AGENCIES AND ADVISORY BODIES
Background:
Each year following reorganization of City Council, the Mayor nominates members of City Council to serve as the City’s representative to various organizations, subject to the confirmation of the City Council. However, the Fair Political Practices Commission (FPPC) adopted a rule (Regulation 18702.5) that states it is a disqualifying conflict of interest for a council member to participate in decisions to appoint themselves to serve as the City representative to those organizations that provide a stipend or other compensation unless the City posts on its website a form (Form 806) provided by the FPPC that includes: (a) a list of each appointed position eligible for a stipend; (b) the amount of the stipend for each position; (c) the public official’s name who has been appointed to the position; (d) the name of the public official, if any, who has been appointed as an alternate; and (e) the term of the position.
Based on the Mayor’s nominations, the form has been posted as required by the FPPC on the City’s website prior to this meeting in accordance with the FPPC Regulation and the instructions that accompany the form. Should City Council decide to nominate another member not on the Mayor’s nominating list, the person who is nominated may not participate in the vote and is required to leave the room during that appointment. The organizations that provide compensation are indicated by an asterisk (*).
