Capital improvement and operational projects (CIP) currently in progress requires California Environmental Quality Act (CEQA) clearance, design/review, and construction efforts. Private development projects require plan check of proposed design of off-site improvements and anything that provides services to the public. The previous and current ongoing projects and programs also require traffic engineering review and oversight. These projects typically entail traffic signal improvements; ongoing management of the City adopted speed hump program; the on-going citywide multi-faceted traffic and related requests; all of which require review, analysis, and technical responses. This represents just some of the responsibilities and projects traffic engineering and related work items routinely address. There have also been a few large traffic signal improvement projects in progress during the past five years requiring Willdan’s technical expertise such as Project No. 7933 – Excelsior Drive Striping Modifications and Project No. 7236 - Traffic Signals at 166 th Street and Clarkdale Avenue. These projects are federally funded through the Highway Safety Improvement Program. It is essential to maintain Willdan’s involvement, as they have been vital to traffic engineering review, consulting, advising, and providing recommendations for CIP projects.

Serving as the City’s Traffic Engineer, Willdan has been essential in traffic and various engineering capacities, for the review of and recommendations for many projects that are occurring throughout the City to insure impacts are identified, addressed and mitigated.

Currently, Joanne Itagaki from Willdan Engineering has been serving in the capacity of Deputy Traffic Engineer. Ms. Itagaki has served the City of Norwalk through Willdan Engineering as Deputy Traffic Engineer for over 13 years. Ms. Itagaki has tendered her retirement effective December 15, 2023. Willdan proposed to assign Reggie Greene to assume the role of Deputy Traffic Engineer.

To acquire new consulting services, the procurement process normally calls for solicitation of a Request for Proposal (RFP). This is typically a four to six month process to solicit, review, analyze, award and engage these professional services. A six-month extension of these services would provide staff the time necessary to conduct new solicitation for the traffic engineering services. Based on the above information and review by staff, extending the traffic engineering services with Willdan for six months in Fiscal Year (FY) 2023/24 allows for CIP projects progress to continue; allows for the City’s adopted neighborhood traffic management program to continue, grow, and adapt; and provides City staff adequate time for the RFP process to reacquire traffic- engineering services. Staff recommends extending the existing traffic engineering services contract with Willdan for six months in FY 2023/24 to maintain continuity and proper coordination of the provided traffic engineering services to the City. Services provided will be managed through the City Engineer’s office and appropriate staff.
