SUBJECT:
Acceptance of Proposals, Approve Project Plans, Approve Appropriation of Funds, and Award Contract for the Moreno Arena LED Lighting Upgrades RECOMMENDATION:
Accept proposals, approve project plans, approve appropriation of funds, and award contract to RG General Engineering Inc. in the amount of $451,745; and authorize the City Manager to approve contract change orders up to 10% of the original contract.
SUMMARY:
The Moreno Arena LED Lighting Project, scheduled for construction from late November through December 2025, includes replacing the original high-bay lighting system with new energy-efficient LED fixtures and a touchscreen control system. The project also adds permanent vendor power pedestals on the south side of the arena to improve event support. A Request for Proposals was issued on June 30, 2025, with bids opened on July 30, 2025. On August 27, 2025, the Measure R Committee reviewed and recommended City Council approval of the additional funding needed to proceed.
BACKGROUND:
The existing lighting system at Moreno Arena is original to the facility and has exceeded its useful life. The high-bay fixtures currently in use utilize Metal Halide (MH) bulbs that are not energy efficient and require replacement more frequently than new Light Emitting Diode (LED) high-bay fixtures. New MH bulbs are becoming more costly and difficult to source since the market has turned to the use of LED's. One of the most pressing issues is the extended warm-up time required for the lights to fully illuminate, which poses visibility and safety concerns for both staff and attendees if the lights were to turn off during an event. These deficiencies, combined with growing operational costs, have made the need for a full system upgrade necessary. The Moreno Arena
LED Lighting Project was included in the FY 2026–30 Adopted Capital Improvement Project (CIP) Plan and, after delays related to scheduling, is now ready to proceed. To facilitate construction, the arena will be closed from late November through December 2025.
The project scope includes a full removal of the existing high-bay lighting fixtures and replacement with modern LED high-bay fixtures. These new lights will provide immediate, consistent illumination and significantly reduce energy consumption and maintenance demands. The project also includes removal of the current lighting control system and installation of a new touchscreen-based controller. The new system is designed to be intuitive and user-friendly, making it accessible not only to City staff but also to event clients. It will include lighting controls, remote access, and programmable settings to accommodate various event types and energy-saving needs. A key feature of the new system will be its ability to synchronize lighting effects with audio input, creating enhanced lighting experiences during events.
Another major component of the project is the installation of permanent vendor power pedestals along the south side of Moreno Arena, where no existing electrical infrastructure is available. These pedestals are used by all clients—food vendors, merchandise booths, production teams, and more—and are critical for supporting the wide range of events held at the facility. Currently, temporary power must be provided by trenching power lines from Clark Arena. This workaround presents numerous logistical and safety issues. Trenching introduces the risk of damaging underground utilities such as fiber optic cables or water lines and delays event setup. Additionally, trenching operations require that staff backfill the trenches and apply decomposed granite (DG) to the surface to eliminate tripping hazards and meet safety requirements.
This process is both labor-intensive and time-consuming. With event bookings increasing, the City does not have the staffing capacity to continue performing these manual, repetitive tasks without impacting other critical operations.
To address these challenges, staff issued a Request for Proposals (RFP) on June 30, 2025, through the PlanetBids Portal. Proposals were opened on July 30, 2025, and a total of seven proposals were received, with costs ranging from $394,500 to $865,633.
The proposals were evaluated against six listed criteria and assigning a point value to each up to the maximum points shown to the right of each criterion. The selected contractor with the highest score is awarded the contract.

RG General Engineering, Inc. was identified as the highest-scoring proposer, submitting a base bid of $451,745. Staff recommends the inclusion of a 10% contingency in the amount of $45,175, bringing the total project cost to $496,920. RG General Engineering, Inc. holds a valid Class A General Engineering Contractor’s License issued by the State of California and has partnered with a subcontractor, Electro Construction who has completed other commercial and public works projects for entertainment venues including Dodger Stadium.
The project was initially budgeted at $300,000; however, due to rising material and labor costs, the original allocation is no longer sufficient. On August 27, 2025, staff presented a request to the Measure R Committee for an additional appropriation of $196,920 to fully fund the project, that includes a 10% contingency. The Committee unanimously approved the additional funding, ensuring the project can proceed as planned.
The Moreno Arena LED Lighting Project is a long-overdue investment in core infrastructure that will improve safety, reduce energy consumption, and enhance the event experience for both clients and the public. The combination of upgraded lighting, modern control systems, and permanent power access will ensure Moreno Arena can continue to support a growing schedule of events while reducing the operational burden on City staff.
In accordance with Government Code Section 830.6, it is recognized that neither the City nor its employees shall be held liable for any injuries resulting from the approved design or plan of public property, provided the design has received prior approval from the appropriate legislative or discretionary authority and conforms to applicable standards. As such, it is further recommended that the City Council approve the project plans for the Moreno Arena LED Lighting Project.
FISCAL IMPACT:
The Moreno Arena LED Lighting Project (Project No. 54111.5) was approved as a Capital Improvement Project (CIP) in Fiscal Year 2025-26 in the amount of $300,000.
Measure R fund has an estimated FY 2025-26 fund balance of $802,700 available to fund the additional appropriation in the amount of $196,920. This funding ensures adequate coverage for the total project cost of $496,920 in Measure R Fund Account No. 132.940.43130.

STAFF REPORT
Date: September 3, 2025 Agenda Item:
6.A.
To: Honorable Mayor and City Council Members
From: Alma Robles, Community Development Director
Prepared By: Alma Robles, Community Development Director Department: Planning
SUBJECT:
2025 Annual Review of Accessory Building Regulations relating to Chapter 18.68 “Accessory Building Use Permits"
RECOMMENDATION:
Discuss and provide comments/direction on the annual review of Chapter 18.68.
SUMMARY:
In 2017, Chapter 18.68 – “Accessory Building Use Permits” was adopted into the Norco Municipal Code (NMC), establishing an application, review and approval process, and establishing regulations for accessory buildings on properties zoned for residential uses.
This discussion item is the required annual review of the Accessory Building Ordinance/Chapter 18.68. Any input and/or direction can be addressed accordingly.
BACKGROUND:
Chapter 18.68 makes provision for three categories of accessory buildings that consist of: a Large Vehicle Parking Building (maximum 1,000 square feet, but with an additional 400 square feet at a lower height), Animal keeping Shelters for Large Animals (depending on the number of animal units allowed on the property), and a category of All Other Accessory Buildings (such as workshops, small animal-keeping shelters, small garages etc., not to exceed 864 square feet).
Review of the Accessory Building Ordinance (Chapter 18.68) has been occurring every year since its adoption in 2017, and revisions have occurred in response to any matters/challenges that have surfaced along the way.
Attached for the City Council's review is the most recent version of Chapter 18.68 (ref.
Attachment A), which has been updated/amended as follows since its adoption in 2017.
In 2018, the mailing radius boundary was changed to 300 feet or to the distance needed to reach at least 25 property owners; the maximum size of a restroom was set at 50 square feet, and buildings 240 square feet or less and not taller than 14 feet were made exempt from having to go to the Planning Commission for review;
In 2019, a revision established the maximum allowed height of an RV garage at 18 feet regardless of the height of the associated residential structure. In addition, the definition for the building height was revised to read, “Building height is the vertical distance measured from finished floor to the highest point of the roof measured from the front (primary entry whether for vehicle or person) of the building”;
There were no changes in 2020, 2021 or 2022; and
In 2023, the provisions for the 1,000 square-foot large vehicle building and its additional 400 square feet for other use was amended to allow for creative building designs as long as they meet the established criteria. The provision for metal storage containers 240 square feet or less was added to Chapter 18.68, making them exempt from the requirement of a Conditional Use Permit (CUP) and Planning Commission review, but subject to criteria in Chapter 18.68.
Furthermore, Chapter 18.68 was amended to note that accessory buildings 120 square feet or less including metal storage containers, that do not require a building permit, are not subject to requirements of Chapter 18.68, however, in no instance shall these buildings be placed closer than five to the side or rear property lines, be closer than five feet to any other structure, nor shall they exceed a building side wall height of eight feet and an overall height of 14 feet to the roof peak.
In 2024, staff was directed to amend Chapter 18.68 as follows. A status of the amendments is also provided:
o Amend section 18.68.14 (Conditions Necessary to granting an Accessory Building Use Permit) to add a finding of approval that the following condition exists: granting of the proposed garage, barn, workshops etc., (non- habitable buildings regulated under Chapter 18.68), does not prohibit a future ADU that preserves the animal-keeping area and its access. Status - in progress
o Amend the provisions for a "Large Vehicle Parking Building" to be only allowing 1,000 square feet, eliminating the additional 400 square feet, and that a maximum dimension be established on one side of the 1,000 square-foot structure to be wide enough to accommodate an RV/large vehicle and not a living unit (resulting in a long and skinny building).
Status - in progress
o Amend Chapter 18.68 to centralized the location for the required Open Animal Keeping Area in Chapter 18.68 for all zones that allow animal keeping. Status - Complete
o Amend Chapter 18.68 to codify staff's policy of only allowing one building in each of the allowed categories of: Large Vehicle Parking Building, Large
Animal keeping Shelter, and all Other Accessory Buildings (such as workshops, small animal-keeping shelters, small garages etc.). Status - in progress
The amendments for 2024 were focused on how the City continues to protect and promote animal-keeping and agricultural uses, both today and into the future. 2025 Review: Review of the ordinance on a yearly basis typically consists of: a list of accessory buildings approved in a prior year, and a discussion on any issues resulting from the ordinance (since the last review in 2024) that may warrant amendments. This review/report is first presented to the Planning Commission and then to the City Council.
The Planning Commission reviewed this report on August 13, 2025. Approved Accessory Buildings in 2024: The following accessory buildings were approved in 2024:

Planning Commission: The Planning Commission had minimal comments, and just wanted to clarified that a wall separation is allowed between the 1,000 square feet and the additional 400 square feet for a proposed large vehicle parking building (only relevant until the Code changes to eliminate the 400 square feet).

This agenda item will not result in a fiscal impact.

development in an orderly manner with compatible uses and appearances of structures within and between zones and with the natural rural environment is necessary to maintain such historic and economic advantage, to stabilize, protect, and maintain property values, and to encourage permanence of desirable residential areas.
The purpose of the accessory building use permit is to review the location, architectural design, and/or conduct of certain land uses associated with accessory buildings in residential and agricultural zones. Accessory buildings and their associated uses can have a unique and distinct impact on the area and surrounding properties in which they are located, and thus require special review and conditions as needed. An accessory building use permit may be granted at the discretion of the Planning Commission, or City Council on appeal, whichever is the approving body, and is not the automatic right of any applicant.
Accessory buildings that are 240 square feet or smaller and not higher than 14 feet are exempt from having to be reviewed by the Planning Commission prior to the issuance of a building permit.
This provision shall include metal storage containers/cargo carriers 240 square feet or less, subject to the requirement of a building permit, subject to the requirements of Section 18.68.20(3)(c), (d), (f), and (i); and provided, that no more than one storage container is allowed per every 20,000 square feet.
Accessory buildings 120 square feet or less, including metal storage containers that do not require a building permit, are not subject to requirements of this chapter; however, in no instance shall these buildings be placed closer than five feet to the side or rear property lines, be closer than five feet to any other structure, nor shall they exceed a building side wall height of eight feet and an overall height of 14 feet to the roof peak. 18.68.04 Initiation.
An accessory building use permit may be initiated by the owner or owners (or their authorized agents) of property in the City, only where the proposed use is specifically authorized by the zoning that applies to the subject property. (Ord. 1019 Sec. 1, 2017)
18.68.06 Application.

RECOMMENDATION:
Adopt First Reading of Ordinance No. 1133, Amending Title 9, “FIREWORKS,” Section
9.20.020, “FIREWORKS PROHIBITED,” of the Norco Municipal Code to Prohibit Aerial Fireworks and Authorize Only Proximate Fireworks for Permitted Fireworks Displays Approved by the Fire Marshal's Office (Code Amendment 2025-04) SUMMARY:
Pursuant to the City Council’s unanimous direction on August 6, 2025, staff submits for approval an amendment to Norco Municipal Code Section 9.20.020 to prohibit aerial fireworks and limit permitted displays to proximate fireworks, subject to Riverside County Fire Marshal oversight. This amendment aims to enhance public safety, reduce disturbances, and preserve the City’s rural character.
BACKGROUND:
Norco Municipal Code Section 9.20.020, was originally enacted by Ordinance No. 1018, to prohibit the possession, use, sale, and discharge of fireworks within City limits, while providing limited exceptions for professionally permitted fireworks displays approved by the Fire Marshal's Office.
In response to community concerns related to public safety, noise impacts, and the preservation of Norco's rural character, the City Council unanimously directed staff to
amend Section 9.20.020 to prohibit aerial fireworks and restrict all permitted fireworks displays to proximate fireworks only.
The proposed ordinance introduces amendments to Section 9.20.020 of the Norco Municipal Code that:
Prohibit aerial fireworks, including their use in previously permitted professional displays;
Limit all permitted fireworks displays to proximate fireworks, which are designed for controlled environments with minimal fallout and lower auditory impact; Include definitions of “Aerial Fireworks" and “Proximate Fireworks" to support consistent application and enforcement.
Use Limitations - Proximate fireworks may be used only under the following conditions:
A Special Event Permit is obtained from the City of Norco; The display is approved by the Fire Marshal’s Office; All individuals or entities involved maintain appropriate state and local licenses.
Following adoption, staff will update public communications to reflect the amended ordinance provisions. Coordination with the Riverside County Fire Marshal’s Office will continue to ensure effective permit oversight and compliance. Community outreach efforts will be undertaken to inform event organizers and vendors of the revised fireworks regulations.
The proposed amendment to Norco Municipal Code Section 9.20.020 effectuates the City Council’s directive to prohibit aerial fireworks and limit permitted fireworks displays to proximate fireworks only. Formal adoption of this ordinance amendment will further safeguard public health and safety, minimize community disturbances, and preserve the unique rural character of the City of Norco.
FISCAL IMPACT:
There is no anticipated increase in City expenditures beyond existing budgeted resources for permit processing and enforcement related to fireworks regulation.
RELATIONSHIP TO STRATEGIC PLAN:
This agenda item is consistent with Strategic Direction No. 1, Public Health, Safety and Wellness"
