REPORT NO. 23-22
Background:

On August 7, 2023, City staff advertised for the Speed Feedback Sign Improvements. Work includes for supply and installation of four speed feedback signs at the intersection of Excelsior Drive and Bloomfield Avenue.

On August 28, 2023 one bid was received with the following result:

Ranking Contractors Bid Amount
1 Sterndahl Enterprises LLC $96,000
After review, the City Engineer elected to re-bid the project due to the single bid being 56% above the engineer’s estimate and a lack of bids received for this project.

On October 16, 2023, staff re-advertised the subject project and on November 13, 2023 received two bids as shown:

2 Sterndahl Enterprises LLC $96,000
The Engineer’s Estimate for the project is $53,500.

Staff reviewed the bids, evaluating accuracy, costs, experience, and references. As a result, staff recommends awarding the project to the apparent lowest responsible and responsive bidder, Select Electric, Inc. (contractor), based on their pricing and qualifications.

Inspection support services shall be provided by Onward Engineering. The inspector will ensure the contractor performs the work in compliance to the contract plans and specifications.

The budget for construction and inspection services is as follows:

Construction: $64,720
