timelines; additionally, the Mayor expressed strong concern over clerical inaccuracies in the staff packet and objected to the last-minute introduction of a $297 million unfunded capital improvements list without prior printed materials.
Council Member Greg Newton questioned Public Works on a scope change for the Norco Elementary project, confirming that replacing interlocking pavers with stabilized DG would save $50,000–$65,000; challenged the Sheriff Substation’s $800-per-week janitorial cost as inefficient and supported issuing a public RFP within six months; and directed staff to consider using the $800,000 modular replacement fund to build a permanent facility for park crews at Nelly Weaver Hall as a practical alternative to a $15 million yard relocation.
Mayor Grundmeyer called a 5 minute recess at 5:09 pm.
Mayor Grundmeyer called the meeting back into session at 5:14 pm.
Finance Director Joshua Calhoun presented a master list of future capacityexpansion infrastructure projects totaling $297 million over a 25-year window to establish a legal nexus for an upcoming Development Impact Fee (DIF) Study.
Kevin Bash reiterated the importance of maintaining the City’s long-term fiscal safeguards, emphasizing that both the pension rate stabilization reserve and the retiree medical (OPEB) trust fund must remain fully protected to ensure ongoing financial stability. Bash also commended Norco’s distinctive partnership with the local Sheriff’s substation, noting the value of preserving the specialized contract structure originally established by Ross Cooper. In coordination with Public Works staff, Bash reviewed current regional infrastructure timelines, including updates on the “Holly Hydrant” pipeline easement negotiations, and confirmed year-round state funding support for Cal Fire Station 6.
Council Member Fia Sullivan requested operational clarity regarding specialized maintenance standards at the Sheriff's substation, questioning whether the contract explicitly forces full, deep chemical sanitization protocols for the holding cells.
