WHEREAS, since before 1950, and as more fully detailed in the staff report supporting the Equestrian Landmark designation, the City of Norco has expended significant resources building a city-wide infrastructure of trails, open space, and amenities to support its equestrian lifestyle, an equestrian lifestyle that has defined the cultural, social, and historic heritage of the city for over 75 years; and WHEREAS, Norco’s equestrian heritage remains an essential foundation of Norco’s cultural, social, and historic identity; and
WHEREAS, to honor and preserve the city’s agrarian heritage, rural atmosphere, and equestrian-oriented, animal-keeping lifestyle, the City Council adopted an Equestrian Historic District in October 2021; and
WHEREAS, Norco’s equestrian heritage depends on large, animal-keeping lots, equestrian trails, and open space; and
WHEREAS, the following properties exemplify and are essential to the City of Norco’s long established equestrian lifestyle: (1) all residential properties in the Norco Historic District, (2) all residential properties in the City of Norco that have a zoning designation that allows animal-keeping by right, (3) all trails in the City of Norco, and (4) all open space in the City of Norco (hereafter, cumulatively, “Equestrian Landmark Properties”); and
WHEREAS, the Equestrian Landmark Properties are eligible for designation as a cultural landmark and shall comprise that cultural landmark because the large, animalkeeping lots, equestrian trails, and open space retain their historic integrity from 1950 and prior when gentleman farmers set out to create an equestrian community and, as set forth in the RECITALS of this Ordinance and the staff report supporting this Ordinance, exemplify and reflect special elements of the city’s cultural, social, economic, political, aesthetic, engineering, architectural, and natural history; identify with persons and events significant in Norco local history; embody distinctive characteristics of the style, type, period and method of construction; have unique physical characteristics and views and vistas representing an established and familiar visual feature of the city; reflect distinctive examples of park or community planning; have yielded, or may be likely to yield, information important in history; and are at least 50 years old; and WHEREAS, the City of Norco has fought to defend its animal-keeping, equestrianoriented lifestyle since before the 1950s, and continuing to do so today, the City Council hereby desires to designate the Equestrian Landmark Properties as the “Equestrian Landmark” pursuant to Chapter 20.15 of the Norco Municipal Code.

NOW, THEREFORE, the City Council of the City of Norco does ORDAIN as follows:

Section 1: The RECITALS provided in this Ordinance are true and correct and are incorporated into the operative part of this Ordinance.

Section 2: There is hereby created and established the Equestrian Landmark. The Equestrian Landmark shall include all Equestrian Landmark Properties.

Section 3: The Equestrian Landmark shall not include any improvements on residential properties but shall apply to the real property of residential properties. As used in this Ordinance, “residential property” means any property in the City of Norco with zoning that allows both animal-keeping by right and a single-family residence to occur concurrently on the property.

Section 4: If any section, subsection, sentence, clause or phrase of this Ordinance is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed this Ordinance, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional.

Section 5: The City Council finds the adoption of this Ordinance is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

Section 6: This Ordinance shall take effect 30 days after its adoption by the City Council, and the City Clerk shall certify the vote adopting the Ordinance.

Introduced on November 5, 2025. PASSED, APPROVED, AND ADOPTED this ______ day of November, 2025 by the City Council of the City of Norco pursuant to the following vote:

STAFF REPORT
Date: November 5, 2025 Agenda Item:

6.C.

To: Honorable Mayor and City Council Members
From: Alma Robles, Community Development Director
Prepared By: Alma Robles, Community Development Director Department: Community Development
SUBJECT:

Appeal Hearing: An appeal by the property owner/applicant of the Planning Commission’s condition of approval for Site Plan 2023-10 (Albalos): A request to construct a detached 880 square-foot large vehicle garage with an attached 360 square-foot workshop at 1041 Canyon View Place, within the Norco Hills Specific Plan Zone. (APN 122-600-002).

RECOMMENDATION:

Approve Resolution 2025-70, approving Site Plan 2023-10, but without a condition requiring concealed/no exposed fasteners for the proposed building consisting of metal construction.

SUMMARY:

This is a property owner appeal of the Planning Commission's approval Site Plan 2023- 10, with the condition requiring concealed fasteners.

BACKGROUND:

On October 8, 2025, the Planning Commission heard Site Plan 2023-10 which was a request for approval of a detached large vehicle garage with an attached workshop consisting of metal material (Attachment A). After consideration of all written and oral public testimony, the Planning Commission approved the request via a unanimous vote, with an added condition requiring concealed fasters for the metal panels.

Following the approval, the applicant/property owner appealed the specific condition of concealed fasteners because of the substantial cost increase to make that change (estimated at $20,000 for re-engineering and panels that facilitate concealed fasteners), its not a specific requirement of the Code, and because this has not been required of residential projects in the past (Attachment B).

Page 156 of 209 ends

The appeal requires a public hearing before the City Council, which is the subject of this agenda item. To remove the condition for concealed fasteners, the City Council would need to approve a resolution for approval of the project without that specific condition, or the City Council can uphold the Planning Commission's approval with no changes (no resolution needed).

Staff is recommending that the City Council adopt a resolution for approval without the condition for concealed fasteners. A City Council resolution for approval has been attached which includes all of the Planning Commission's conditions, but without the condition for concealed fasteners.

Noticing: Notices of said appeal were mailed out to surrounding property owners within the required 600-foot radius with at least 40 properties notified as required for public hearings.

FISCAL IMPACT:

This agenda item will not result in fiscal impact.

RELATIONSHIP TO STRATEGIC PLAN:

This item is consistent with Strategic Plan direction #4 - Communication and Stakeholder Experience: Enhance the stakeholder experience, engage the community, and build brand awareness through proactive, effective and consistent communication.

STAFF REPORT
Date: October 8, 2025 Agenda Item:

4.D.

To: Honorable Chair and Commission Members
From: Alma Robles, Community Development Director
Prepared By: Erika Woods-Diaz, Associate Planner
Department: Planning
SUBJECT:

Site Plan 2023-10 (Albalos): A request to construct a detached 880 square-foot large vehicle garage with an attached 360 square-foot workshop at 1041 Canyon View Place, within the Norco Hills Specific Plan Zone. (APN 122-600-002).

RECOMMENDATION:

Planning staff recommends approval of Site Plan 2023-10 subject to the attached Conditions of Approval in Resolution 2025-23.

SUMMARY:

The request is to allow a large vehicle parking garage. The building has been analyzed in accordance with the criteria for “Large Vehicle Parking Building” under Chapter 18.68 – “Accessory Building Use Permit”.

BACKGROUND:

PROPERTY DESCRIPTION: The project site is an irregular-shaped parcel consisting of

1.1 acres (47,916 square feet), having a frontage on the southeast side of Canyon View Place of approximately 68.58 feet, and an overall maximum depth of 349.88 feet (ref.

Exhibit “A” – Location Map and Exhibit “B” – APN Map). The parcel is approximately 43% flat at 20,470 square feet of flat pad area. The lot coverage in the Specific Plan (Norco Hills) for accessory structures allows up to 30% of the pad area with about 1% coverage.

The property is developed with a 3,438 square-foot home with a 1,013 square-foot garage, an attached 1,881 square foot patio, and a movable chicken coop (ref. Exhibit “C” – Aerial and Site Photos). All existing structures have building permits. The table below summarizes the existing land uses, Zoning, and General Plan Designations of the subject property as well as the surrounding area.

CODE ENFORCEMENT: There are no active code cases for this property.

PROJECT DESCRIPTION: Said structure is proposed toward the rear northwest side of the property and will match the existing dwelling in colors (ref. Exhibit “D” Project Plans).

The proposed large vehicle garage consists of galvanized metal material with the primary color of light stone with roof and door color of coco brown. The window frames will be painted white to match the existing home. There is an existing 17 foot wide gate on the side of the house used to access the rear of the lot that provides flat access to the proposed large vehicle garage.

ANALYSIS: Residential accessory buildings that exceed 240 square feet require approval of an Accessory Building Use Permit by the Planning Commission. There are three categories of residential accessory buildings: 1) Large Vehicle Parking Building, 2) Animal-Keeping Shelters for Large Animals, and 3) All Other Accessory Buildings. This project is reviewed under the “Large Vehicle Parking Building” standards. The proposed structure meets all requirements of the Norco Municipal Code, as demonstrated in the table below.

Resident Appeal
Planning Meeting 10/8/25
Site Plan 2023-10
Resolution -Conditions of Approval 2625-23
Dear Planning Commission,
We appreciate you taking the time to hear our appeal. We would like to respectfully appeal a condition (added as #13- no exposed fasteners) which was added at the end of our Planning Commission meeting on 10/8/25. We have not yet received the letter with the formal language for the new condition, so we do not have any more formal language for #13 to list here.

In August 2623, over two years ago, we submitted an Application with the Planning dept for approval of a new RV garage and paid the application fee.

We decided to use a known company in Norco, United Carports, that already had one of their RV garages approved by the city of Norco (at 1964 Corona, Norco, corner of Corona and 2nd St). That RV garage is aesthetically pleasing and compliments Norco nicely. We used the same overall shape/appearance of that United Carport RV garage for our design to keep it as close to the Norco approved garage as possible in hopes of moving quickly through the approval process. Our RV Garage is larger than the one on Corona ave so as to fit our motorhome. The RV garage on Corona Ave which was approved by the city of Norco uses exposed screws/fasteners.

Erika with Planning was aware we were utilizing United Carport and the Engineering plans from United Carport were provided to her. The engineering plans cost us $3352.65. United Carport utilized their engineers to take Norco’s wind ratings into consideration when they designed the RV garage. The garage utilizes exterior exposed color matched screws. During this time period, Erika also requested we pick RV garage colors from the United Carport chart that resembled our dwelling, which we sent on 4/18/24. Erika even came to our home to view the backyard to make sure the RV garage was going on a flat area of the yard.

After 1.5 years, Erika told us that although our architectural plans were very good, the city preferred not to deal with homeowners' drawings, but rather wanted to have professionally drawn plans. Therefore, we hired a general contractor to take over the process. The general contractor sent the engineering plans from United Carport to a certified Architect who provided professional drawings for submission to the Planning Dept. These professional drawings were submitted to the Planning department on May 19, 2625. We then got set for the Planning Commission meeting on 16/8.

ATTACHMENT "B"

Page 183 of 209 ends

We appeared at the Planning commission meeting on 16/8. At that meeting a commissioner added on the new condition that there be "no exposed fasteners." Following the meeting we attempted to follow up with Erika to get an explanation of what ”no exposed fasteners" meant, however, she could only briefly discuss the issue, indicated the new condition only pertained to the panels and wind ratings, but was not a big deal and that she was needed inside the Planning commission meeting for other matters.

Unfortunately, as we were not fully aware of how or whether the new added condition (#13) had any effect on our engineering plans (prepared by United Carport and previously submitted to the city), I attempted to follow up with the Planning dept after our 16/8 meeting via emails. I received a phone call on 16/13/25 that notified us that the new condition ”no exposed fasteners” did in fact have a negative impact on our previously submitted engineering plans. We were told the new condition precluded the use of exposed screws, even if painted to match the structure. This is very detrimental to our Application submission as the United Carport engineer plans utilize exterior exposed screws that are painted to match the building. We were told that the new condition would require a different kind of RV build, called an Interlocking standing seam. We immediately called United Carport and asked about this other type of garage build and requested an estimated cost. United Carport provided a verbal estimate of 26,666, b
II We are respectfully appealing the addition of this new condition #13 (ie no exposed fasteners”) based upon the following:
1 We are not aware of any municipal code that requires the usage of an Interlocking standing seam build be utilized on a residential RV garage.

2. We are not aware of any municipal requirement that an RV garage not contain exposed screws.

3. The Engineering plans submitted by United Carport reviewed and considered the wind loads of Norco CA and planned their build accordingly. In fact, the engineering plans drafted by United Carport utilize 116 wind ratings which exceeds the Norco 162 requirements. Therefore the RV Garage as currently designed has mitigated the potential for "damage or prejudice to adjacent properties and/or detriment to the welfare of the community," as noted in Municipal Code 18.68.16 and therefore the condition of ”no exposed fasteners" is not necessary.

4. The imposition of this added condition would add $35,666 to the build cost, a significant amount that does not even take into consideration the raised costs due to the already lengthy two year plus process.

Page 184 of 209 ends

5. The city has already approved another RV Garage (Corona Ave/2nd st) built by United Carport, utilizing the exterior exposed screw/fastener build type, and that RV garage is very aesthetically pleasing and it compliments Norco. (Exhibit A)

6. The RV garage build that we are utilizing is using color matched exterior exposed screws which will enhance the look of the already professionally powder coated color matched siding (by United Carport) RV garage. The RV garage is also utilizing pretty windows to enhance the look of the RV garage to also make it aesthetically pleasing in Norco.(Exhibit B)

7. Finally, the addition of this new condition #13, negates 2 years of both our and Erika's time working to get our RV garage approved and built.

We would respectfully request that the new condition (#13, no exposed fasteners) be removed from the conditions list and that the Application be approved to move forward without said condition.

Thank you,
The Albalos Family

To: Honorable Mayor and City Council Members
From: Alma Robles, Community Development Director
Prepared By: Alma Robles, Community Development Director Department: Community Development
SUBJECT:

Appeal Hearing: An appeal of the Planning Commission’s approval of Accessory Building Use Permit 2024-12 (Rico): A request to legalize a 3,229 square foot six-stall horse barn with supported overhang and feed area, and to legalize a detached 800 square foot storage garage at 310 Filly Lane, within the A-1-20 (Agricultural, LowDensity) Zone. APN: (153-051-004).

RECOMMENDATION:

Approve Resolution 2025-71, upholding the Planning Commission's approval of Accessory Building Use Permit 2024-12, with additional clarifying conditions.

SUMMARY:

This is an appeal of the Planning Commission's approval of Accessory Building Use Permit 2024-12.

BACKGROUND:

The Planning Commission heard Accessory Building Use Permit 2024-12 on October 8, 2025, for the approval of two accessory buildings that were constructed without permits (Attachment A). After consideration of all written and oral public testimony, the Planning Commission approved the request via a 4-0-1 vote (Commissioner Fiore abstained).

Following the approval, the City Council appealed that determination noting that conditions were missing for penalties for construction without permits (CWP) that is double the cost of the building permit fees and that noted the prohibition of the outdoor storage of commercial material and equipment.

The appeal requires a public hearing before the City Council for a final determination, which is the subject of this agenda item. Following the City Council's review and consideration of the background information related to Accessory Building Use Permit 2024-12, the City Council can determine to: uphold the Planning Commission's approval

Page 186 of 209 ends

with no changes (no resolution needed); deny the project (a resolution with stated findings for denial would be brought back at the next Council meeting); or can approve the project with additional conditions by adopting a City Council resolution.

Staff is recommending that the City Council approve Accessory Building Use Permit 2024-12, with the followings additional conditions:
 The property owner is subject to a penalty that is double the cost of the original building permit(s), for failure to obtain building permit(s) before commencing work (construction without permits - CWP) on the subject buildings; and  The outdoor storage of commercial material and equipment is not allowed.

Outdoor storage of this nature shall be removed from the property within 10 days of this approval.

A City Council resolution for approval has been attached which includes all of the Planning Commission's conditions and with the additional conditions noted above.

Planning Commission

STAFF REPORT
Date: October 8, 2025 Agenda Item:

4.A.

To: Honorable Chair and Commission Members
From: Alma Robles, Community Development Director
Prepared By: Erika Woods-Diaz, Associate Planner
Department: Planning
SUBJECT:

CONTINUED ITEM: Accessory Building Use Permit 2024-12 (Rico): A request to legalize a 3,229 square foot six-stall horse barn with supported overhang and feed area, and to legalize a detached 800 square foot storage garage at 310 Filly Lane, within the A-1-20 (Agricultural, Low-Density) Zone. APN: (153-051-004).

RECOMMENDATION:

Approve Accessory Building Use Permit 2024-12 subject to the attached Conditions of Approval on Resolution 2025-20.

SUMMARY:

The request is to allow the legalization of two detached structures, a 3,229 square foot six-stall barn with a supported overhang and an attached feed area, and a 800 square foot storage garage at APN 153-051-004. The building has been analyzed in accordance with the criteria for “Large Animal Building” and "Large Vehicle Accessory Building" under Chapter 18.68 – “Accessory Building Use Permit”.

This item was on the Planning Commission agenda of September 10th, 2025, where the item was heard, but continued to the meeting of October 8, 2025, with direction that the applicant provide updated project plan to reflect the correct building facade architectural plans.

BACKGROUND:

The project site is a rectangular-shaped parcel consisting of 1.81 acres (78,843 square feet), having a frontage on the south side of Filly Lane, a private street, of about 143.29 feet, and a depth of about 555 feet (ref. Exhibit “A” – Location Map and Exhibit “B” – APN Map). There is a 20 foot private horse trail easement along California Avenue with a 25 foot private road easement on Filly Lane included in the total lot area. The subject parcel is primarily flat with a flat pad area of about 78,843 square feet. The historical drainage pattern for the subject parcel occurs from the east to the west side of the lot.

ATTACHMENT "A"

Page 193 of 209 ends

The property is developed with a 2,880 square foot two-story home, a 588 attached garage, a 602 square foot gazebo, and a 1,344 square foot pool with the required fivefoot coping. In addition, seeking legalization are the unpermitted 3,229 square foot sixstall barn and 800 square foot storage garage area (ref. Exhibit “C” – Aerial and Site Photo). The proposed lot coverage calculated with all existing structures on site is approximately 12-percent. The table below summarizes the existing land uses, Zoning, and General Plan Designations of the subject property as well as the surrounding area.

CODE ENFORCEMENT: There is an active code case for the unpermitted storage garage area on the subject site. During review, the six-stall barn and feed area were also unpermitted and in need of legalization. Accessory Building Use Permit and approval of the structures by the Planning Commission is the first step towards compliance.

PROJECT DESCRIPTION: The applicant is proposing to legalize an animal keeping barn with six-stalls, roof overhang, and an animal feed area consisting of 3,229 square feet of covered area, as well as an 800 square foot garage used for the storage of animal supplies (ref. Exhibit “D” Project Site Plans). An animal keeping area is provided to the rear of the property adjacent to the barn and is accessed through a 15’ wide opening from the front east side of the property.

The project was presented to the Planning Commission on September 10, 2025. During discussions, a concern was raised regarding the design of the animal keeping structure and the need for existing facade to match the existing building. This item was continued to October 8, 2025, meeting, to allow the applicant to update the facade of the animal keeping structure> The Project Plans have been updated and designed with the existing facade (ref. Exhibit "D" updated Project Plans).

APPLICATION INFORMATION FOR ACCESSORY BUILDINGS

CATEGORY DESCRIPTION WHAT IS THE IMPACT
Grading
How many cubic yards of soil
will need to be moved in the
preparation of a pad site?
Minimal. Less than 60
cubic yards of soil has
been or will be moved
since the buildings are/will
be placed on relatively flat
land. Moving 60 cubic
yards or more will require a
grading permit.

Drainage
What is the existing drainage
pattern and how will the
building impact that flow?
Minimal. With the subject
barn and garage, the
drainage must and will
emulate existing drainage
pattern.

Animal Keeping Area
Rectangular in shape,
minimum 65 feet on any side.

Equal to 576 square feet per
animal unit allowed (20 animal
units allowed)
None. A minimum of
11,520 square feet is
required and 12,096
square feet is provided.

View
Does the location for size of
the proposed building
negatively impact the view of
adjoining properties?
Minimal. Based on the
proposed maximum
heights of the structures it
is roughly the same height
as the surrounding
buildings and will therefore
not impact any views.

PROJECT REVIEWS: Architectural Review Sub-Committee (ARC) reviewed the proposed structures. One member just wanted to confirm the design was the final version. The most recent design is attached.
