for the Ingalls Event Center. The Notice of Inviting Bids specified a International MV607 Water Truck due to research conduced by staff of local contractors that have years of experience and knowledge owning and using water trucks. In addition, the International water truck was also selected due to the longevity that the 1990 International water truck provided to the City of Norco.

On November 20, 2023, bids were received and opened. Two bids were received that ranged from $116,300 to $153,000. Westrux International was the lowest bid received but after the initial bid they revised their cost to include tax and licensing. With the adjustment in price, they are still the lowest responsive bidder.

If approved, the new 2024 International MV607 Water Truck will have a 2,000 gallon water tank, a Cummings diesel engine, independently controlled spray heads, and a variety of options and meet the needs of the Ingalls Event Center.

FISCAL IMPACT:

An amount not to exceed $129,000 including tax, shipping and State of California licensing fee is available for this purchase from the Vehicle Replacement Fund 128.

Funding is approved in the Capital Improvement Program Budget for Fiscal Year 2023- 24 in the amount of $100,000. The additional appropriation of $29,000 is needed to cover cost of the new vehicle.

City Council

STAFF REPORT
Date: December 20, 2023 Agenda Item:

2.H.

To: Honorable Mayor and City Council Members
From: Amanda Hamilton, Facilities and Maintenance
Director
Prepared By: Todd Shank, Superintendent
Department: City Council
SUBJECT:

Acceptance and Award of Contract for the Procurement of a New JCB 940 Forklift for the Ingalls Event Center
RECOMMENDATION:

Accept Sourcewell Purchase Contract Number 040319-JCB and award contract to SoCal JCB in the amount of $113,000 for the purchase of a new JCB 940 Forklift for the Ingalls Event Center.

SUMMARY:

This item will authorize the purchase of a new JCB Rough Terrain Forklift for the Ingalls Event Center. The new forklift will replace the Champ forklift that has been in operation for approximately 40 years. The request for a new rough terrain forklift is approved in the Capital Improvement Program Budget for Fiscal Year 2023-24 in the amount of $125,000.

BACKGROUND:

Safety, efficiency, and cost of ownership are the deciding factors in replacing any piece of equipment. This past year, the Champ forklift had hydraulic problems that took over 3 months to remedy due to the lack of replacement parts. New parts for this piece of equipment can no longer be purchased. The current forklift is functioning on used parts found in Arizona and rebuilt by our local mechanics. Reoccurring cost for rental equipment is also increasing the operational budget for this division. The Champ forklift is no longer efficient for the operations at Ingalls Event Center.

The forklift at the event center is used for event setup and breakdown. It is used in hauling heavy sets of pipe panels and gates as we arrange the arenas for various types of events. In addition, the equipment is utilized as a lift to repair light fixtures, hang electrical cords, and unload materials. The forklift is also used to move the 40 yard

Page 276 of 302 ends

dumpsters and manure roll-off bins throughout the grounds. The proposed replacement forklift is similar in style, being a rough terrain forklift that can maneuver over the arena footing and uneven terrain that is found at the event center.

JCB is well know for having great equipment that is dependable. The rough terrain forklifts are put through a stringent testing program which include prolonged high stress loading of the chassis, mast and other key components, as well as repeated transmission use over thousands of cycles. The rough terrain forklift hydraulic cylinders have friction-welded eye-ends for extra strength, plus all pivots use hardened pins.

Masts are made from heavy-duty channel and I-section steel, alongside heavy-duty chains and guide roller bearings that are sealed for life. The JCB Rough Terrain Forklift (940-2 T4) will have a maximum lift capacity of 8000 pounds. It is powered by a 74hp EcoMAX engine that does not need exhaust after-treatment, so costly heat-resistant lube oils or DEF (Diesel Exhaust Fluid) are unnecessary.

Sourcewell is authorized to establish competitively awarded cooperative purchasing contracts on behalf of its participating agencies. Sourcewell follows the competitive contracting law process to solicit, evaluate and award cooperative purchasing contracts for goods and services. Contract No. 040319-JCB between Sourcewell and J C Bamford Excavators Ltd. is attached.

FISCAL IMPACT:

An amount not to exceed $113,000 including tax, shipping and State of California licensing fee is available and allocated for this purchase from the Vehicle Replacement Fund 128.

RELATIONSHIP TO STRATEGIC PLAN:

Strategic Direction No. 5 - Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

City Council

STAFF REPORT
Date: December 20, 2023 Agenda Item:

2.I.

To: Honorable Mayor and City Council Members
From: Lori Sassoon, City Manager
Prepared By: Chad Blais, Public Works Director
Department: Public Works
SUBJECT:

Increase the annual purchase order for Infinity Technologies to provide professional GIS services.

RECOMMENDATION:

Approve increase of the annual purchase order for Infinity Technologies to provide professional GIS services from $50,000 to a not to exceed amount of $150,000 annually.

SUMMARY:

Infinity Technologies was awarded a three-year professional services contract to provide GIS maintenance services for the City of Norco at a not to exceed cost of $50,000 annually. Staff is now requesting City Council increase the annual purchase order to a not-to-exceed amount of $150,000 annually.

BACKGROUND:

On May 17, 2023, the City Council approved a three-year professional services agreement with Infinity Technologies (Infinity) to provide GIS maintenance services for the City of Norco. The original authorization was for $50,000 annually. Staff has been actively working with the Infinity over the last six months and overall staff has been happy with their technical expertise and deliverables. However, the current spending limit has already been reached and there is still a significant amount of assistance needed to bring the City's GIS system up to minimum standards, expand the services within our work order system, and assist IT with a complete upgrade of the servers.

The use of technology tools like GIS is extremely helpful in meeting many regulatory requirements and managing our infrastructure work, especially with our limited staffing.

Some key areas of significant assistance needed is related to lead service line surveys for every water service to meet EPA requirements and State requirements related to

Page 295 of 302 ends

mandatory water loss reduction goals, both of which require significant documentation and mapping through GIS.

Therefore, staff is requesting City Council increase the annual purchase order for Infinity Technologies to a not to exceed amount of $150,000.

FISCAL IMPACT:

The cost for ongoing GIS related professional services has been budgeted within Water and Sewer Fund Operating Budgets (124-804-34100 and 126-809-34100, respectively).

Staff will evaluate the budget for both funds to determine if additional funds may need to be allocated as part of the mid-year budget review.

RELATIONSHIP TO STRATEGIC PLAN:

The approval to increase the purchase order amount for GIS Professional Services Contract is consistent with Strategic Plan Goal No. 5 – Infrastructure & Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.
