TO: Honorable City Council

BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Mario Mera, Engineering Division Manager
Damian Rosales, Special Projects Coordinator
SUBJECT: PROJECT NO. 7236 - ACCEPT WORK FOR 166TH STREET IMPROVEMENT PLANS - ENGINEER'S REPORT NO. 23-21
Background:

The cities of Norwalk, Artesia, and Cerritos cooperatively pursued street improvements along 166th Street between Pioneer and Norwalk Boulevards. On July 5, 2023, City Council awarded a contract to Roy Allan Slurry Seal, Inc. ($295,786) and included a contingency of $29,579 for the subject project.

The project upgraded the 2-lanes in each direction to meet “complete streets” configuration and included traffic calming measures. The improvements yielded a single through lane in each direction and a painted center median area with left-turn pockets to reduce left-turning movement conflicts. Bike lanes were installed on the north and south side of 166th Street and red curb areas were reduced. Additional work ($3,938.12) was required to properly paint the pedestrian crosswalks. Final project costs are $299,724.12.

The project was completed satisfactorily in compliance with approved plans and specifications on November 28, 2023.

Fiscal Impact:

The project was funded utilizing $316,767 Measure R Local Return and $23,598 Measure M Local Return funds included in the Fiscal Year 2023/24 budget. No general funds were used for the project. Unexpended funds are available for reprogramming.
