WORKSHOP
A. Discussion of Proposed Fee Study and Cost Allocation Plan

The council held a workshop discussing the Proposed Fee Study and Cost Allocation Plan, introduced by Finance Director Calhoun along with consultant Tony Thrasher from Willdan. The discussion included development impact fees, which will be considered later, and past fee increases. Concerns were raised by Council Member Bash regarding credit card and business license fees, prompting discussions on how to inform new businesses about these fees upfront. Mayor Newton and other Council Members expressed their views on the necessity of fee increases to catch up on the past several years without adjustments.

Main topics of discussion were, Business License Fees related to clarification on contractors obtaining licenses, Planning Fees related to increases and specific fees, and Facility Rental Rates related to potential revenue losses.

Finance Director Calhoun discussed next steps.

The workshop concluded without formal action, and there were no public comments made on this matter.

Department: Public Works
SUBJECT:

Adoption of Resolution No. 2025-56 Amending the Fiscal Year (FY) 2026-30 Capital Improvement Program (CIP) Budget to Include Additional Street Maintenance Funds for the Five-Year Tree Trimming, Removal and Planting Contract RECOMMENDATION:

Adopt Resolution No. 2025-56 Amending the Fiscal Year (FY) 2026-30 Capital Improvement Program (CIP) Budget to Include Additional Street Maintenance Funds for the Five-Year Tree Trimming, Removal and Planting Contract.

SUMMARY:

Resolution No. 2025-56 authorizes an amendment to the City’s Capital Improvement Program (CIP) Budget to incorporate additional funding into the Fiscal Year 2026-30 Capital Improvement Program. The proposed amendment includes the appropriation of $200,000 from Fund 149 (Street Fund) to support the City’s existing Five-Year Tree Trimming, Removal, and Planting Contract with West Coast Arborists, Inc. This funding is necessary to ensure the continued maintenance of approximately 8,700 City-owned trees, which is essential to public safety, infrastructure protection, and the preservation of the City’s urban forest.

BACKGROUND:

The City is currently in Year Three of a Five-Year Agreement with West Coast Arborists, Inc. (WCA) for the provision of tree trimming, removal, and planting services throughout the City. This agreement was executed following City Council approval on June 21, 2023.

The contract was originally funded through Fund 121 in parkway maintenance; however, due to the street impact fees from the Franchise Refuse revenue, funds are now funded through Fund 149. Resolution No. 2025-56 proposes to reestablish funding for the contract through Fund 149 (Street Fund) to ensure the uninterrupted

Page 22 of 122 ends

continuation of these essential public services. The annual budget for this contract shall not exceed $250,000, consistent with the amount previously authorized under the original agreement.

The City maintains an urban forest consisting of approximately 8,700 trees located primarily along public rights-of-way, residential streets, equestrian trails, landscaped parkways, parks and facilities. Systematic and professional maintenance of this municipal tree inventory is essential to promoting public safety, preserving infrastructure, and enhancing environmental and visual quality.

Routine tree trimming helps reduce hazardous conditions caused by overgrown or weakened limbs, improves visibility for drivers and pedestrians, protects overhead utilities, and prevents deferred maintenance costs. In addition, these activities support the overall health and longevity of the City’s trees, providing shade, improving air quality, and contributing to property values and neighborhood character.

Without continued funding, critical maintenance work could be delayed. Re-establishing funding for the annual contract under Fund 149 ensures service continuity under the existing agreement with WCA, without modifying the total contract value, scope of work, or the annual not-to-exceed amount of $250,000.

FISCAL IMPACT:

The Five-Year Tree Trimming, Removal, and Planting Contract is currently in Year Three of the agreement. The contract was originally funded through Fund 121 in parkway maintenance; however, due to the street impact fees from the Franchise Refuse revenue, funds are now funded through Fund 149. Resolution No. 2025-56 will appropriate the required annual funding of $200,000 from Fund 149 to continue contract services. Fund 149 has sufficient funds to support this contractual obligation.

RELATIONSHIP TO STRATEGIC PLAN:

This item is consistent and supports Strategic Direction No. 5 - Infrastructure & Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets.

I am currently employed by a General Contactor, based in San Francisco, in their Los Angeles office and have worked in the A/E/C industry for more than 30 years.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I am interested in assisting my community with planning and commissioning for the future of Norco as I plan to be a long term permanent resident there. I am also interested in being involved in the Historical Preservation of Norco. I value the integrity of the city and hope to be a integral part of their future preservation.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? In my opinion, the goals and objectives of the Planning Commission and the Historical Preservation Commission are distinct yet deeply interconnected. Both serve to guide the City of Norco in making informed, balanced decisions that reflect community values and long-term vision.

The Planning Commission plays a critical role in shaping responsible growth by reviewing land use proposals, development plans, and zoning matters. Its objective is to ensure that growth aligns with the City’s General Plan, respects Norco’s rural and equestrian character, and meets the needs of both current and future residents.

Meanwhile, the Historical Preservation Commission is tasked with safeguarding Norco’s unique history, cultural identity, and architectural heritage. Its goal is to recognize and protect historic structures, sites, and traditions that reflect the city’s origins and evolution, ensuring that progress does not come at the cost of losing our past.

Together, these commissions help maintain Norco’s identity as "Horsetown USA" while guiding thoughtful development. I believe their shared purpose is to honor the city’s roots while helping it evolve in a way that is sustainable, respectful, and community-driven.

If appointed, how would you help achieve these goals and objectives? If appointed, I would help achieve the goals and objectives of the Planning Commission and Historical Preservation Commission by bringing a balanced perspective, a strong work ethic, and a genuine commitment to preserving Norco’s unique character while supporting thoughtful development.

Page 72 of 122 ends

For the Planning Commission, I would review proposals with an eye toward long-term impact, sustainability, and consistency with the City’s General Plan. I would actively engage with the community to understand concerns and priorities, and support development that respects Norco’s rural, equestrian lifestyle.

For the Historical Preservation Commission, I would advocate for identifying, preserving, and promoting historically significant properties and traditions. I would work collaboratively to ensure historical assets are considered in planning discussions and help increase public awareness about the importance of preservation in shaping community identity.

Across both roles, I would be diligent in reviewing materials, open-minded in discussion, and focused on solutions that reflect community values. I see these commissions not just as regulatory bodies, but as stewards of Norco’s future and past — and I’d be proud to contribute in a way that honors both.

If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
o, I do not see any potential for a conflict of interest based on personal interests. I am committed to serving the City of Norco with integrity and impartiality. If any situation were to arise that could present a potential conflict, I would disclose it immediately and follow all applicable ethics guidelines and recusal procedures to ensure transparency and public trust.

The position of Senior Building/Construction Inspector for multiple years has kept me in tune with today's needs of acceptable construction methods.

I am passionate about protecting and preserving Norco's uniqueness, and bring a commonsense approach to doing so. I attend (or watch online) city meetings and stay up-to-date on current events. I bring the perspective of a storefront business owner, and the experience of working with the business community for many years. I believe in applying fairness and compassion to decision-making, and treating others with respect and integrity.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have been a resident of Norco for 20 years, have actively volunteered in the community for 14-plus, and have been a part of the business community since 2012. I love Norco, its animal-keeping lifestyle, and its smalltown character. lt is very important to me to preserve and protect that lifestyle and character, and the planning commission is on the front line to do that. Whether the projects brought to the planning commission or small or large, the decisions made have the potential to shape the future character of the City. I would like to be a part of that process, to help ensure they benefit the uniqueness of Horsetown USA.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? The Planning Commission must strike a balance between the wants and needs of the residents, the need for economic development and the desire to position the city as a destination, and maintaining Norco's rural atmosphere and animal-keeping lifestyle. lt must focus on responsible development, be consistent in its decision-making, and support the City's Strategic Plan.

If appointed, how would you help achieve these goals and objectives? By approaching every project with an open mind, taking into consideration how it will impact the city as a whole and the specific business or residential area in which it is located. By working within and upholding city code, and by making recommendations for code changes when needed or asked to do so. By understanding that there are shades of grey, and that code cannot cover every situation, and applying that to variances, conditional use permits, site plans, and design reviews. By working together with staff, City Council, other commissions, and the community.

My current role requires future forecasting and careful consideration of the impacts of everyday decisions to ensure continued success of programs, and the company at large. I am well prepared to take into account the unique position of Norco as a smaller community centered between larger cities that continue to urbanize, setting goals that preserve our rich history of animal-keeping, horse-loving and agriculture.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have a passion for planning and the intricacies that make a city work. Careful planning and smart design can help build a resilient community that thrives for years to come.

I research and communicate my findings, taking feedback into consideration from others in my neighborhood. I will continue to be an ambassador for good ideas, and take public input and perception into account when working as a representative on the Planning Comission.

I do not see any conflict of interest, and am committed to recusing myself where appropriate should one arise.

Long term resident of this city. My background consists of watching the city grow, Long term equine enthusiast, Dog rescuer> I feel all of the above makes me a good candidate to see the city moving forward, not backwards, to benefit the citizens of this city Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have been a resident here for several years. I have seen the city growing in different ways. I would like to be a part of making sure the city continues to grow the way it should and remain Horse Town USA.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? Our goals as planning commissions is to help facilitate the proper growth of the city in a way that benefits the citizens and people living here. Our objectives to always look at both sides but decide in the best interest of the people. Who else can do that? If no one does then the city can fall apart and be taken over by those who don't care about the city but only want to use if for their gain and then leave.

If appointed, how would you help achieve these goals and objectives? I would do my best to make sure everything is looked at with a fine tooth comb. Nothing overlooked.

Always thinking " is the good for the city and its people?" If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
None. I would remain neutral on anything personal. It has always been my main objective since moving here. To keep Norco rural, keep the main interest of the people and what they want in mind.

Direct any negative away from the city.

I have been on the planning commission for the last two and a half years approximately. During this time I have taken my role seriously and with great passion. My heart is to preserve our agricultural way of life, and am constantly trying to think creatively "outside the box" how we can work with the state's overreaching mandates to still maintain control of our city and way of life, understanding the challenges that we face as a city against Sacramento. I have been dedicated to the rural lifestyle of Norco with participation in community events.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I love Norco with all my heart and want to do everything I can to preserve our lifestyle. My term on the planning commission has brought me great joy and pride, and want to continue to serve our community. I also would like to work to help on projects that I see would benefit the city through tourism, looking at ways that we can bring more agritourism, utilizing programs such as Harvest Hosts or development of an RV park. I also want to see affordable housing that will not only satisfy our approved Housing Element and General Plan, but be able to accommodate the next generation of farmers and ranchers, or even retired ranchers, that can't afford to live in Norco, though they are 100% committed to our agricultural lifestyle.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? We have to look at everything through the lens of a potential consequence, and what the ramifications would be if a project would be approved or denied. For example, the approval of a CUP for a current owner's use may have disastrous effects if they should decide to sell to someone who is not committed to our lifestyle. We also have to make decisions that set precedence, because anything can be legally used against us, so also making sure that we are protecting the city legally by backing up our decisions with clear and concise reasons. We are the gatekeeper on some things before they head to city council, so doing our due diligence is important. We have to look at the

Page 116 of 122 ends

future of our city and how we want it to look like decades from now, so helping to to shape the general plan is also a part of our responsibility. Lastly, we are at the pleasure of serving our wonderful community and city, so upholding our "Norco Great Commission" of preserving our rural and agricultural lifestyle, working within the confines of state mandates, is the top priority.

If appointed, how would you help achieve these goals and objectives? My voting history has been the ultimate record. I will utilize my experience on the planning commission to continue the momentum. As stated above, I want to continue to think creatively how we can work with the state's ADU mandates as a win for us to bring in more agricultural minded people, networking with local real estate agents and the EAT Center to place people in these ADUs that have the vision for Norco that we do, a place where we can enjoy our agricultural lifestyle. I also want to see agritourism grow through specialized permits that would allow short term rentals, or Harvest Host, for this specific purpose, and/or the addition of an RV park. (See May 14, 2025 meeting)
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
No.

City Council

STAFF REPORT
Date: August 20, 2025 Agenda Item:

5.B.

To: Honorable Mayor and City Council Members
From: Alma Robles, Community Development Director
Prepared By: Alma Robles, Community Development Director Department: Planning
SUBJECT:

Discussion on Establishing Appropriate Development Standards to address the Building Size and/or Lot Coverage for Non-residential/agricultural, Conditionally Permitted Uses/Buildings in the A-1 Agricultural Low-Density Zone RECOMMENDATION:

Discuss and provide direction if a Zone Code Amendment is warranted.

SUMMARY:

This item concerns a discussion on establishing appropriate development standards to address the building size and/or lot coverage for non-residential/agricultural, conditionally permitted uses/buildings in the A-1 Agricultural Low-Density Zone, with the intent of increasing the compatibility of these uses in this zone.

BACKGROUND:

The City Council directed the Planning Commission to have a discussion on this matter and provide a recommendation to the City Council. The following information that was reviewed by the Planning Commission on August 13, 2025 to formulate a recommendation. Their recommendation is also noted below.

Background Information: The following non-residential/agricultural uses are permitted in the A-1 zone (Chapter 18.13, Section 18.13.08) subject to the approval of a conditional use permit (CUP):
 Public schools.
 Private schools providing education as required under the California State Education Code.
 Day nurseries or nursery schools.
 Public golf courses, tennis clubs, swimming clubs and other similar recreation facilities.

Page 118 of 122 ends

 Restaurants and other related facilities only when associated with and incidental to a golf course, tennis club, or other recreational facility. In granting a permit for such activities, the Planning Commission shall ensure, through the imposition of appropriate conditions, that no interference with the conduct of nearby residential uses occurs.
 Churches, temples or other places used exclusively for religious worship.  Public utility uses, both publicly and privately owned.  Governmental and civic uses.
 Hospitals, sanitariums, convalescent and rest homes.
 Clubs, museums and libraries.
 Institutions of a philanthropic nature.
 Athletic, sport and recreation uses.
 Small and large animal hospitals.
 Sales yards limited to agricultural commodities, livestock and farm implements.

With the absence of development standards specific to the uses listed above, the underlying standards (i.e., setbacks, building height, lot coverage, etc.,) intended primarily for residential and agricultural uses, are used to assess a CUP application.

The minimum setbacks in the A-1 zone are 25 feet for the front yard, 15 and 5 feet for the side yards, and 100 feet for the rear. The maximum lot coverage is 40 percent of the flat pad area, and the maximum building height is 2 1/2 feet or 35 feet, whichever is less.

As an example, a commercial hospital project would be allowed to propose a large building as long as it does not exceed a lot coverage of up to 40 percent of the flat pad area, and a building height of 35 feet. On a three acre site, this would translate into a 52,275 square foot building with up to 2 1/2 stories or 35 feet. A building of this size and bulk has the potential to negatively impact a residential neighborhood.

Planning Commission Recommendation: The Planning Commission recommended that the City Council consider and discuss the following:
 Because there is the potential for residential uses on all sides in the A-1 zone, the side yards of 15 and 5 feet could be increased to a minimum of 25 feet;  Building height could be reduced two stories or 25 feet;  Lot coverage could be reduced to a sliding scale depending on the lot size, or simply 25 percent of the total lot (regardless of the pad size);  Address the massing of the buildings, where there are no changes to the setbacks, building height, lot coverage, etc., but where a proposed project is broken up into smaller multiple buildings that don't exceed for example 10,000 square feet, and introduce a graduated setback depending on the height of the building; and
 It should be spelled out that the architecture should match the character of the neighborhood, for example in building stories and in building material.

Discussion by the City Council should include direction on whether or not to initiate a zone code amendment to establish appropriate development standards.
