City Council Agenda Report
July 5, 2023
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Mario Mera, Engineering Division Manager
SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR PROJECT NO. 7232, TRAFFIC SIGNAL

IMPROVEMENTS ALONG ALONDRA BOULEVARD BETWEEN HOME DEPOT DRIVEWAY AND SHOEMAKER AVENUE (FEDERAL PROJECT NO. HSIPL- 5347(042)); AND PROJECT NO. 7234, TRAFFIC SIGNAL IMPROVEMENTS

ALONG STUDEBAKER ROAD BETWEEN KENNY STREET AND ROSECRANS AVENUE (FEDERAL PROJECT NO. HSIPL-5347(044))
Background:

The two subject traffic signal improvement projects: 1) the Alondra Boulevard Project, and 2) the Studebaker Road Project, will effect upgrades traffic signal hardware, install new pedestrian countdown signal heads, install American with Disabilities Act (ADA) compliant curb ramps, update the signal timing coordination at specific locations along the entire corridors, and coordinate with Southern California Edison for required meter relocations. Currently construction contracts for both projects have been executed and are ready for the issuance of Notice-To-Proceed (NTP) directives to start the construction Work for both projects.

The solicitation and procurement of Construction Management (CM) & Construction Inspection (CI) services were administered in accordance with Caltrans Local Assistance Procedures Manual requirements. In March 2022, the City advertised Request for Proposals for the City’s procurement of CM & CI services for the two projects. The City received proposals from five firms which were then evaluated based on qualifications, proposed teams, project experience, and detailed work plans. Subsequently, the following three firms were deemed responsive and interviewed:

1. Transtech Engineering 2. FCG Consultants (FCG) 3. Z&K Consultants

Page No. 2

3 After the interviews, the committee selected FCG. However, prior to the official start of construction, the City terminated its agreements with FCG for convenience in accordance with the terms and conditions of the contracts for both projects (City Projects No. 7232 and No. 7234). In the best interest of the City, staff recommends procuring the services of Transtech Engineering (Transtech) for the delivery of CM & CI services for both of these projects.

Transtech’s original fee proposals for CM & CI services for each of the two projects was $221,435 (each), for a total cost of $442,870. Engineering staff in coordination with Caltrans clarified the work scope as well as the complexities of each of the projects. In order to create increase efficiencies of the delivery and achieve cost savings of these professional services, staff executed both of these similar projects, designed by the same engineering firm, simultaneously. Performing the work for both projects with the same proposed team will achieve an economy of scales that will greatly benefit the City. Staff in coordination with Caltrans was successful in negotiating a revised fee with Transtech, which resulted in a $125,308 (28%) total cost reduction and agreed costs for the CM & CI services as follows:
$159,585 for Project No. 7232, Alondra Boulevard; and
$159,977 for Project No. 7234, Studebaker Road;
CM & CI services are anticipated to resume upon execution of Professional Services Agreements with Transtech. To ensure Transtech work progress is acceptable and resolution of conflicts are timely, the firm will be monitored under the City Engineer direction through the Engineering Division Staff to protect the City’s interests.

Fiscal Impact:

The projects are fully funded through approved and available Highway Safety Improvement Program (HSIP) and Measure M proceeds. No General Fund monies are used for these projects. Execution of these agreements will result in a total cost savings of HSIP Funds in the amount of $181,559, which may be reprogrammed.

Damian Rosales, Special Projects Coordinator
SUBJECT: PROJECT NO. 7236 - AWARD OF CONTRACT FOR 166TH STREET IMPROVEMENT PLANS, ENGINEER’S REPORT NO. 23-09
Background:

The cities of Norwalk, Artesia and Cerritos will be cooperatively pursuing street improvements along 166th Street between Pioneer and Norwalk Boulevard. The project will upgrade the current 2-lanes in each direction configuration to meet “complete streets” configuration and includes traffic calming measures. The improvements will yield a single through lane in each direction; a painted center median area with left-turn pockets to reduce left-turning movement conflicts. Bike lanes will be installed on both sides for the project segment and current red curb areas will be reduced.

The work scope consists of crack seal/fill, slurry seal and pavement marking restoration as indicated on the plans. Crosswalks will be upgraded to the current continental standard where applicable for enhanced pedestrian safety. All other unaffected pavement markings will be restored.

On June 2, 2023, the City advertised the project for competitive bids and on June 19, 2023 three (3) bids were received with the results tabulated below. Pricing submitted by bidders was based on estimated units of quantities provided by the City.

SUBJECT: PROJECT NO. 7520 – BLOOMFIELD AND HARVARD SEWER LIFT STATION

UPGRADES - AWARD OF CONTRACT FOR CONSTRUCTION

IMPROVEMENTS
Background:

On May 10, 2023, staff advertised a Notice Inviting Bids for City Project No. 7520, Bloomfield and Harvard Sewer Lift Station Upgrades. The purpose of this project is to rehabilitate two existing sewer lift stations, and one adjacent sewer manhole at each location. The two lift stations and manholes are located near the intersections of Bloomfield Avenue and Molette Street and Harvard Drive and Gridley Road. The main project components include resurfacing and new protective coating for all walls, ceilings, piping, and floors of both lift stations and the two adjacent manholes. Industrial epoxy used for coating protects concrete and brick sewer system facilities from corrosive and abrasive operating environments. In addition to new protective coating, the Bloomfield Avenue and Molette Street lift station will have its deteriorated vault doors replaced.

On May 23, 2023, two contractors and one materials supplier attended the City’s pre-bid meeting that included a site visit at both lift station locations. On June 7, 2023, the City received one responsive, responsible bid from Sancon Technologies, Inc. (Sancon) for $339,800.

City staff reviewed the bid for accuracy, costs, contractor experience, work on similar projects, and references. Sancon has recently completed similar projects for the Cities of Oceanside, Torrance, and Chino. As a result, staff recommends awarding the project contract to Sancon of Huntington Beach, California based on their bid and qualifications.

The following is a breakdown of the project’s estimated total cost. Total project costs will include a separate contract for project management and inspection, and City staff involvement:

Total Estimated Cost: $ 397,566
If awarded, staff estimates construction to start in early August of 2023. The contractor will have 30 working days from issuance of the Notice to Proceed to complete the project.
