SUBJECT: RESOLUTION NO. 24-05 - AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET TO APPROPRIATE HIGHWAY SAFETY
IMPROVEMENT FUNDS TO HIGHWAY SAFETY IMPROVEMENT PROGRAM CYCLE 6 – PROJECT NOS. 7228, 7229, AND 7230
Background:
The City has three projects currently in the construction close-out phase which are currently funded partially with Federal funds under the Highway Safety Improvement Program Cycle 6 (HSIP6). The work scopes include improvements to traffic signal hardware, installation of new pedestrian countdown signal heads, fiber optic interconnects, updates to signal timing coordination, and access curb ramp upgrades that are compliant to current American with Disabilities Act (ADA) standards. During the construction contracts close-out for the three projects funding gaps between the HSIP6 authorized amount and the final costs for construction were identified. The funding gaps were originally funded with Measure M, Measure R, and Proposition C funds. The City requested and Caltrans approved additional HSIP6 funding to cover the gaps between the previously authorized HSIP6 funds and the final costs of construction for the three HSIP6 projects. Unexpended Measure M, Measure R, and Proposition C funds previously encumbered for these projects will be unencumbered and made available for use on other CIP projects. The three project locations are as follows:
•Project No. 7228: Rosecrans Avenue between Studebaker Road and Carmenita Road •Project No. 7229: Studebaker Road between Rosecrans Avenue and Alondra Boulevard •Project No. 7230: San Antonio Drive / Norwalk Boulevard between Rosecrans Avenue and Civic Center Drive; Civic Center Drive between Norwalk Boulevard and Bloomfield Avenue
