SUBJECT: AGREEMENT FOR IMPLEMENTATION AND ADMINISTRATION OF USED OIL
AND BEVERAGE CONTAINER RECYCLING PROGRAMS
Background:
Since 2011, the City has utilized the services of an environmental consultant to assist with the used oil and beverage container recycling grant program. The City had previously contracted with Kevin Sales from KJ Services to assist with managing the California’s Department of Resources Recycling and Recovery (CalRecycle) State grants, but he has since retired.
Consultant services provided included presentations to fifth grade classes throughout the City, organizing the recycling artwork contest, educational outreach to the local schools and, conducting used oil filter exchange events, and consultant site visits to certified oil collection centers for compliance evaluation.
In September 2023, staff released a Request for Proposals (RFP) for a Used Oil Recycling and Beverage Container Recycling Program consultant to assist with the above presented activities and more. Because this is a very specialized area of expertise and there are only a small pool of potential bidders, no responses were submitted. Staff re-released the RFP in November 2023 and received one response. Staff interviewed Michelle Nicholls from Nicholls Consulting, Inc, (NCI) and based on her responses sharing the firm’s previous experience working with other cities and CalRecyle, staff is confident they are qualified to assist the City with managing the used oil and beverage container recycling grant program.
