PAYROLL FOR THE PERIOD JULY 23, 2023 – AUGUST 5, 2023 - City Council approved gross payroll in the amount of $1,284,555.95; the payroll check numbers 37978 - 37984 and the voucher numbers 321734 – 322322 in the total net amount of $973,234.94 for the pay period July 23, 2023 – August 5, 2023. 630

ORDINANCE NO. 23 -1742 – AMENDING CHAPTER 9.30 – SPEED CONTESTS OR EX HIBITIONS OF SPEED TO TITLE 9 OF THE NORWALK MUNICIPAL CODE TO AUTHORIZE THE SEIZURE AND FORFEITURE OF NUISANCE VEHICLES - City Council accept ed for second reading and adopt ed Ordinance No. 23 -1742, AN ORDINANCE OF THE CITY OF NORWALK AMENDING CHAPTER 9.30 (“SPEED CONTESTS OR EXHIBITIONS OF SPEED”) OF TITLE 9 (“PUBLIC PEACE, MORALS AND WELFARE”) OF THE NORWALK MUNICIPAL CODE TO AUTHORIZE THE SEIZURE AND FORFEITURE
OF NUISANCE VEHICLES USED IN THE COMMISSION OF SPEED CONTESTS AND EXHIBITIONS OF SPEED. 735
6. AGREEMENT - PRODUCTION OF THE CITY’S MONTHLY NORWALK NOW NEWSLETTER PUBLICATION - City Council approve d an agreement with InterGraphics Company, in the amount of $66,180 from September 1, 2023 through August 31, 2024 for the printing of the City's newslette r publication and authorize d the City Manager to execute the agreement and any amendments provided there is funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
7. RESOLUTION NO. 23 -49 – BUDGET AMENDMENT – FEDERALLY FUNDED PROJECTS and APPROVAL OF AMENDMENT NO. 3 - FUNDING ADMINISTRATION SERVICES AND LABOR COMPLIANCE SERVICES FOR FEDERALLY FUNDED PROJECTS - City Council:
a. adopted Resolution No. 23 -49, A RESOLUTION OF THE C ITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET TO
APPROPRIATE PROPOSITION C FUNDS FINANCING ADMINISTRATION SERVICES FOR FEDERAL FUNDED PROJECTS, in the amount of $312,000; and
b. approved Amendment No. 3 with Avant-Garde to provide administration and labor compliance services in the amount of $312,000 for the Federally funded projects listed in Attachment No. 3; and authorize d the City Manager to execute the amendment provided there is funding in the bud get, on behalf of the City, in a form approved by the City Attorney. 610/1005-06
*Councilmember Perez abstained from taking action on the following item due to a potential conflict of interest of property ownership within 500’.
8. PROJECT NO. 7929.2 - RESOLUTION NO. 23 -50 – BUDGET AMENDMENT, AWARD OF CONTRACT
AND CONTRACT AMENDMENT FOR CONSTRUCTION AND CONSTRUCTION SUPPORT SERVICES FOR LOCAL STREETS REHABILITATION PROGRAM PHASE 2 – ZONE 19, ENGINEER’S REPORT NO. 23-13 - City Council:
a. adopted Resolution No. 2 3-50, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET TO APPROPRIATE MEASURE M AND MEASURE R FUNDS TO PROJECT NO. 7929.2 – LOCAL STREETS REHABILITATION PROJECT PHASE 2 ZONE 19, in the amounts of $142,456 and $304,267, respectively; and
b. awarded a contract to All American Asphalt in the amount of $4,195,195 with up to a 10% contingency for construction of Project No. 7929.2, roadway surface improvements for Zone 19; and authorize d the City City Council, August 15, 2023 Page 3 of 3
Manager to execute the contract and any amendments within the 10% contingency if necessary, on behalf of the City, in a form approved by the City Attorney; and c. approved Amendment No. 3 for Project No. 7928 with Willdan Engineering to add Constructio n Management & Inspection services for Project No. 7929.2 in the amount of $209,760; and authorize d the City Manager to execute the amendment on behalf of the City, in a form approved by the City Attorney. 610/1005-04-7929
9. PROJECT NO. 7928.2 - RESOLUTION NO. 23 -51 – BUDGET AMENDMENT FOR LOCAL STREETS REHABILITATION PROGRAM – PHASE 2 ZONE 8, ENGINEER’S REPORT NO. 23 -15 - City Council adopted Resolution No. 23 -51, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCA L YEAR 2023/24 ADOPTED BUDGET TO APPROPRIATE STREET RENOVATION FUNDS TO PROJECT NO. 7928.2 – LOCAL STREETS REHABILITATION PROJECT PHASE 2 ZONE 8, in the amount of $390,000. 610/1005-04-7928

PROJECT NO. 7927.2 - RESOLUTION NO. 23 -52 – BUDGET AMENDMENT FOR LOCAL STREETS REHABILITATION PROGRAM – PHASE 2 ZONE 3, ENGINEER’S REPORT NO. 23 -14 - City Council adopted Resolution No. 23 -52, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET TO APPROPRIATE STREET RENOVATION FUNDS TO PROJECT NO. 7927.2 – LOCAL STREETS REHABILITATION PROJECT PHASE 2 ZONE 3, in the amount of $2,112,000. 610/1005-04-7927
