SUBJECT:
Purchase of 2025 Freightliner M2-106 Service Truck from PB Loader Corporation RECOMMENDATION:
Accept the quote from PB Loader Corporation, Fresno, CA, for one (1) 2025 Freightliner M2-106 Service Truck, authorize the City Manager to approve a purchase order in the amount of $237,338, and appropriate an additional $18,000 split evenly between the Water and Sewer Funds to fund the additional cost of the new service vehicle.
SUMMARY:
In September 2023, the City Council approved the purchase of a new 2024 F-650 Service Truck from PB Loader Corporation in the amount of $201,842. However, Ford has informed vendors that diesel vehicles are no longer being manufactured for California due to the State's regulations for diesel fueled vehicles. PB Loader Corporation has provided an alternate proposal for a diesel 2025 Freightliner M2-106 Service Truck in the amount of $237,338. City Council is recommended to approve the purchase using funds allocated for this vehicle in the budget.
BACKGROUND:
On September 6, 2023, the City Council approved Public Works request to purchase a new diesel fueled Ford F-650 service truck that would have enough tow capacity to hold all the standard tools/parts/materials and pull the vactor trailers. This would allow staff to only need one primary service vehicle. As a reminder, the vactor trailers exceed the weight limit to be towed by a traditional service truck and staff uses a dump truck to pull the trailers. However, using the dump truck still requires staff bring a service truck that has all the parts and tools needed to perform repairs.
Staff had obtained a quote in the amount of $201,842 from PB Loader Corporation to provide a 2024 Ford F-650 Service Truck through a cooperative contract agreement with Sourcewell, Contract No. 164891, which is used by County, State and local
municipalities. However, the City has been informed that due to California Air Resources Board (CARB) regulations related to implementing mandatory electric vehicle mandates in California, Ford has elected to not build the requested diesel F-650 service truck.
"Beginning January 1, 2024, Ford will not allow or recognize sales or delivery of 2025 Model Year diesel Medium Duty (F-650/F-750) units to customers who register their vehicles in this state. This decision is based on the new and adjusted regulatory guidelines from the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) and is in accordance with the CARB Heavy Duty Low NOx standards for vehicles above 19,500 lbs. gross vehicle weight rating (GVWR) in states that have adopted the Heavy Duty Low NOx rules."
Sourcewell provides and procures cooperative agreements with vendors and manufacturers throughout the United States to provide best pricing for governmental agencies for equipment and materials under the Federal Government Procurement Standards, Office of Management and Budget Uniform Guidance (2.CFR.Part-200). The Norco Municipal Code (Sec.3.24.140) gives authority to purchase from cooperative agreements to benefit from best pricing for governmental agencies through volume procurement.
As an alternate for a diesel fueled vehicle, PB Loader Corporation was able to find a 2025 Freightliner M2-106 Service Truck for $237,338. This service truck is comparable to the F650 and includes 4x2 chassis, B6.7 diesel engine with 325 HP, automatic transmission, 18,000 Lb rear suspension, 50 gallon fuel tank, utility storage cabinets, and safety warning lights that follow the State of California, Title 13 requirements. The purchase price does include a three-year/36,000 mile warranty.
It is recommended that the City Council accept the quote from PB Loader Corporation, Fresno, CA, for one (1) 2025 Freightliner M2-106 Service Truck and authorize the City Manager to approve a purchase order in the amount of $237,338.
FISCAL IMPACT:
The original appropriation for this vehicle was $94,571 from the Vehicle Replacement Fund 128, and $125,000 split between Water and Sewer Funds for a total of $219,571.
However, for the increased cost for the 2025 Freightliner M2-106 Service Truck, an additional $18,000 must be appropriated split evenly between the Water and Sewer Funds.
RELATIONSHIP TO STRATEGIC PLAN:
The purchase of the new 2025 Freightliner M2-106 Service Truck is consistent with Strategic Direction #5 - Infrastructure & Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

DD5®
DD8 DETROIT ®
™
MID-RANGE ENGINES
ENGINEERED TODAY.
THE MOST ADVANCED
ENGINE TECHNOLOGIES
The Detroit™ DD5™ and DD8™ engines feature the latest in technology to go along with the know-how and quality you’ve come to expect from Detroit. From the sturdy design of the ribbed cast-iron block to the advanced common-rail fuel system, these engines deliver the reliability and performance you demand.
Developed using a clean sheet design, these engines were built from the bottom up to work with today’s emission components to deliver unprecedented reliability of aftertreatment systems. This has allowed Detroit to cut down on the number of manual regens that disrupt your day.
With our industry-leading maintenance intervals and our innovative Detroit™ Connect Virtual TechnicianSM remote diagnostic service, the DD5 and DD8 were designed to help you maximize uptime. So you can turn productivity into profitability.
PRODUCTIVITY
The fuel-efficient design of these engines make the most out of every gallon. Using an advanced high-pressure common-rail fuel system, each injection event is optimized to minimize fuel consumption. Piston and cylinder designs reduce friction and provide optimal combustion. All that work fine-tuning combustion means lower emissions, less engine noise and vibration, and less time wasted stopping at the pump. Everything, right down to the advanced cooling system that decreases fan on-time, was designed to minimize fuel consumption.
Increased fuel economy equates to more than just money
saved on fuel. The less diesel and DEF consumed means the aftertreatment system does not have as much to process, leading to fewer regens and improved reliability. From the cylinder to the tail pipe, the DD5 and DD8 engines improve operational costs.
VARIABLE CAM PHASING
Achieve maximum uptime with variable cam phasing,
an exclusive propriety engine advancement for efficient aftertreatment system performance. At low engine speeds the exhaust timing can adjust and open the exhaust valves earlier in the operating cycle. This causes warmer exhaust to be directed into the aftertreatment system.
Increased effectiveness of the aftertreatment system allows for effective DPF regenerations, increasing your uptime with reliable operation of the aftertreatment system.
DETROIT CONNECT VIRTUAL
TECHNICIAN
Detroit™ Connect, a suite of connected vehicle services, is designed to improve your bottom line and comes standard with DD5 and DD8 engines. Detroit Connect provides tools to improve uptime, productivity, safety, and performance. These tools provide owners with information about their vehicle they can’t get anywhere else to better manage their business operations.
The Detroit™ Connect Virtual TechnicianSM remote diagnostic service notifies you within minutes that your vehicle has experienced a fault event, the severity of the fault, and when, where and how to best fix the issue. Critical fault codes are further analyzed by our Detroit Customer Support Center (CSC) experts who will provide recommendations. You’ll be able to make informed decisions so you only service your vehicles when needed. Complete fault event details can also be viewed via the Detroit Connect portal or mobile App.
DUAL STAGE TURBO CHARGER
The DD5 and high rated DD8s use a Dual Stage Turbo Charger to deliver power and torque at low RPMs which gives them similar responsiveness to the heavy-duty Detroit engines.
TECHNOLOGY

POWER TAKE-OFF
The DD8 also offers PTO options for a variety of vocational work-truck applications. PTO provides power whether the vehicle is moving or stationary. The rear-engine PTO (REPTO) flange is an integral part of the flywheel housing, receives power through the gear train and does not depend on the transmission to receive its power. The DD8 is also available with front-engine PTO (FEPTO).
PTOs ARE USED IN MANY

GETTING YOUR ENGINE SERVICED
QUICKLY AND EASILY CAN MAKE A
POSITIVE IMPACT ON YOUR TOTAL
COST OF OWNERSHIP.
Detroit mid-range engines can go up to 60,000 miles between oil drain, oil filter, and fuel filter changes. That’s the longest scheduled maintenance interval in its class. And, better yet, it’s easy to keep an eye on those important maintenance items such as the cartridgestyle filters that are conveniently located above the frame rails, along with the oil fill. This makes it easy to replace the filters when it’s time.
Also, the fuel filter module has a new two-filter design for simplified serviceability.
When you need genuine parts and expert service, the Detroit support network will get you back on the road fast. In fact, you have access to our network of authorized service outlets, an awardwinning technician training program, an extensive parts distribution network, and expert engine support from our technical support center. Detroit combines all this to give you the genuine parts and expert service you need to succeed.

1.6 Exclusions
The following components, parts, or conditions are
specifically excluded from coverage under this Warranty.
AERODYNAMIC WHEEL COVERS
Aerodynamic wheel covers are excluded from coverage
under this Warranty
AIR SPRINGS
Tolerance buildup can occur during the assembly
process of the rear suspension and rear cab air springs, and can cause the springs to have the appearance of
being crooked, misaligned or improperly installed. This tolerance buildup is not detrimental to the operation of the vehicle and will not have an effect on either the
quality of the ride or the durability of the components or vehicle. Straightening of these springs is not covered
under this Warranty.
ALIGNMENT OF AXLES/WHEELS/STEERING
Each DTNA vehicle manufacturing plant uses an
integrated alignment system to align axles and wheels
and to center the steering wheel to Daimler Trucks North America LLC specifications. Realignment or
readjustment of these items, including steering stops
and steering poppets, is not covered under warranty.
Any special alignment settings at the request of the
Owner must be handled between the Dealer and Owner
after delivery from factory. These special adjustments
are not covered under Warranty.
AXLE BREATHER VENTS
During the vehicle manufacturing process, an oil run or drip stain may appear at the breather vent. Removing
the vent, applying pipe sealant to the threaded vent
fitting and re-installing the vent is unnecessary.

solutions or corrosive road salts/chemicals
Claims pertaining to failures of chrome surfaces,
aluminum, and stainless steel components will not be
processed unless a clear digital picture is provided that adequately shows the defect.
CLUTCH ADJUSTMENT
Clutch adjustments are normally required due to clutch
wear and are considered normal maintenance. However,
if the clutch adjustment is found to be outside of
Company specifications during, or prior to, in-service of the vehicle, a warranty claim will be accepted on a onetime basis.
Claims for clutch adjustments will not be accepted
unless the adjustment is found to be outside of Company specifications using the special clutch adjustment
measuring tools provided by Company (e.g., adjusting
the clutch to satisfy feel will not be accepted as
warranty).
COMPETITION
Warranty will become void on any vehicle that is used in competition, including but not limited to:
• Racing

component or Jacob® Brake component must be filed
directly to the engine manufacturer. Failures on nonproprietary engine components can be filed through DTNA.
EXHAUST SYSTEM CLAMPS
During the early life of the vehicle or when the engine is cold, many exhaust clamps exhibit a soot trace. This
condition is self-correcting and does not require
adjustment, tightening, or replacement of the clamp.

MODIFICATIONS TO ORIGINAL EQUIPMENT
Company does not warrant vehicle component or
chassis modifications, or equipment installations
arranged by Dealers or Customers. In addition, the
extra time necessary to remove body builder installed
items and/or equipment to work on a warranted repair is not covered under this Warranty unless Company sells
the complete chassis/body/equipment as a package.
If Dealers or Customers perform any vehicle
modifications or equipment installations, to the extent these modifications or equipment installations adversely affect other vehicle components or vehicle performance, Company shall not accept any product liability or claims under the terms of the vehicle warranty. These claims
become the sole responsibility of the person performing the modifications or equipment installations.
The information provided in this document is for general information only and is not offered as customer’s warranty.

SHIP LOOSE ITEMS AND COMPONENTS
During the manufacturing process, certain vehicle
components are normally placed in the cab of the
vehicle or strapped down to the chassis for security
reasons. It is the Dealer’s responsibility to mount these “ship loose” items in the correct location on the vehicle.
Mounting of “ship loose” items will not be covered under warranty.
These items include, but may not be limited to, the
following:
• Aerodynamic wheel covers • Antennas • Fire extinguishers • Trailer air hoses
• Trailer electrical cables • Winter fronts
• Tire inflation hoses • Spare wheels/tires
• Chrome lug nut covers
• Driver’s pouch • Jacks
Daimler Trucks North America has established a Roof
Fairing Removal program in order to reduce transport
related damage. The Transporter will remove the fairing during the decking process and secure the fairing on the frame rail of the unit. Benefits for this program include fewer units towed in reverse and an overall improved
delivery process.
Some units will continue to be received with the fairing collapsed. It is the Dealer’s responsibility to mount these fairings correctly. Claims for mounting of these collapsed fairings will not be covered under warranty.
Those units received with the fairing removed, DTNA
warranty will reimburse for the re-installation of the roof fairing prior to delivery to the end customer.
If vehicle is drop shipped directly to customer:
Transporter notifies customer that roof fairing has been removed for transport and arranges for re-installation
prior to or at delivery.
• If customer has facilities for re-installation of roof fairings, then fairings will be re-installed at final
delivery location.
• If customer does not have facilities to re-install
fairings, transporter will arrange with nearest
authorized DTNA dealership to have fairings reinstalled and shuttle units to customer location at no additional cost to our customer.
TRANSMISSIONS
Allison transmissions and components are not covered
under this Warranty, but are warranted separately by
Allison. Information regarding Allison’s warranty is
provided for informational purposes only and is subject to change. For warranty or service information, contact Allison’s authorized sales and service facility.
The Detroit DT-12 Transmission is not covered under
this Warranty. Please see www.ddcsn.com for coverage
details.

wheel lug nuts, and suspension U-bolts are considered
maintenance adjustments and are not covered under
warranty.
Vibrations, squeaks, rattles, loose fittings/clamps, hose fitting leaks, loose nuts/bolts/screws, and loose electrical connections may develop during the initial trip(s) of the vehicle and these types of repairs/adjustments are
covered under warranty one time during the following
applicable initial operating periods unless excluded in the paragraphs below.

Additional Appropriation of Funds for the Citywide Flooring Project RECOMMENDATION:
Approve the additional contract amount of $21,500 for the change orders in excess of the original contract amount and the 10% authorized by the City Manager for costs associated with the addition of the flooring replacement at the Heritage Room.
SUMMARY:
On February 7, 2024, the City Council Approved the contract with Lawrence W. Rosine Co. for the Citywide Flooring Project in the amount of $133,866 and authorized the City Manager to approve contract change orders up to 10% of the original contract. The Citywide Flooring Project consists of the removal and replacement of flooring at Fire Station 57, Senior Center, and the Scout House but staff is requesting to add the Heritage Room located at the Norco Community Center to the project for a total project amount of $168,753.
BACKGROUND:
This past year, the City Clerk's Office has taken responsibility for the Heritage Room and has been tasked with the revitalization of the room and exhibits. The City Clerk and staff have been working diligently on reorganization, cataloguing items correctly and updating the technology in the room. Staff's goal is to make the Heritage Room more appealing and accessible for our community.
With this goal in mind, updates need to be made to the flooring so we can invite the community in for programs and tours. Currently, the flooring is raveled, stained, and coming apart. Staff hopes to have these repairs done so that we will be able to open the
Heritage Room for the Ranch Tours in June with relatable exhibits and a new fresh facility that the community can be proud of.
The proposed scope of work for the Heritage Room consists of the removal of the existing carpet and to prepare the floor for installation. Shaw carpet tiles will be installed along with a new 4" cove base. In addition, the stage would also receive a new refreshed look with new vinyl tiling for a total amount of $21,500. All work would be conducted during normal operating hours.
FISCAL IMPACT:
The Citywide Flooring Project was approved as a Capital Improvement Project (CIP) in the Measure R Fund for Fiscal Year 2022-23. Funds in the amount of $250,000 in Measure R Funds were carried over and appropriated in Fiscal Year 2023-24 in account 132.910.43115 for the Citywide Flooring Project, Project No. 54303.9 and are sufficient to fund the additional appropriation for the project. No further action is required from the Measure R Citizens' Oversight Committee.

To: Honorable Mayor and City Council Members
From: Chad Blais, Public Works Director
Prepared By: Chad Blais, Public Works Director
Department: Public Works
SUBJECT:
Amend the 2023-24 Measure R Capital Improvement Project Budget to Add Design Funding for Five Street Pavement Projects
RECOMMENDATION:
Amend the fiscal year 2023-24 Measure R Capital Improvement Budget to appropriate five street pavement projects to the FY 2023-24 Measure R Capital Improvement Program Budget; allocate Measure R Funding for the design costs for each project in the amount requested for each project; to accept the proposals from RKA and authorize the City Manager to issue purchase orders for each project not to exceed the amount quoted in each project proposal.
SUMMARY:
Each year Public Works develops the list of planned street improvement projects for the subsequent fiscal year that need funding from Measure R. That funding request includes design and construction costs. The design work needed for the current Measure R funded street projects has been completed and now Public Works would like to get a jump start on the design work for next fiscal year's street projects by adding five street pavement projects to the fiscal year 2023-24 Measure R CIP budget. The Measure R Citizens' Oversight Committee reviewed this request on March 27 and unanimously approved the addition of the five street projects for design funding from Measure R.
BACKGROUND:
Public Works has completed the design work related to all the planned Measure R funded street projects for fiscal year 2023-24. Rather than wait until July 1 to begin new street rehabilitation projects not currently approved, Public Works would like to get a head start on the design work for additional street projects. Therefore, RKA was asked to provide proposals for design work for multiple street rehabilitation projects, including:
Temescal Avenue (Fifth St to Sixth St) - $101,000
Valley View Ave (Fifth St to Sixth St) - $96,000
Center Ave (Sixth St to Seventh St) - $103,000
Hillside Ave (Sixth St to Seventh St) - $103,000
Hillside Ave (Third St to Fourth St) - $148,000
Note: Hillside Ave - Third St to Fourth St is already a planned Measure R project for fiscal year 2024-25, but Public Works is seeking to move the project up into the current fiscal year and increase the design budget from $100,000 to $148,000.
On March 27, 2024 the Public Works Department summitted a request to the Measure R Citizens' Oversight Committee to recommend approval of the allocation of Measure R funds for design services for each of the projects listed above. Please note the specific projects listed above are not intended to be the only projects to be requested as part of the upcoming Measure R budget process for fiscal year 2024-25, but will allow RKA to get a head start and allow pavement improvement projects to get completed sooner.
The Measure R Citizens' Oversight Committee considered the request and unanimously agreed to recommend to City Council that all five street improvement projects be added to the fiscal year 2023-24 Measure R Capital Improvement Budget and the requested design funding be provided.
Public Works is recommending the City Council amend the fiscal year 2023-24 Measure R Capital Improvement Budget to add five street pavement projects to the FY 2023-24 Measure R Capital Improvement Program Budget; allocate Measure R Funding for the design costs for each project in the amount requested for each project; to accept the proposals from RKA and authorize the City Manager to issue purchase orders for each project not to exceed the amount quoted in each project proposal.
FISCAL IMPACT:
Measure R fund has an estimated FY 2023-24 fund balance of $3.1 million available to fund the estimated $551,000 projects listed above.
RELATIONSHIP TO STRATEGIC PLAN:
This item is consistent with Strategic Direction No. 5 Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

STREET TO 4
TH STREET
Dear Mr. Blais:
RKA Consulting Group is pleased to submit to you our proposal to provide professional engineering design services for the aforementioned project. The proposal will provide specific details for the Scope of Work and a not-to-exceed Fee Proposal.
PROJECT UNDERSTANDING
The City of Norco is proposing improvements along Hillside Avenue from 3 rd Street to 4th Street.
From Third Street to Kingman Drive curb and gutter will be constructed, where feasible. There is a segment of street near Echo Hill Drive where the existing drainage is substandard, and it may not be possible to add curb and gutter. Due to the steep topography, it will not be possible to construct a 36’ wide street for the entire length of this segment. The street may narrow to 26’ wide in some locations.
There are gaps in the equestrian trail, and the existing segments are narrow. It may be possible to shift the street alignment to close the gaps in the trail. A full, 12’ wide equestrian trail is not likely.
Driveway construction will need to extend onto private property at many locations. Currently, there is an AC berm in front of many of the driveways, and runoff overtops the AC berm. The goal is to contain the runoff within the street, but this will require raising the driveways and filling on the west side of Hillside Ave.
There is a private inlet at 2540 Hillside Avenue. The design of a new storm drain and catch basins is in the process by another engineering firm. RKA will coordinate the location and elevation of the catch basins.
From Kingman Drive to Fourth Street the improvements will include removal and replacement of the existing pavement. The existing curb and gutter and drainage improvements will be protected in place, with localized curb and gutter repair.
RKA will provide, through partnership with Kelsoe and Associates, a topographic survey for the project.
The topographic survey will include critical features and existing utilities within the City right of way for the limits of the project.
Below is a summary of the proposed improvements:
1. Unclassified excavation and construction of 4” AC pavement. 398 Lemon Creek Drive, Suite E ● Walnut, CA 91789
