SUBJECT:
Acceptance of Proposals and Award of Contract for the Ingalls Event Center Wayfinding Project (Project No. 54303.16); Approve Project Plans; and Approve Budget Appropriation
RECOMMENDATION:
Accept proposals and award the contract to Square Signs LLC, dba Front Signs for the Ingalls Event Center Wayfinding Project in the amount of $136,461, and authorize the City Manager to approve contract change orders up to 10% of the original contract; approve project plans; and approve an additional appropriation of Measure R Funds for the project.
SUMMARY:
The Ingalls Event Center Wayfinding Project was approved as a Capital Improvement Project (CIP) in Fiscal Year 2024-25 in the amount of $150,000. In October 2024, staff released the Request for Proposals (RFP) for the project. The proposals were received and an additional appropriation of $2,000 in Measure R funds is needed to fund the full project amount, including the 10% contingency, and incidental costs.
BACKGROUND:
The development of The Barn at Ingalls Event Center sparked an important conversation about increasing awareness of the venue, boosting bookings, and driving revenue. This strategic focus is vital to ensuring the continued success and growth of the center, enabling us to maintain and improve the venue while continuing to offer special rates and accommodations for equestrian groups and events.
To stay competitive in Southern California's crowded event market, we’ve worked closely with the City Council subcommittee to explore a branding strategy that will help
elevate the venue’s profile. After evaluating industry trends and the diverse range of events now hosted at the center—beyond equestrian competitions to include weddings, corporate events, and trade shows—we’ve decided to simplify our name to Ingalls Event Center for several key reasons:
1. Expanded Offerings: The venue has evolved to host a wide variety of events, and a streamlined name better reflects this growth. The new name encapsulates the diversity of events found at the center.
2. Name Consistency: The venue is currently referred to by different names, such as Ingalls Park, the Equestrian Center, and "Up at the Arena." A consistent, simplified name will not only make the venue easier to identify but will also improve visibility and accessibility in online searches, helping potential clients and visitors find us more easily.
3. Public Safety: A unified name system also improves public safety by ensuring that first responders and attendees can quickly navigate the venue in case of emergencies. Clear, consistent naming helps reduce confusion and supports efficient emergency response—an especially important consideration for a large venue with multiple spaces.
Importantly, we are not changing the names of the individual venues. This rebranding effort focuses solely on the overall venue’s name to enhance its marketability and increase awareness. We are preserving the venue’s rich history and traditions while positioning it for future growth and success.
A key part of this strategy is ensuring that the event center is easily navigable, which is where effective wayfinding signage plays a pivotal role. Clear, permanent wayfinding signs at Ingalls Event Center not only help visitors and new clients—particularly those unfamiliar with the venue—navigate more easily, but they also support the venue’s overall branding effort. By simplifying the navigation process with clear signage, we reduce confusion and improve the overall experience for guests. This is especially critical for clients pulling horse trailers, as they need to easily locate designated parking and maneuver large vehicles through the venue without added stress.
Additionally, permanent signage helps reduce operational costs for the City by eliminating the need for temporary signs and reducing the reliance on staff to direct guests during events. By investing in fixed signage, the City can lower labor costs associated with event setup and improve efficiency during peak times. Furthermore, effective signage improves emergency response by guiding first responders to key areas of the venue without delay, supporting public safety in times of need.
The rebranding of Ingalls Event Center to a simpler, unified name is part of a broader strategy to increase visibility, attract new clients, and boost revenue, ensuring the venue’s success in a competitive market. Complementing this effort with clear, permanent wayfinding signage not only enhances the guest experience and supports operational efficiency but also improves safety for all who visit, making the venue more accessible, marketable, and prepared for the future.
On October 14, 2024, staff released the RFP for the Ingalls Event Center Wayfinding Project. On November 4, 2024, two proposals were received on the Planet Bids
System. On November 6, 2024, staff evaluated the proposals which ranged from $136,461 to $293,028. The RFP was released to ensure that the project would be awarded to a contractor that had significant experience with the installation of first-class wayfinding signs for public agencies. The selection process consisted of the proposals being evaluated against six listed criteria and assigning a point value to each, up to the maximum points shown to the right of each criterion. The proposal with the highest score is selected for the Award of Contract.

Government Code Section 830.6 stipulates that neither a public entity nor its employees bear liability for injuries arising from the approved plan or design of public property. This immunity applies when the plan or design has received prior approval from the relevant legislative or the discretionary authority or conforms to established standards. In light of this legal framework, it is recommended that the City Council approve the project plans for the Ingalls Event Center Wayfinding Project.
The Measure R Citizens' Oversight Committee reviewed the additional appropriation of $2,000 and recommended for City Council approval at their November 25, 2024 meeting.
FISCAL IMPACT:
The Ingalls Event Center Wayfinding Project was approved as a Capital Improvement Project (CIP) in Fiscal Year 2024-25 in the amount of $150,000 (Project No. 54303.16 Account No. 132.910.43115). There are no costs incurred to date. The Measure R Fund has an estimated FY 2024-25 ending fund balance of $1.4 million available to fund the additional appropriation in the amount of $2,000 for a total project cost of $152,000.

No further payments shall be deemed due or will be made under this Agreement until any replacement bonds required by this section are accepted by the City. To the extent, if any, that the total compensation is increased in accordance with the Agreement, the Contractor shall, upon request of the City, cause the amount of the bonds to be increased accordingly and shall promptly deliver satisfactory evidence of such increase to the City.
To the extent available, the bonds shall further provide that no change or alteration of the Agreement (including, without limitation, an increase in the total compensation, as referred to above), extensions of time, or modifications of the time, terms, or conditions of payment to the Contractor, will release the surety. If the Contractor fails to furnish any required bond, the City may terminate this Agreement for cause.

STAFF REPORT
Date: December 4, 2024 Agenda Item:
3.D.
To: Honorable Mayor and City Council Members
From: Lisette Free, Interim City Manager
Prepared By: Cindy Balderas, Human Resources Manager
Department: Human Resources
SUBJECT:
Approve the Position Title and Salary Range for Code Enforcement Supervisor; Add Administrative Assistant Position to the Approved Position List for Community Development
RECOMMENDATION:
Adopt Resolution No. 2024-55 to approve the position title and salary range for Code Enforcement Supervisor; approve an Administrative Assistant position to the authorized position list for Community Development; and approve a budget appropriation of $119,000 to the FY 2024-25 operating budget.
SUMMARY:
The full-time Code Enforcement Supervisor and Administrative Assistant positions are critical to support the growing demands of our city's Community Development activities.
BACKGROUND:
In 2023 an assessment of the existing Code Compliance/Enforcement program was completed. This assessment was done in an effort to improve the overall efficiency and effectiveness of the City's Code Compliance Program. The assessment made recommendations for procedural changes, and implementation of these changes began under the direction of the previous part time Code Enforcement Supervisor. However, the changes have not been fully implemented due to the Code Enforcement Supervisor’s limited part time hours and recently has vacated the position. Continual implementation of the recommended changes is key towards providing the community with fair, equitable, and effective enforcement of the local code, for increased public safety and enjoyment in the City of Norco's rural atmosphere.
Currently, there is insufficient administrative support in the Community Development Department. Adding a full-time Administrative Assistant will provide that much needed support. This position will provide general support to all the divisions (Planning, Code
Enforcement and Building and Safety) within the department including to the Community Development Director. The Administrative Assistant will also attend Planning Commission meetings to take and transcribe meeting minutes.
Staff is requesting the City to update the list of authorized positions in Community Development for fiscal year 2024-25 by converting the part-time Code Enforcement Supervisor to full-time and adding an Administrative Assistant.
The annual salaries and benefits for the Administrative Assistant position is between $60,000 to $79,000 for CalPERS pension PERRA classification. The annual salaries and benefits for the Administrative Assistant position is between $69,000 to $94,000 for CalPERS pension Classic classification.
In order to maintain internal equity and also be competitive with other agencies, staff recommends the full-time Code Enforcement Supervisor salary range be set at MC34 ($37.4174 - $46.7292 hourly). Approval of the position title and salary range will allow Community Development to fill the position. The annual salaries and benefits for the Code Enforcement Supervisor position is between $98,000 to $135,000 for CalPERS pension PERRA classification. The annual salaries and benefits for the Code Enforcement Supervisor position is between $116,000 to $163,000 for CalPERS pension Classic classification.
FISCAL IMPACT:
The impact on the FY 2024-25 operating budget for the remaining fiscal year will be an increase of approximately between $68,000 to $119,000 depending on CalPERS pension classification (PERRA vs. Classic) for both positions. A budget appropriation of $119,000 to the FY 2024-25 is needed. Subsequent salaries and benefits costs will be included in the corresponding fiscal year's operating budgets.
RELATIONSHIP TO STRATEGIC PLAN:
This action is consistent with Strategic Plan Direction No. 2 - Human Capital: Build a sustainable workforce to meet the needs of all stakeholders.

SUBJECT:
Approval of Measure R project funding for the design of upgrades to the City Park-NRide to meet Caltrans standards RECOMMENDATION:
Approve the addition of the Norco Park-N-Ride Project and a budget appropriation of $87,000 (proposal amount plus 10% contingency) to the Measure R list of approved capital improvement projects for fiscal year 2024-25 to fund design improvements to the City's existing Park-N-Ride to meet Caltrans standards.
SUMMARY:
The City of Norco is seeking to complete a property exchange to swap the Caltrans Park-N-Ride with the City's Park-N-Ride. The City owned property would be upgraded to meet Caltrans standards for Park-N-Ride facilities to include charging stations, lighting and landscaping. The City would then be provided with the existing Caltrans property which is a critical parcel for consideration for potential future commercial development. In order to complete the potential exchange, the City must complete the design plans that include all the mandatory Caltrans requirements. RKA has submitted a proposal to complete the required design and Public Works is seeking Measure R approval and funding for the project. The Measure R Citizens Oversight Committee reviewed and approved recommendation for City Council to approve Measure R funding for this project at their November 25, 2024 meeting.
BACKGROUND:
The City of Norco has been in discussions with Caltrans for the past 12 years to exchange the current Caltrans owned Park-N Ride with the City owned Park-N-Ride.
The Caltrans facility is located east of the American Legion building along Old Hamner Road and the City facility is located at the westerly corner of Hamner Ave and Alhambra Ave (see attached map). After many years of effort, Caltrans has finally determined a pathway to make the exchange occur, but it will require the City's Park-N-Ride to be
upgraded to meet current Caltrans design requirements. This design must be completed and submitted as part of an approval package to the State to demonstrate the City's commitment that the necessary upgrades can be accomplished. Some of the required upgrades include landscaping, updated handicap parking, installation of fast charging stations, parking lot lighting, and electrical upgrades to accommodate the power demands. The timeline established by Caltrans to submit the updated plans is within the next few months and RKA has provided a proposal to complete the design upgrades in the amount of $78,500 (see attached proposal).
Staff presented this request to the Measure R Citizens Oversight Committee on November 25, 2024 for their consideration and recommendation for City Council approval of the Norco Park-N-Ride Project with a budget appropriation of $87,000 (proposal amount plus 10% contingency) to the Measure R list of approved capital improvement projects for fiscal year 2024-25 to fund design improvements to the City's existing Park-N-Ride to meet Caltrans standards. The Measure R Committee unanimously approved the recommendation.
Please note funding for actual construction will be requested as part of a future budget assuming the property exchange does get approved by the State.
FISCAL IMPACT:
Based on the FY 2024-25 Measure R approved budget, the estimated fund balance is $1.4 million. Therefore, Measure R funds are available to support staff's request for the new project and to request City Council to appropriate $87,000 (proposal amount plus 10% contingency) to fund the Norco Park-N-Ride Project.
RELATIONSHIP TO STRATEGIC PLAN:
Design support services for the Norco Park-N-Ride Project is consistent with Strategic Direction #5 – Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

Change Order Request for Norco MDP Line N-3 Storm Drain Project (Design) RECOMMENDATION:
Review and approve Change Order Request in the amount of $52,440 for the Norco MDP Line N-3 Storm Drain Project (Project No. 4214.25) and increase the design contract amount for KWC to $132,540 and include authorization for a 10% contingency on design services in case any minor additional design work is required.
SUMMARY:
A change order is being requested in the amount of $52,440 for KWC Engineers for additional design efforts and modifications related to the Norco MDP Line N-3 Storm Drain Project.
BACKGROUND:
On August 5, 2020, the City Council awarded a design contract to KWC Engineers in the amount of $80,100 to design the Norco MDP Line N-3 Storm Drain Project. The proposed design entailed a collaborative design effort between the City of Norco and the Riverside County Flood Control & Water Conservation District (RCFC&WCD) for the new storm drain system on Fifth Street between Interstate 15 and Valley View Avenue.
During the project design phase, the engineer identified significant underground conflicts with existing infrastructure requiring several design iterations and associated hydraulic modeling that exceeded the original scope of the project. Additional design services will also be required to update the storm drain design to accommodate the future widening and paving of 5th Street as well as design a parallel sewer main due to conflicts with several existing residential sewer services. This additional work was made necessary based on input from RCFC&WCD staff. The additional change order amount of $52,440 will result in an overall design cost of $132,540. RCFC&WCD has agreed to fund the additional design and construction costs.
Based on the additional scope required, KWC Engineers has provided staff with the change order request in the amount of $52,440 (see Design Change Order). Staff has reviewed the change order and has determined the proposed cost to be reasonable.
FISCAL IMPACT:
The Norco MDP Line N-3 Storm Drain Project (Project No. 4214.25) was approved as a Capital Improvement Project in the Storm Drain Fund for Fiscal Year 2024-25. Funds in the amount of $1,850,000 ($1,775,000 for construction and $75,000 for design; Account No's. 129.935.41380 & 129.935.41380.30, respectively). The project has sufficient funds in the construction budget to transfer to design budget to cover the additional costs for the change order request plus a 10% contingency on design services in case any minor additional design work is required for total amount of $52,440.
RELATIONSHIP TO STRATEGIC PLAN:
Authorizing approval of this professional design services change order is consistent with Strategic Direction No. 5 – Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

SUBJECT:
Approve Purchase of Priefert Bucking Chute System and Related Equipment for Moreno Arena (Project No. 54303.20); and Approve Project Plans RECOMMENDATION:
Approve purchase of Priefert Bucking Chute System and related equipment in the amount of $68,500, and authorize the City Manager to approve contract change orders up to 10% of the original contract; and approve project plans.
SUMMARY:
The existing WW Bucking Chute System at Moreno Arena, in operation for over 20 years, is no longer meeting safety and operational standards. Other infrastructure components such as gates, alleyways, roping boxes, and pipe panels are also in need of replacement. The City has identified a cost-effective solution by purchasing a used Priefert Bucking Chute System, previously used at the Junior World Finals, which provides substantial savings while upgrading the arena's infrastructure.
BACKGROUND:
The existing bucking chute system and related arena equipment at Moreno Arena, including the WW Bucking Chute System, gates, alleyways, roping boxes, and arena pipe panels, have been in use for over 20 years and have reached the end of their useful life. These components have sustained significant wear and tear, and they no longer meet the safety and operational standards necessary to host events. Replacing this outdated equipment is crucial to ensure the continued functionality, safety, and operational efficiency of the arena.
To address these needs, the City has identified the Priefert Bucking Chute System and related equipment as a suitable replacement. This system, previously used at the Junior
World Finals this past year, offers a high-quality, durable solution at a cost-effective price. Notably, the Priefert system is known for its durability and efficiency, with a powder-coated finish that protects against rust, scratches, and weather damage. The steel tubing is designed to withstand frequent use, ensuring long-term reliability.
The total cost for the Priefert system is $68,500. However, due to its prior use at the Junior World Finals, the City will benefit from a 40% savings on the original price, making this an affordable option. This purchase is within the allocated budget for Moreno Arena Project No. 54303.20, which includes funding for infrastructure upgrades.
The savings will allow for the full replacement of other critical equipment such as gates, alleyways, roping boxes, and arena pipe panels.
Sole Source Procurement:
The purchase will be made directly from Priefert as a sole source procurement. A sole source procurement occurs when a public entity determines that only one vendor can supply the necessary goods or services, and no other suppliers can meet the specific requirements of the acquisition.
Disposition of Existing Equipment:
The existing bucking chute system, gates, and pipe panels will be added to the surplus list and made available for sale through an online platform. This method ensures transparency in the disposal process and allows for a fair, impartial opportunity for all interested parties. Given the significant interest from multiple parties, this approach prevents favoritism toward any individual or organization.
Legal Considerations:
Government Code Section 830.6 stipulates that neither a public entity nor its employees bear liability for injuries arising from the approved plan or design of public property. This immunity applies when the plan or design has received prior approval from the relevant legislative or the discretionary authority or conforms to established standards. In light of this legal framework, it is recommended that the City Council approve the arena project plans for the Moreno Arena Bucking Chute System and related equipment.
It is recommended that the City Council approve the purchase of the Priefert Bucking Chute System and related equipment for Moreno Arena Project No. 54303.20, in the amount of $68,500. This purchase will ensure that the arena remains fully equipped for future events while meeting the required safety and operational standards.
FISCAL IMPACT:
The Moreno Arena Bucking Chute System was approved as a Capital Improvement Project (CIP) in Fiscal Year 2024-25 in the amount of $100,000 (Project No. 54303.20 - Account No. 132.910.43115). There are no costs incurred to date. The Measure R Fund budgeted funding for the project is sufficient to cover the total project cost of $75,350.
RELATIONSHIP TO STRATEGIC PLAN:
This item is consistent with Strategic Direction No. 5 Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.
