Mayor Grundmeyer recessed to closed session at 4:31pm.

RECONVENE PUBLIC SESSION
Mayor Grundmeyer reconvened the meeting at 5:01pm.
REPORT OF ACTION(S) TAKEN IN CLOSED SESSION
City Attorney Brennan stated there were no actionable items to report.
1. PUBLIC COMMENTS
This is the time when persons wishing to address the presiding governmental body regarding the Consent Calendar or other items within the subject matter jurisdiction of the legislative body, but not separately agendized, may be heard. Please submit a speaker card to the Meeting Clerk. Please limit comments to three minutes or less. The Ralph M. Brown Act limits the governmental body’s ability to respond to comments on non-agendized matters at the time such comments are made.
The governmental body shall not discuss or act relative to any public comments on non-agendized matters.
2. BUDGET WORKSHOP

2.A. Discussion of Preliminary Fiscal Year 2026-2027 Operating and Capital Improvement Program Budgets
Discussion of the Preliminary Fiscal Year 2026-27 Operating and Capital Improvement Program Budgets and provide feedback to staff.
Finance Director Joshua Calhoun presented the 2026-27 Operating and Capital Improvement Program Budgets.
Deputy City Manager Hamilton and Battalion Chief Anderson discussed the Riley Gym door replacement information.
Council Member Newton wanted to learn more about the fire doors written into the budget and discussed the Riley Gym Door Replacement budget, security system upgrade, and said he is a hard no for the Ingalls Event Center Master Plan.
Council Member Sullivan also discussed the Ingalls Event Center Master Plan.
Mayor Pro Tem Bowen discussed the Riley Gym Doors and the cost of installation. He visited with City Manager Free and said he understands why the cost is high. Doors are cheap but expensive to install. Echoed Council Member Newton with the Event Center Master Plan.
Council Member Bash emphasized that staff is expected to do the impossible and expressed appreciation for all that City Manager and staff are doing.
Mayor Grundmeyer called a 5-minute recess break at 5:42pm.
Mayor Grundmeyer reconvened the meeting at 5:47pm.
Council Member Bash would like to explore AI technology License plate readers and drones.
City Manager Lisette Free said she would investigate shared hubs as other law enforcement facilities are beginning to do.
Council Member Newton asked about Storm Drain Improvements with regards to a catch basin.
Mayor Pro Tem Bowen asked how many houses would be affected by sewer projects.
Council Member Newton asked if there was a way to find out how many homes on Hamner paid cash in lieu and asked what we collected in a class action lawsuit.

Public Works Director Nelson and Finance Director Calhoun agreed that we have received some funds but want to confirm what they are able to use according to the terms of the lawsuit.
Mayor Grundmeyer emphasized she wants to see the true numbers along with a solution to the issue. She expressed frustration with not having a balanced budget.
