MINUTES OF SPECIAL MEETING
NORWALK CITY COUNCIL
NORWALK, CALIFORNIA
DECEMBER 12, 2023
Mayor Valencia called the hybrid special meeting to order at 6:12 p.m. in the Council Chambers, 12700 Norwalk Boulevard, Norwalk, California, and via videoconference pursuant to Assembly Bill 361. Responding to roll call were Councilmembers Ayala, and Perez, Vice Mayor Rios , and Mayor Valencia in person. Councilmember Ramirez arrived after roll call. Also present were Jesus M. Gomez , City Manager ; Gloria V.
Ramirez, Deputy City Attorney; and Theresa Devoy, City Clerk.
The invocation was delivered by Pastor Arthur McKibben, La Mirada Church of Nazarene, followed by the flag salute, led by Young Marine Lance Corporal Baca.
PRESENTATIONS TO OUTGOING MAYOR
OUTGOING MAYOR’S COMMENTS
Mayor Valencia recognized former Mayors, dignitaries, advisory body commissioners, family, friends, and residents in attendance, and thanked all for their efforts and support throughout the year. She expressed gratitude towards all those who presented. A brief video was shared highlighting the City’s accomplishments over the year.
COUNCILMEMBER COMMENTS
Councilmembers Ayala, Perez, Ramirez, and Vice Mayor Rios thanked their families, friends, dignitaries, residents and staff for their supp ort; expressed that they were looking forward to the achievements for the upcoming year ; and thanked the Mayor for her year in leadership.
CITY COUNCIL REORGANIZATION
The City Clerk declared that nominations were in order for a member of City Council to serve as Mayor for the upcoming year. Mayor Valencia moved and Councilmem ber Perez seconded to nominate Vice Mayor Rios to serve as Mayor for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:
AYES: Councilmembers Ayala, Perez, Ramirez, Vice Mayor Rios, and Mayor Valencia
NOES: None
ABSENT: None
Mayor Rios opened nominations for a member of the City Council to serve as Vice Mayor for the upcoming year. Councilmember Perez moved and Councilmember Minutes of the Special Meeting

2 Valencia seconded to nominate Councilmember Ayala to serve as Vice Mayor for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:

INCOMING MAYOR’S COMMENTS
Mayor Rios thanked her colleagues, friends, family, staff, and residents for their support; introduced her family; and outlined her goals for her term of office as Mayor.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 8:01 p.m.
